LANDFILL DISPOSAL REQUIREMENTS I. FORT BRAGG HAS TWO NON -HAZARDOUS SOLID WASTE DISPOSAL SITES, WHICH ARE PERMITTED BY THE NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES (NCDENR). THEY ARE LOCATED OFF LAMONT ROAD, WEST OF FORT BRAGG'S CANTONMENT AREA, BETWEEN LONGSTREET AND MCKELLAR ROADS. THE SOLID WASTE SITES ARE PERMITTED LANDFILLS WHICH ACCEPTS WASTE FROM FORT BRAGG AND POPE FIELD. THESE LANDFILLS ARE FOR CONSTRUCTION AND DEMOLITION DEBRIS (C&D) AND RECYCLING COLLECTION AREA. 2. THE LAMONT ROAD LANDFILL IS OPEN FOR OPERATION BETWEEN THE HOURS OF 7:30 AM AND 3:00 PM, MONDAY THROUGH FRIDAY EXCEPT FOR THE HOLIDAYS LISTED. THE LANDFILL IS CLOSED ON NEW YEAR'S DAY, INDEPENDENCE DAY, THANKSGIVING DAY, AND CHRISTMAS DAY. THE LAMONT ROAD BORROW PIT IS NOT AVAILABLE FOR THIS PROJECT. 3. THE CONSTRUCTION AND DEMOLITION LANDFILL IS PERMITTED FOR DISPOSAL OF CONSTRUCTION AND RENOVATION DEBRIS: PLYWOOD, FIXTURES, ELECTRICAL MATERIALS, DOORS, PAINTED WOOD, NON -RECYCLABLE CONCRETE, WINDOWS, DRYWALL, SHINGLES, VINYL SIDING, PLUMBING MATERIALS, AND TREATED WOOD. ASBESTOS IS DISPOSED IN A DESIGNATED CELL WITHIN THE C&D LANDFILL BY THE LANDFILL OPERATOR. THE ASBESTOS WASTE SHALL BE PROPERLY BAGGED OR ONTAINED AND WITH MANIFEST DOCUMENTS BEFORE ACCEPTANCE FOR THE WASTE BEFORE PLACING INTO THE C&D LANDFILL. CONTRACTOR SHALL NOTIFY LANDFILL 24 HOURS IN ADVANCE OF ASBESTOS DISPOSAL AT 910-396-6873. YARD WASTE IS NOT ALLOWED IN THE C&D LANDFILL. 4. THE TREE AND YARD WASTE RECYCLING COLLECTION AREA IS PERMITTED TO ACCEPT YARD WASTE, TREES CUT IN MANAGEABLE LENGTHS (61, STUMPS, LIMBS (6' LENGTHS), UN-PAINTE'' AND NON -TREATED WOOD, GRASS, LEAVES, PINE NEEDLES, PINECONES, AND ANY NATURALLY OCCURING VEGETATIONS. 5. THE CARDBOARD RECYCLING COLLECTION AREA IS PERMITTED TO ACCEPT ANY TYPE OF CORRUGATED CARDBOARD, WITH THE FOLLOWINGS EXCEPTIONS: NO PAPERBOARD, FOODBOARD, AND NO WAXED CARDBOARD. ANY CARDBOARD CONTAMINATED WITH FOOD SHALL NOT BE DISPOSED OF IN THE CARDBOARD RECYCLING COLLECTION AREA. 6. THE CONCRETE RECYCLING AREA IS PERMITTED FOR DISPOSAL OF CLEAN CONCRETE BRICKS, AND ASPHALT DEBRIS. CLEAN CONCRETE MUST BE SEGREGATED FROM OTHER WASTE FOR RECYCLING- CLEAN CONCRETE SHALL BE FREE ASBESTOS, FREE OF LEAD -BASED PAINTS, AND FREE OF HAZARDDOUS MATERIALS/WASTES. NO MASTIC AND NO TILES ARE ALLOWED IN CONCRETE RECYCLING AREA. 7. THE PALLET RECYCLING AREA IS PERMITTED FOR DISPOSAL OF WOOD AND METAL PALLETS ARE ACCEPTED. PALLETS MUST BE STACKED NEATLY IN DESIGNATED AREA. 8. THE METAL RECYCLING AREA IS PERMITTED FOR DISPOSAL OF ANY SCRAP METAL GENERATED FROM THE CONSTRUCTION SITE. SCRAP METALL SHALL BE SEGREGATED BY ALUMINUM, BRASS, COPPER, AND STEEL AND PLACED IN THE APPROPRIATE CONTAINERS. CONTRACTOR SHALL REMOVE ALL TYPES OF MATERIALS ATTACHED AS MUCH AS POSSIBLE. 9. THE CONCERTINA RECYCLING AREA IS PERMITTED FOR DISPOSAL OF CONCERTINA WIRE. CONTRACTOR SHALL ENSURE PROPER SAFETY PRECAUTIONS ARE IMPLEMENTED WHEN HANDLING CONCERTINA WIRE IN THIS AREA. 10. FORT BRAGG DOES NOT PROVIDE MUNICIPAL SOLID WASTE (MSW) SERVICE. THE CONTRACTOR SHALL PROVIDE MSW SERVICE FOR THE CONSTRUCTION SITE AND FOR MSW DISPOSAL OFF BASE. THE CONTRACTOR IS RESPONSIBLE FOR OBTAINING DUMPSTERS. 