GENERAL NOTES:

2. ALL WORK SHALL CONFORM TO WAKE COUNTY DEPARTMENT OF
ENVIRONMENTAL SERVICES / WATER QUALITY STANDARDS AND
SPECIFICATIONS.
3. CONTRACTOR IS RESPONSIBLE FOR INSTALLING AND MAINTAINING
MEASURES AS NECESSARY TO PREVENT SEDIMENT FROM LEAVING
THE LIMITS OF CONSTRUCTION.
4. ALL BARE SOILS ARE TO BE STABILIZED UNDER CONDITIONS
OUTLINED IN THE CURRENT NPDES PERMIT OR, IF IT IS IN A CRITICAL
AREAS (PIPE OUTLETS/ OUTFALLS, BY THE END OF THE DAY. UTILIZE
STAGED SEEDING IF NECESSARY TO COMPLY WITH STABILIZATION
TIMEFRAMES.
5. DEWATERING OF SEDIMENT CONTAINMENT DEVICES FOR
MAINTENANCE OR REMOVAL PURPOSES IS TO BE DONE THROUGH A
SILT BAG.
6. EROSION AND SEDIMENT CONTROL MEASURES ARE TO BE
INSTALLED IMMEDIATELY AT ANY AREAS USED FOR CONTRACTOR
EQUIPMENT STAGING, MATERIALS LAYDOWN, SPOIL OR WASTE
AREAS.
7. A RAIN GAUGE SHALL BE INSTALLED ON SITE. COPIES OF APPROVED
PLANS, PLAN APPROVAL LETTER WITH ANY MODIFICATIONS OR
PERFORMANCE RESERVATIONS, 401 / 404 DOCUMENTATION & A MIN.
OF 30 DAYS OF SELF -INSPECTION REPORTS SHALL BE MAINTAINED
ON SITE UNTIL PROJECT IS CLOSED OUT BY NC DEQ RALEIGH OFFICE.
8. ALL SEDIMENT BASINS MUST BE MAINTAINED UNTIL ALL UPSTREAM
DRAINAGE AREAS HAVE BEEN STABILIZED WITH THE
ESTABLISHMENT OF PERMANENT VEGETATION. MAT ALL BASIN
SLOPES WITH A SUITABLE RECP AFTER SEEDING AND STABILIZE ANY
AREA BETWEEN BASIN/DIVERSION BERMS AND PROJECT LIMITS OF
DISTURBANCE.
9. IF AN OFF -SITE SPOIL OR BORROW AREA IS UTILIZED, IT MUST BE IN
COMPLIANCE WITH STATE AND LOCAL REGULATIONS. ALL SPOIL
AREAS OVER 1 ACRE ARE REQUIRED TO HAVE AN APPROVED
SEDIMENT CONTROL PLAN. CONTRACTOR SHALL NOTIFY WAKE
COUNTY OF ANY OFF -SITE DISPOSAL OF SOIL PRIOR TO DISPOSAL.
10. DURING THE ENTIRE PERIOD OF CONSTRUCTION ACTIVITY ON THE
SITE, ALL PROTECTED TREES SHALL BE SURROUNDED AND
PROTECTED BY AN ORANGE TENSAR GEOGRID FENCING FABRIC OR
APPROVED EQUAL FENCING. A SIGN STATING, "TREE PROTECTION
AREA - DO NOT ENTER / PARA PROTECCION DE LOS ARBOLES -
PROHIBIDO ENTRAR" SHALL BE INSTALLED AT EVERY LINEAR
INTERVAL OF 200'. TREE PROTECTION FENCING SHALL BE
INSTALLED A MINIMUM OF 10 FEET FROM THE TRUNK OF ANY
PROTECTED TREE OR DRIP LINE, WHICHEVER IS GREATER FOR ANY
TREE GREATER THAN 10 INCHES DBH, THIS DISTANCE SHALL BE
INCREASED 1 FOOT FOR EVERY 1 INCH DBH. TREE PROTECTION
FENCING SHALL BE MAINTAINED UNTIL A FINAL CERTIFICATE OF
OCCUPANCY HAS BEEN ISSUED, UNLESS EXPRESSLY EXEMPTED
BY THE PLANNING DIRECTOR [SEC. 7.1(1)(5)(a)j. ONCE TREE
PROTECTION FENCE HAS BEEN INSTALLED, PLEASE CONTACT
ALISON JONES AT 919-773-4429 (ajones@garnernc.gov) TO SCHEDULE
AN INSPECTION. A PASSING INSPECTION FROM THE TOWN OF
GARNER FOR THE TREE PROTECTION FENCING IS REQUIRED PRIOR
TO RECEIVING APPROVAL FROM WAKE COUNTY.
