PROJECT DESCRIPTION
THE PROPOSED PROJECT WILL ESTABLISH A MATERIALS LAY -DOWN YARD IN SUPPORT OF THE LINE T-77
4" TRANSMISSION PIPELINE PROJECT (TO BE SUBMITTED UNDER SEPARATE EPSC PLAN SUBMITTAL) AT
376 FITCH OAKLEY ROAD ROUGEMONT, IN PERSON COUNTY, NC. THE LAY -DOWN YARD LEASE AREA IS
APPROX. 4.47 ACRES. THE PROPERTY ON WHICH THE YARD WILL BE LOCATED IS 226.62 ACRES. THE
PLANNED DISTURBED AREA IS 4.47 ACRES. THE SITE IS CURRENTLY MOSTLY CLEARED AND IN A
MEADOW CONDITION. MINIMAL CLEARING OR GRUBBING WILL BE NECESSARY. ALL ACTIVITIES
ASSOCIATED WITH STORAGE WILL OCCUR "ON GRADE" WITH NO MASS GRADING NECESSARY.
SUB -GRADE WILL BE COMPACTED AND FABRIC STONE PLACED ON PATHWAY AND PARKING ARES, AS
SHOWN ON THE PLANS. OTHER AREAS WILL BE GRAVELED FOR EQUIPMENT STORAGE, AS SHOWN ON
THE PLANS. CONSTRUCTION TRAILERS WILL BE PLACED NEAR THE FRONT OF THE LAY -DOWN YARD
NEAR TWO ENTRANCES OFF FITCH OAKLEY RD, AS SHOWN ON THE PLANS. GRAVEL AREAS AND BUILT
UPON AREAS CANNOT EXCEED 29% OF THE TOTAL SITE (1.30 AC).
EXISTING SITE CONDITIONS
THIS PROJECT MEETS THE NCG01 EXEMPTION AS DEFINED IN CLEAN WATER ACT (CWA) SECTION
402(1)(2) FOR TRANSMISSION FACILITIES. THIS PROJECT IS FOR THE CONSTRUCTION OF A LAYDOWN
YARD FOR THE CONSTRUCTION OF A TRANSMISSION PIPE, AS DEFINED BY PHMSA AND INCLUDES
NORTH CAROLINA ACCESS ROADS AND A LAYDOWN YARD EXCLUSIVELY SERVICING THE CONSTRUCTION OF THE PHMSA
DEFINED TRANSMISSION PIPE.
THE SITE IS COMPRISED OF FARM LAND.
STORM WATER FROM THE SITE FLOWS INTO CUB CREEK WITHIN THE TAR/PAMLICO RIVER BASIN.
SCHEDULE

CONSTRUCTION OF THE LAY -DOWN YARD IS SCHEDULED TO BEGIN IN JUNE 2022. DISTURBED AREA WILL
BE RETURNED TO AS FOUND CONDITIONS BY THE END OF DECEMBER 2022.

EROSION AND SEDIMENT CONTROL NARRATIVE
THE EROSION AND SEDIMENT CONTROL MEASURES FOR THIS PROJECT INVOLVE THE STRATEGIC
PLACEMENT OF:
• EROSION SILT SOCK/ COMPOST SOCK
• SILT FENCE, SILT FENCE OUTLETS.
• TEMPORARY GRAVEL CONSTRUCTION ENTRANCE/EXIT
IF FIELD CONDITIONS DIFFER FROM THE PLANS, ADJUST E&SC DEVICES AS NECESSARY TO ENSURE
PROPER FUNCTION OF ALL DEVICES.
THESE DEVICES ARE TO BE INSTALLED PRIOR TO CLEARING AND GRADING. EROSION AND SEDIMENT
CONTROL DEVICES SHALL BE PROPERLY MAINTAINED DURING ALL PHASES OF CONSTRUCTION UNTIL
CONSTRUCTION ACTIVITIES HAVE CEASED AND ALL DISTURBED AREA HAVE BEEN STABILIZED.
ADDITIONAL EROSION AND SEDIMENT CONTROL DEVICES MAY BE REQUIRED DURING CONSTRUCTION.
ALL TEMPORARY CONTROL DEVICES SHALL BE REMOVED AT THE DIRECTION OF DOMINION ENERGY
ENVIRONMENTAL. DUST CONTROL ON SITE SHALL BE KEPT WITHIN ACCEPTABLE LIMITS BY SPRINKLING
WITH WATER OR OTHER ACCEPTABLE METHODS. THE CONTRACTOR IS RESPONSIBLE FOR THE
CONTROL OF SEDIMENT ON SITE. IF THE APPROVED EROSION AND SEDIMENTATION CONTROL
MEASURES PROVE INSUFFICIENT, THE CONTRACTOR MUST TAKE THOSE ADDITIONAL STEPS
NECESSARY TO STOP SEDIMENT FROM LEAVING THE SITE. THE DOMINION ENERGY SITE
REPRESENTATIVE MAY ADJUST EPSC PLANS BASED ON SITE CONDITIONS IN ACCORDANCE WITH BEST
MANAGEMENT PRACTICES.