11. TIRES ARE PROHIBITED FROM BEING DISPOSED IN FORT BRAGG LANDFILLS. 12. HAZARDOUS WASTE AND LIQUID WASTE ARE PROHIBITED FROM BEING DISPOSED IN FORT BRAGG LANDFILLS. 13. APPLIANCES/WHITE GOODS WHICH INCLUDE ITEMS SUCH AS; WASHERS, DRYERS, REFRIGERATORS, AND AIR CONDITIONERS ARE BANNED FROM THE RECYCLING AREA, C&D LANDFILLS AND THE WTS AND SHALL BE DISPOSED THROUGH THE PRIME CONTRACTOR WITH AN OFF -POST SALVAGE COMPANY OR THROUGH DEFENSE REUTILIZATION AND MARKETING OFFICE (DRMO). 14. ALL LANDFILL USERS MUST DELIVER LOADS PRE -SEGREGATED FOR DELIVERY TO THE LAMONT LANDFILL. ALL LANDFILL USERS WILL RECYCLE TO THE MAXIMUM EXTENT POSSIBLE. 15. A LANDFILL DISPOSAL PERMIT IS REQUIRED TO ENTER THE LANDFILL. OBTAIN A LANDFILL PERMIT BY COORDINATING THRU THE CONTRACTING OFFICER REPRESENTATIVE AND APPROVAL AND ISSUED BY THE SOLID WASTE MANAGEMENT FROM THE DIRECTORATE OF PUBLIC WORKS (DPW), ENVIRONMENTAL SUSTAINMENT DIVISION (ESD), PHONE NUMBER (910) 396-3372. 16. STATE LAW AND POST REGULATIONS REQUIRE COVERING OF LOADS TO PREVENT LITTER. 15A NORTH CAROLINA ADMINISTRATIVE CODE 13B.0105(D) STATES: 'VEHICLES TRANSPORTING WASTE SHALL BE LOADED AND MOVED IN SUCH A MATTER THAT THE CONTENTS WILL NOT FALL, LEAK, OR SPILL AND SHALL BE COVERED WHEN NECESSARY TO PREVENT BLOWING MATERIAL. IF A SPILL OCCURS, THE TRANSPORTER SHALL PICK UP THE MATERIAL IMMEDIATELY, RETURNED TO THE VEHICLE AND THE AREA PROPERLY CLEANED -UP." 17. PRIME CONTRACTORS ARE RESPONSIBLE FOR THE WASTE GENERATED ON THEIR SITES AND TRANSPORTED TO THE LANDFILLS AND SHALL COMPLY WITH ALL GUIDANCE WITHIN THE PROJECT DOCUMENTS. THE LOADS COMING INTO THE RECYCLING AREA AND C&D LANDFILLS AND WTS ARE SUBJECT TO INSPECTION AND SCREENING BY THE LANDFILL OPERATORS AND/OR THE ENVIRONMENTAL COMPLIANCE BRANCH PERSONNEL TO ENSURE COMPLIANCE IS BEING MAINTAINED. THIS WILL BE USED TO PULL THE SKIMMER TO THE SIDE FOR MAINTENANCE. 7.EARTHEN SPILLWAYS - INSTALL THE SPILLWAY IN UNDISTURBED SOIL TO THE GREATEST EXTENT POSSIBLE. THE ACHIEVEMENT OF PLANNED ELEVATIONS, GRADE, DESIGN WIDTH, AND ENTRANCE AND EXIT CHANNEL SLOPES ARE CRITICAL TO THE SUCCESSFUL OPERATION OF THE SPILLWAY. PULL THE SKIMMER TO ONE SIDE SO THAT THE SEDIMENT UNDERNEATH IT CAN BE EXCAVATED. EXCAVATE THE SEDIMENT FROM THE ENTIRE BASIN, NOT JUST AROUND THE SKIMMER OR THE FIRST CELL. MAKE SURE VEGETATION GROWING IN THE BOTTOM OF THE BASIN DOES NOT HOLD DOWN THE SKIMMER. REPAIR THE BAFFLES IF THEY ARE DAMAGED. RE -ANCHOR THE BAFFLES IF WATER IS FLOWING UNDERNEATH OR AROUND THEM. IF THE SKIMMER IS CLOGGED WITH TRASH AND THERE IS WATER IN THE BASIN, USUALLY JERKING ON THE ROPE WILL MAKE THE SKIMMER BOB UP AND DOWN AND DISLODGE THE DEBRIS AND RESTORE FLOW. IF THIS DOES NOT WORK, PULL THE SKIMMER OVER TO THE SIDE OF THE BASIN AND REMOVE THE DEBRIS. ALSO CHECK THE ORIFICE INSIDE THE SKIMMER TO SEE IF IT IS CLOGGED; IF SO REMOVE THE DEBRIS. IF THE SKIMMER ARM OR BARREL PIPE IS CLOGGED, THE ORIFICE CAN BE REMOVED AND THE OBSTRUCTION CLEARED WITH A PLUMBER'S SNAKE OR BY FLUSHING WITH WATER. BE SURE TO REPLACE THE ORIFICE BEFORE REPOSITIONING THE SKIMMER. CHECK THE FABRIC LINED SPILLWAY FOR DAMAGE AND MAKE ANY REQUIRED REPAIRS WITH FABRIC THAT SPANS THE FULL WIDTH OF THE SPILLWAY.
