(CSI) Cabarrus County Dear Mr. Patterson: Chemical Specialties Inc., has devised a monitoring plan for sampling runoff from segregated areas to determine if and where primary contributions of copper and zinc to stormwater occur at the site. During the period beginning on the effective date of the permit (May 1, 2012) and lasting until expiration, analytical monitoring of stormwater discharges shall be performed during a representative storm event. The required monitoring requires grab sampling of a minimum of 5 internal segregated outfalls including stormwater drains and roof discharge drains; which will be sampled bi-annually. Additional areas may be sampled to the further delineate potentially contributing areas. Chemical Specialties, Inc. will evaluate the proportion of the contribution to the total mass of copper and zinc in runoff from the entire site; measurements are to be taken concurrently at stormwater discharge outfalls. Representative Samplin¢ Samples collected and measurements taken, as required herein, shall be characteristic of the volume and nature of the permitted discharge. Analytical sampling shall be performed during a measurable storm event. Samples shall be taken on a day anytime that is characteristic of the discharge. All samples should be taken before the discharge joins or is diluted by any other waste steam, body of water, or substance. Monitoring points (minimum of 5) have been identified by a team of qualified and experienced personnel with consideration given to material storage and handling areas. Additional source points to be sampled may be added to, or removed from the sampling agenda to further segregate potential point sources, or as per defined in the current plan. 2. Recording Results For each measurement or sample taken pursuant to the requirements of this permit, Chemical Specialties, Inc. shall record the following information (40 CFR 122.41). a. The date, exact place, and time of sampling or measurements; b. The individual(s) who performed the sampling of measurements; c. The date(s) analyses were performed; d. The individual(s) who performed the analyses; e. The analytical techniques or methods used; and f. The results of such analyses, including flow volume and total event volume. 3. Records Retention Copies of analytical monitoring results shall also be maintained on -site along with the Stormwater Pollution Prevention Plan. 4. Sampling Analysis Results The sampling results will be evaluated and appropriate actions will be implemented including Best Management Practices.
