Attached are some examples of permit alternatives we've done recently for other facilities that know samples will most likely be above the benchmark(s). The main section that is different in 1 and 2 is the addition of Section E in Part II. It was handle differently in 3 because the owners opted to install structural BMPs since they determined the Cu was likely coming from what had built up in the soil over the years at that facility. Please take a look at these, and let me know what you think. It would probably also be beneficial to think about doing up and down stream monitoring as another option to see if there is a change in Cu and/or Zn in the stream from the site runoff. Please discuss these or other options with the regional office staff when they do a site inspection. Let me know if you have any questions in the meantime. Thanks. Robert D.