11. NO OFFSITE SOIL OR BORROW SITE IS UTILIZED DURING CONST.
12. THE NEUSE RIVER RIPARIAN AREA PROTECTION AND MAINTENANCE
RULE (15 NCAC 213.0233) APPLIES TO ALL PERENNIAL AND
INTERMITTENT STREAMS, LAKES, PONDS AND ESTUARIES IN THE
NEUSE RIVER BASIN WITH FOREST VEGETATION ON THE ADJACENT
LAND OR "RIPARIAN AREA".
SKIMMER BASIN EARTHWORK CONSTRUCTION SPECIFICAITONS
1. ALL FILL MATERIALS USED FOR THE DAM EMBANKMENT SHALL BE
TAKEN FROM BORROW AREAS APPROVED BY THE GEOTECHNICAL
ENGINEER. FILL MATERIAL SHALL BE FREE FROM ROOTS, STUMPS,
WOOD AND STONES LARGER THAN 6".
2. PRIOR TO PLACEMENT OF FILL MATERIAL FOR THE BERM SECTION,
ALL UNSUITABLE MATERIAL SHALL BE REMOVED AND THE SURFACE
PROPERLY PREPARED FOR FILL PLACEMENT.
3. ALL EARTHEN FILLS SHALL BE CLEARED, GRUBBED AND STRIPPED
OF ALL VEGETATIVE MATERIAL, TOPSOIL, AND ORGANIC MATTER
PRIOR TO CONSTRUCTION.
4. PLACE BACKFILL AND FILL SOIL MATERIALS IN LIFTS NOT MORE
THAN 8 INCHES IN LOOSE DEPTH. EACH LIFT SHALL BE CONTINUOUS
FOR THE ENTIRE LENGTH OF THE EMBANKMENT.
5. THE SURFACE OF EACH LAYER SHALL BE SCARIFIED PRIOR TO
PLACEMENT OF THE NEXT LAYER.
6. COMPACT SOIL MATERIALS TO NOT LESS THAN 95% OF THE
STANDARD PROCTOR MAXIMUM DRY DENSITY (ASTM D-698) AT
MOISTURE CONTENTS VARYING FROM 2 PERCENT BELOW
OPTIMUM MOISTURE CONTENT TO 3 PERCENT ABOVE OPTIMUM
MOISTURE WITH HAND TAMPS OR LIGHT SELF PROPELLED WALK
BEHIND EQUIPMENT.
STOCKPILE NOTES:
1. SOIL STOCKPILE HEIGHT SHALL NOT EXCEED 35 FEET IN HEIGHT
2. STOCKPILE SLOPES SHALL BE 2:1 OR FLATTER.
STOCKPILE MAINTENANCE REQUIREMENTS:
1. SEEDING OR COVERING STOCKPILES WITH TARPS OR MULCH IS
REQUIRED AND WILL REDUCE EROSION PROBLEMS. TARPS SHOULD
BE KEYED IN AT THE TOP OF THE SLOPE TO KEEP WATER FROM
RUNNING UNDERNEATH THE PLASTIC.
2. IF A STOCKPILE IS TO REMAIN FOR FUTURE USE AFTER THE PROJECT
IS COMPLETE (BUILDERS, ETC.), THE FINANCIAL RESPONSIBLE PARTY
MUST NOTIFY WAKE COUNTY OF A NEW RESPONSIBLE PARTY FOR
THAT STOCKPILE.
3. THE APPROVED PLAN SHALL PROVIDE FOR THE USE OF STAGED
SEEDING AND MULCHING ON A CONTINUAL BASIS WHILE THE
STOCKPILE IS IN USE.
4. ESTABLISH AND MAINTAIN A VEGETATIVE BUFFER AT THE TOE OF
THE SLOPE (WHERE PRACTICAL).
