SCHEDULE OF COMPLIANCE The stormwater management system shall be constructed in it's entirety, vegetated and operational for its intended use prior to the construction of any built -upon surface During construction, erosion shall be kept to a minimum and any eroded areas ofthe system will be repaired immediately The permittee shall at all times provide the operation and maintenance necessary to assure the permitted stormwater system functions at optimum efficiency The approved Operation and Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals including, but not limited to a Semiannual scheduled inspections (every 6 months) b Sediment removal c Mowing and revegetation of side slopes d Immediate repair of eroded areas e Maintenance of side slopes in accordance with approved plans and specifications f Debris removal and unclogging of outlet structure, orifice device and catch basins and piping g Access to the outlet structure must be available at all times 4 Records of maintenance activities must be kept and made available upon request to authorized personnel ofDWQ The records will indicate the date, activity, name of person performing the work and what actions were taken 5 Decorative spray fountains will not be allowed in the stormwater treatment system 6 The facilities shall be constructed as shown on the approved plans This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data 7 Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation Any deviations from the approved plans and specifications must be noted on the Certification 8 If the stormwater system was used as an Erosion Control device, it must be restored to design condition prior to operation as a stormwater treatment device, and prior to occupancy of the facility The following items will require a modification to the permit a Any revision to the approved plans, regardless of size b Project name change c Transfer of ownership d Redesign or addition to the approved amount of built -upon area e Further subdivision, acquisition, or sale of the project area The project area is defined as all property owned by the permittee, for which Sedimentation and Erosion Control Plan approval was sought f Filling in, altering, or piping of any vegetative conveyance shown on the approved plan 10 The Director may determine that other revisions to the project should require a modification to the permit 11 The permittee shall notify DWQ of any mailing address changes within 30 days of moving 1l State Stormwater Management Systems Permit No SW8990847 12 A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of ten years from the date of the completion of construction 13 Prior to the sale of any portion of the property, an access/maintenance easement to the stormwater facilities shall be granted in favor of the permittee if access to the stormwater facilities will be restricted by the sale of any portion of the property 14 The permittee is responsible for verifying that the proposed built -upon area does not exceed the allowable built -upon area 15 The runoff from all built -upon area on the project must be directed into the permitted stormwater control system 16 The Director may notify the permittee when the permitted site does not meet one or more of the minimum requirements of the permit Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made III. examined to determine the hydrologic runoff from the site for the purpose of designing a storm water detention basin This report summarizes the ' hydrologic methodology used in providing an estimated rate of stormwater runoff from the site as a function of time and the design of the stormwater detention basin t GENERAL ' • The proposed project will consist of a single 6-story building The project will have a total of 12,870 square feet of gross building area and approximately 36,800 square feet of pavement • The proposed project will have storm water detention by utilizing the detention basin at the rear of the site This basin will be sized to accommodate development on the adjoining lot (Lot 1) with an assumed impervious development of 70% • The drainage area consists of 3 15 acres (see attached page) The on -site drainage is ' 70 1 % (2 21 acres) of the total drainage area • The Forebay is approximately 20% of the required volume The Forebay is the same depth as the permanent pool ' • The vegetated shelf is located below permanent pool at a width of 10' ' There is no decorative fountain in this basin • The chart used for TSS removal is 90% There is no 30-foot vegetative buffer • This is not an infiltration system IHYDRAULICS ' To model the drainage basin a pond was designed in accordance with both City of Wilmington and North Carolina Department of Environment and Natural Resources design requirements The inflow hydrograph was formulated by using