HrB HERNDON LOAM, 2-6% SLOPES
IrB IREDELL GRAVELLY LOAM, 2-6% SLOPES
SITE UTILIZATION AND CONSTRUCTION SEQUENCE
1. OBTAIN PERMITS. NO LAND DISTURBING ACTIVITIES, INCLUDING TIMBERING OR DEMOLITION
ACTIVITIES, ARE ALLOWED WITHOUT FIRST OBTAINING SEDIMENT AND EROSION CONTROL PLAN
APPROVAL. CONTACT DEMLR RALEIGH REGIONAL OFFICE AT LEAST 48 HOURS PRIOR TO
COMMENCING LAND -DISTURBING ACTIVITIES AT (919)791-4200.
2. INSTALL CONSTRUCTION ENTRANCE, PERIMETER SILT FENCE, SILT FENCE OUTLETS. ALL CUT, FILL,
UPSTREAM AND DOWNSTREAM BASIN SLOPES ARE TO BE COVERED WITH A SUITABLE RECP AFTER
SEEDING.
3. BEGIN CLEARING, AND MOWING, IF NEEDED. SOME GROUND SMOOTHING MAY BE NECESSARY PRIOR
TO PLACING STONE, MATERIALS, OR EQUIPMENT ONSITE.
4. PLACE GEOTEXTILE FABRIC AND STONE FOR PATHWAY AND PARKING/STORAGE AREAS.
5. USE SITE AS NEEDED FOR EQUIPMENT AND MATERIAL STORAGE.
6. AT THE END OF THE GAS MAIN CONSTRUCTION, REMOVE CONSTRUCTION TRAILERS, ROCK AND
GEOTEXTILE FABRIC RESTORING INTERNAL SITE TO ORIGINAL CONDITION, LEAVING PERIMETER
EROSION CONTROL DEVICES IN PLACE. AT THE DIRECTION OF DOMINION ENERGY ENVIRONMENTAL,
RESTORE GROUND TO EXISTING CONDITIONS AND STABILIZE. REMOVE PERIMETER EROSION AND
SEDIMENT CONTROLS FOLLOWING FINAL INSPECTION. REMOVE TEMPORARY CONSTRUCTION
ENTRANCES.
7. THE CONTRACTOR SHALL REFERENCE THE LINE LIST FOR PERMANENT VEGETATION.
EROSION CONTROL DEVICE NOTES
1. SILT FENCE SHALL BE INSTALLED DOWN -GRADIENT OF THE UTILIZED AREA AS NOTED ON THE PLANS
AND AS SHOWN IN THE DETAILS. ANY BARE SOILS BETWEEN DIVERSIONS OR PERIMETER E&SC
MEASURES WILL BE SEEDED, MULCHED AND CRIMPED.
2. ANY FAILURE OF ANY EROSION CONTROL DEVICE TO FUNCTION AS INTENDED FOR ANY REASON
SHALL BE REPORTED TO THE ENGINEER IMMEDIATELY. REPAIRS/MODIFICATIONS SHALL BE MADE AS
SOON AS PRACTICABLE.
3. THE LOCATION OF THE EROSION CONTROL DEVICES MAY HAVE TO BE ALTERED FROM THAT SHOWN
ON THE PLANS IF DRAINAGE PATTERNS DURING UTILIZATION ARE DIFFERENT FROM THE FINAL
DRAINAGE PATTERNS. IT IS THE CONTRACTORS RESPONSIBILITY TO ACCOMPLISH EROSION
CONTROL FOR ALL DRAINAGE PATTERNS CREATED AT VARIOUS STAGES DURING THE USE OF THE
PROPERTY.
4. HYDROSEEDING OR CURLEX (OR APPROVED EQUAL) IS REQUIRED FOR FINAL STABILIZATION ON
STEEP SLOPES.

MAINTENANCE
1. SELF -INSPECTION FOR EROSION AND SEDIMENTATION CONTROL MEASURES ARE TO BE PERFORMED
AT LEAST ONCE EVERY SEVEN CALENDAR DAYS AND WITHIN 24 HOURS OF EVERY RAIN EVENT OF
GREATER THAN 1-INCH. ANY NEEDED REPAIRS SHALL BE MADE IMMEDIATELY TO MAINTAIN
MEASURES AS DESIGNED. ALL EPSC MEASURES SHALL BE MAINTAINED AS SPECIFIED IN THE
CONSTRUCTION DETAILS ON THIS PLAN. A RAIN GAUGE SHALL BE INSTALLED AT THE PROJECT SITE
FOR MONITORING.
GENERAL NOTES
1. THE CONTRACTOR IS RESPONSIBLE FOR IMPLEMENTATION AND MAINTENANCE OF ALL EROSION AND
SEDIMENT CONTROL DEVICES.
2. DISTURBED AREA SHALL BE STABILIZED AS SOON AS PRACTICALLY POSSIBLE FOR PORTIONS OF THE
SITE WHERE ACTIVITIES HAVE BEEN COMPLETED. THESE AREAS SHALL BE STABILIZED NO LATER
THAN 14 DAYS AFTER WORK HAS CEASED.
3. CONTRACTOR SHALL REGULARLY MAINTAIN CONSTRUCTION ENTRANCE TO AVOID TRANSPORTING
SILT OR SEDIMENT FROM SITE.
4. THESE PLANS ARE FOR EROSION AND SEDIMENT CONTROL PURPOSES ONLY AND DO NOT APPLY TO
CONSTRUCTION PURPOSES.
5. PER NPDES REQUIREMENTS, A RAIN GAUGE, SELF -INSPECTION RECORDS, AND EPSC PLANS ARE
REQUIRED TO BE MAINTAINED ON SITE AND ACCESSIBLE DURING INSPECTION. IT IS RECOMMENDED
THAT THESE ITEMS BE PLACED IN A PERMITS BOX AT THE BEGINNING OR ENTRANCE OF THE
PROJECT.
STANDARDS
ALL EROSION AND SEDIMENT CONTROLS SHALL BE IN ACCORDANCE WITH THE NPDES STORM WATER
DISCHARGE PERMIT FOR CONSTRUCTION ACTIVITIES AND THE NORTH CAROLINA EROSION AND
SEDIMENT CONTROL PLANNING AND DESIGN MANUAL.