WAKE COUNTY UDO ARTICLE 10 -
EROSION AND SEDIMENT CONTROLREQUIREMENTS
1. 10-20-1 MINIMUM STANDARDS - ALL SOIL EROSION & SEDIMENTATION
CONTROL PLANS AND MEASURES MUST CONFORM TO THE MINIMUM
APPLICABLE STANDARDS SPECIFIED IN NORTH CAROLINA'S EROSION
AND SEDIMENT CONTROL PLANNING AND DESIGN MANUAL AND THE
WAKE COUNTY SEDIMENTATION AND EROSION CONTROL PLAN
REVIEW MANUAL. EROSION CONTROL DEVICES MUST BE INSTALLED
TO PREVENT ANY OFFSITE SEDIMENTATION FOR ANY CONSTRUCTION
SITE REGARDLESS OF THE SIZE OF THE LAND DISTURBANCE.
2. 10-20-3 - OPERATION IN LAKES OR NATURAL WATERCOURSES - LAND
DISTURBING ACTIVITY IN CONNECTION WITH CONSTRUCTION IN, ON,
OVER, OR UNDER A LAKE OF NATURAL WATERCOURSE MUST
MINIMIZE THE EXTENT AND DURATION OF DISRUPTION OF THE
STREAM CHANNEL. WHERE RELOCATION OF A STREAM FORMS AN
ESSENTIAL PART OF THE PROPOSED ACTIVITY, THE RELOCATION
MUST MINIMIZE UNNECESSARY CHANGES IN THE STREAM FLOW
CHARACTERISTICS.
RIPARIAN BUFFER RULES
1. DUE TO THE LOCATION OF THIS PROJECT, IT SHOULD BE NOTED
THAT A RULE TO PROTECT AND MAINTAIN EXISTING BUFFERS ALONG
WATERCOURSES IN THE NEUSE RIVER BASIN BECAME EFFECTIVE ON
JULY 22, 1997. THE NEUSE RIVER RIPARIAN AREA PROTECTION AND
MAINTENANCE RULE (15A NCAC 213.0233) APPLIES TO ALL PERENNIAL
AND INTERMITTENT STREAMS, LAKES, PONDS AND ESTUARIES IN
THE NEUSE RIVER BASIN WITH FOREST VEGETATION ON THE
ADJACENT LAND OR "RIPARIAN AREA".
BASIN REMOVAL SEQUENCE
1. SCHEDULE A SITE MEETING WITH THE WAKE COUNTY
ENVIRONMENTAL CONSULTANT TO DETERMINE IF THE BASIN CAN BE
CONVERTED TO A PERMANENT SCM. INSTALL SILT FENCING OR
OTHER TEMPORARY EROSION CONTROL MEASURES AS NEEDED
PRIOR TO REMOVAL OF THE BASIN.
2. REMOVE BASIN AND ASSOCIATED TEMPORARY DIVERSION DITCHES.
FINE GRADE AREA IN PREPARATION FOR SEEDING.
3. PERFORM SEEDBED PREPARATION, SEED, MULCH AND ASPHALT
TACK ANY RESULTING BARE AREAS IMMEDIATELY.
4. INSTALL VELOCITY DISSIPATORS AND/OR LEVEL SPREADERS AS
REQUIRED ON THE EROSION CONTROL PLAN.
5. WHEN SITE IS FULLY STABILIZED, CONTACT THE WAKE COUNTY
ENVIRONMENTAL CONSULTANT FOR APPROVAL OF REMOVING
REMAINING TEMPORARY EROSION CONTROL MEASURES AND ADVICE
ON WHEN SITE CAN BE ISSUED A CERTIFICATE OF COMPLETION.
NOTE: A MEETING SHOULD ALSO BE SCHEDULED WITH THE
ENVIRONMENTAL CONSULTANT TO DETERMINE WHEN A BASIN MAY
BE CONVERTED FOR STORMWATER USE.