the City of Wilmington 1 standards (see City of Wilmington Technical Standards, page 5-50) The basin was then analyzed using Chainsaw Routing per the City of Wilmington preferred method (Storm ' duration of 6 hours and a precipitation depth of 4 8" & 6 4" for the 10-yr and 50-yr event, respectively) The resulting spreadsheets were printed 1 I ' METHODOLOGY t The inflow hydrograph was created by using the Rational Method to estimate peak flow Then an estimate of the volume of runoff and the required storage was found (see City of Wilmington Technical Standards, pages 5-50 through 5-54) Stage storage and stage discharge were formulated and the basin was routed using Chainsaw Routing The site was analyzed for both the 10-year and 50-year hydrologic event 1 LI 1 I Off site drainage on to the site was routed through the site in an engineered channel Calculations for this channel were completed by using the SoftDesk Hydrology package to analyze trapezoidal channels Flow into the channel was found by delineating the watershed, assigning a Rational "C" value to the various land sections and using the Rational Method to find a peak flow (Q) at the point of interest The "C" value was assigned based on the final built -out condition reflecting City zoning standards RESULTS SUMMARY • Total drainage area = 3 15 acres On -site drainage area = 2 21 acres • Surface area required = 5,315 ftz Surface area provided = 5,692 W • Volume required to detain first 1 " of runoff = 7,775 ft3 Volume provided to detain the first 1 " of runoff = 9,763 ft3 • The basin will drain the first 1 " of runoff in 2-5 days (see attached design basis) • The basin will use an outlet weir to discharge more than the first 1 " of runoff • The basin will be 6' deep (see calculations) • Pre-existing flow from site for 10-year event = 7 43 CFS • Developed peak run-off for 10-year event without storm water detention = 16 56 CFS • Developed peak run-off for 50-year event without storm water detention = 22 35CFS • Developed peak run-off for the 10-year event routed through the basin = 7 40 CFS • Developed peak run-off for the 50-year event routed through the basin = 18 83 CFS I I HYDROLOGIC SOIL TYPES Since the exact soil type is not known, it is assumed the hydrologic soil type is type "D", reflecting saturated conditions Type "D" is the type of soil that is the slowest to drain The existing drainage basin (3 1 acres) is composed of a hotel and an undeveloped out parcel The hotel is assumed to be impervious except for the traffic islands and landscaping ' The out parcel is thickly wooded but is assumed to have a build out of 70% impervious area In formulating the SCS curve number a curve number of 93 was used The City of Wilmington ' shows in their stormwater management chapter (Chapter 5, p 5-52) that a commercial area with roughly 72% impervious area and a "D"-type soil will have a SCS curve number of 93 ' OPEN CHANNEL ANALYSIS ' The engineered channel conveying offsite drainage through the site will convey the 10-year storm flow The channel will be lined with gabions, providing 1 1 side -slopes The bottom of ' the channel will be 19' wide The vertical slope in the channel is 0 22% The velocity in the channel at full flow is 4 67 fps For further detail see the attached "Drainage Basin Characterization/Channel Design" OUTLET DESIGN ' The designed outlet for this basin is a 10' weir This weir will be placed as to retain the first 1 " ' (per NCDENR requirements) and help retain for the 10-year storm Any flow in excess of the 10-year event will leave the basin both through the outlet weir but also through the emergency spillway, located above the 10' outlet weir The spillway will pass the 50-year event The ' retained 1 " of storm water will draw down in a 2-5 day period per NCDENR requirements PI 1 ' HYDRAULIC CALCULATIONS ' WET DETENTION POND DESIGN BASIS NCDENR Drainage Area How far above the permanent pool will it extend? Maintenance is a concern due to the type of orifice being proposed To cut down on the clogging potential, please specify a larger outlet pipe with the appropriately sized orifice tee (see comment #7) To facilitate maintenance, please provide some type of support and a way to easily access the orifice to check and clear it The detail indicates that the pond depth in the forebay area is 4 6% but the elevations indicate that the depth is 5' Please clarify and revise 10 Please specify the type of plantings to be used on the 6 1 vegetated shelf, and specify the grass cover for the pond slopes on the detail 11 Decorative spray fountains are prohibited Do not specify or construct a fountain in this pond, or you will be considered in violation of the permit and subject to enforcement action 12 Are the dimensions provided to the face of the curb, or the back of the curb?
