Ozborne WWTP Guilford County Dear Mr. White: The Division of Water Quality's NPDES Unit has reviewed your request for an Authorization to Construct at the T.Z. Ozborne WWTP. The Division finds, that upon completion of the Phase III upgrades to the treatment plant, that the proposed increase in the design capacity of the treatment system is satisfactory. In accordance with your request, the Division is forwarding herewith a modification to the subject permit. Recommendations Rerating of this facility has been evaluated and approved, increasing the design capacity of the treatment facility to 24 MGD. The Division is aware that the recent violation of the ammonia limit (February 2000) was in part the result of a fluidized air blower malfunction on the incinerator. The Division is concerned about the circumstances that resulted in the February 2000 violation of the ammonia limit and recommend that the T.Z. Ozborne WWTP continue to evaluate alternatives to upgrade the older multiple hearth incinerator. Enclosed please find the modified effluent limitations page. This page should be inserted into your permit in place of the 22-MGD Effluent Limitations and Monitoring Page and the old one discarded. This permit modification is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency dated December 6, 1983. Please take notice that this permit is not transferable. Part II, E.4. addresses the requirements to be followed in case of change in ownership or control of this discharge. This permit does not affect the legal requirement to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other Federal or Local government permit that may be required. If any parts , measurement frequencies or sampling requirements contained in this permit modification are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be a written petition conforming to chapter 150B of the North Carolina General Statutes, filed with the Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina 27611-7447. Ozborne WWTP NPDES Permit No. NC0047384 ATC No. 047384ACF Page 2 Engineer's Certification Upon completion of construction and prior to operation of the modified facility, the Permittee shall provide the Division with a certification (copy enclosed) from a professional engineer registered in North Carolina certifying that the permitted facility has been installed in accordance with the NPDES Permit, this Authorization to Construct, and the approved plans and specifications. The Certification should be submitted to: NCDENR / DWQ, NPDES Unit, 1617 Mail Service Center, Raleigh, North Carolina 27699-1617. Requirements for Certified Operator The Permittee shall employ a certified wastewater treatment plant operator to be in responsible charge (ORC) of the wastewater treatment facilities. The operator must hold a certificate of the type and grade at least equivalent to or greater than the classification assigned to the wastewater treatment facilities by the Certification Commission. The Permittee must also employ a certified back-up operator of the appropriate type and grade to comply with the conditions of Title 15A, Chapter 8G, .0200. The ORC of the facility must visit each Class I facility at least weekly and each Class II, III, and IV facility at least daily, excluding weekends and holidays; and must properly manage and document daily operation and maintenance of the facility and comply with all other conditions of Title 15A, Chapter 8G, .0200. Additional Requirements The Operational Agreement between the Permittee and the Environmental Management Commission is incorporated herein by reference and is a condition of this Permit. Noncompliance with the terms of the Operational Agreement shall subject the Permittee to all sanctions provided by G. S. 143-215.6 for violation of or failure to act in accordance with the terms and conditions of this Permit. Failure to abide by the requirements contained in this Authorization to Construct may subject the Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. The issuance of this Authorization to Construct does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. The Permittee shall maintain a copy of the approved plans and specifications on file for the life of the facility. Osborne WWTP Interim Increase in Permitted Capacity Dear Mike: In response to your questions regarding the above subject we offer the following: Sludge Management Plan — The City presently utilizes incineration as its primary sludge disposal option. The fluidized bid incinerator is sized to handle the average sludge production rate anticipated at the 30 mgd design flow. For periods of extended outage of the incinerator, sludge is dewatered and hauled to the City's solid waste landfill. The City is presently evaluating alternatives to upgrade their older multiple hearth incinerator for additional capacity and back- up. Chlorine Contact Tankage — There are presently three (3) chlorine contact tanks which provide sufficient volume to achieve 48 minutes of contact time at the permitted flow of 24 mgd. This allows for a peak hourly flow to average flow ratio of 3.2, well within historical peaking factors. The City utilizes a 3.5 MG flow equalization tank to ensure peak hourly flows are minimized. February 2000 Ammonia Violation — There were several factors that contributed to the February 2000 ammonia violation including: 1) Winter conditions — cold, heavy snow and ice. 2) Melt down allowed high amounts of salt to enter plant. 3) Loss of solids disposal operation allowed for high levels of inert bacteria to accumulate. 4) Construction activities for current upgrade compounded above listed problems. Osborne WWTP Guilford County oriaggE A AAl 281998 POINT SOURCE BRANCH A meeting was held on 12-16-97, with Allan Williams, Arthur White, Martie Groome, Bob Diflore, Allan Stone (representing Greensboro) and Don Safrit, Dave Goodrich, Larry Coble, Beth Morton and myself. As indicated in the meeting and in Greensboro's letter of 12-23-97, upon completing Phase II they will have 50% more primary settling tank capacity, 50% more final settling tank capacity, 40% more blower capacity, seven return activated sludge pumps (compared to 4 initially), and better preliminary treatment capability. These items should help them to achieve a much higher level of treatment. It is recommended that the permit capacity be changed to 22 MGD. Please call if any questions. cc: WSRO Central Files