GROUND STABILIZATION:
A. SOIL STABILIZATION SHALL BE ACHIEVED ON ANY AREA OF A SITE
WHERE LAND -DISTURBING ACTIVITIES HAVE TEMPORARILY OR
PERMANENTLY CEASED ACCORDING TO THE FOLLOWING SCHEDULE:
a. ALL PERIMETER DIKES, SWALES, DITCHES, PERIMETER SLOPES AND
ALL SLOPES STEEPER THAN 3 HORIZONTAL TO 1 VERTICAL (3:1)
SHALL BE PROVIDED TEMPORARY OR PERMANENT STABILIZATION
WITH GROUND COVER AS SOON AS PRACTICAL BUT IN ANY EVENT
WITHIN 7 CALENDAR DAYS FROM THE LAST LAND -DISTURBING
ACTIVITY.
b. ALL OTHER DISTURBED AREAS SHALL BE PROVIDED TEMPORARY OR
PERMANENT STABILIZATION WITH GROUND COVER AS SOON AS
PRACTICAL BUT IN ANY EVENT WITHIN 14 CALENDAR DAYS FROM
THE LAST LAND -DISTURBING ACTIVITY.
PHASE 1 CONSTRUCTION SEQUENCE
1. SCHEDULE A PRECONSTRUCTION CONFERENCE WITH THE
ENVIRONMENTAL CONSULTANT, ANDREW LAKE (919-594-0895).
OBTAIN A LAND -DISTURBING PERMIT.
2. INSTALL GRAVEL CONSTRUCTION PAD, TEMPORARY DIVERSIONS,
SILT FENCE, SEDIMENT BASIN AND OTHER MEASURES AS SHOWN ON
THE APPROVED PLAN. STABILIZE AREAS DOWNSTREAM OF
TEMPORARY DIVERSIONS AND SEDIMENT BASINS. INSTALL SCM
RISER AND OUTLET PIPE, GRADE TEMPORARY SKIMMER BASIN AS
SHOWN ON PHASE I PLAN AND SCM SHEETS. FOLLOW SCM
CONSTRUCTION DETAILS AND SPECIFICATIONS FOR EARTHEN DAM
CONSTRUCTION. CLEAR ONLY AS NECESSARY TO INSTALL THESE
DEVICES. SEED TEMPORARY DIVERSIONS, BERMS AND BASIN
IMMEDIATELY AFTER CONSTRUCTION.
3. CALL ANDREW LAKE (919-591-0895) FOR AN ONSITE INSPECTION BY
THE WATERSHED MANAGER TO OBTAIN A CERTIFICATE OF
COMPLIANCE.
4. BEGIN CLEARING AND GRUBBING. MAINTAIN DEVICES AS NEEDED.
ROUGH GRADE SITE.
5. INSTALL CLEAN WATER STORMWATER BYPASS AND PROTECT INLETS
WITH BLOCK AND GRAVEL INLET CONTROLS. BEGIN CONSTRUCTION,
BUILDING, ETC. PRIOR TO DEWATERING BASINS, MEET WITH
ENVIRONMENTAL CONSULTANT, ANDREW LAKE, TO DETERMINE IF
BASIN MAY BE REMOVED AND THEN PROVIDE WRITTEN NOTIFICATION
TO NCDEQ.
&STABILIZE SITE AS AREAS ARE BROUGHT UP TO FINISH GRADE WITH
VEGETATION, PAVING, DITCH LININGS, ETC. SEED AND MULCH
DENUDED AREAS PER GROUND STABILIZATION TIME FRAMES.
7. WHEN CONSTRUCTION IS COMPLETE AND ALL AREAS ARE
STABILIZED COMPLETELY, CALL ANDREW LAKE (919-594-0895) FOR
AN INSPECTION BY THE ENVIRONMENTAL CONSULTANT.
8. IF SITE IS APPROVED, REMOVE TEMPORARY DIVERSIONS, SILT
FENCE, SEDIMENT BASIN, ETC. AND SEED OUT OR STABILIZE ANY
RESULTING BARE AREAS. ALL REMAINING PERMANENT EROSION
CONTROL DEVICES, SUCH AS VELOCITY DISSIPATORS, SHOULD
NOW BE INSTALLED.
9. WHEN VEGETATION HAS BECOME ESTABLISHED, CALL FOR A FINAL
SITE INSPECTION BY THE ENVIRONMENTAL CONSULTANT, ANDREW
LAKE (919-594-0895). OBTAIN A CERTIFICATE OF COMPLIANCE.
PHASE 2 CONSTRUCTION SEQUENCE
