I am writing on behalf of the City of Charlotte — Sweden Road Shop facility, which operates
under Certificate of Coverage No. NCG080840 to discharge stormwater from the facility into
surface waters. We are requesting to be granted a waiver from monitoring associated with the
permit through the end of December 2021.
Currently, Outfall 002 is in Tier 11 monthly monitoring, and Outfalls 001 and 003 are monitored
quarterly as required by the permit effective July 1, 2021. Right now, a significant construction
project is underway which may impact all outfalls on site. This construction project consists of
the demolition and reconstruction of a large retaining wall on site, as well as the placement of
gravel to help with the stabilization of key areas. While erosion and sedimentation control
measures will be used according to the site's erosion control plan, and all measures will be
inspected and maintained, we are concerned that the construction project will inevitably result in
some sediment loss that will affect sampling results. For this reason, we are requesting to
temporarily suspend monitoring until the project is completed.
We will, of course, continue with sampling as required by the permit until we hear further from
your office. Once the project is complete, we will monitor the site closely and address any
additional concerns according to permit conditions.
Additionally, we would like to make you aware of another construction project scheduled to
begin in March 2022 which we plan to write a separate letter requesting a monitoring waiver for.
This project will consist of the demolition of a large portion of asphalt on site and its
replacement with concrete, as well as concrete paving on previously unpaved areas. We
anticipate this repaving project will reduce the amount of sediment leaving the site.
