IV. PROJECT INFORMATION
1. In the space provided below, briefly summarize how the stormwater runoff will be treated.
Stormwater runoff will be treated in three Bioretention basins and one Wet Pond. Grass swales and channels
will be utilized in areas around the site to convey runoff to the Bioretention basins. Pretreatment for these
basins will be by the use of grassed swales as well as a gravel and grass strip around the parking lot. A piped
system with grass swales leading to the inlets of the system will outlet into the proposed Wet Pond. The
pretreatment for the Wet Pond will be accomplished through the use of forebays.

between the banks of streams and rivers, the area below the Normal High Water (NHW) line or Meat High Water
(MHW) line, and coastal wetlands landward from the NHW (or MHW) line. The resultant project area is used to
calculate overall percent built upon area (B UA). Non -coastal wetlands landward of the NHW (or MHW) line may
be included in the total project area.

V. SUPPLEMENT AND O&M FORMS
The applicable state stormwater management permit supplement and operation and maintenance (O&M) forms
must be submitted for each BMP specified for this project. The latest versions of the forms can be downloaded
from http://portal.ncdenr.org/web/wq/ws/su/bap-manual.
VI. SUBMITTAL REQUIREMENTS
Only complete application packages will be accepted and reviewed by the Division of Water Quality (DWQ).
A complete package includes all of the items listed below. A detailed application instruction sheet and BMP
checklists are available fromhttp://portal.ncdenr.org/web/wq/ws/su/statesw/forms does. Thecomplete
application package should be submitted to the appropriate DWQ Office. (The appropriate office may be
found by locating project on the interactive online map at http://portal.ncdenr.org/web/wq/ws/su/maw.)
Please indicate that the following required information have been provided by initialing in the space provided
for each item. All original documents MUST be signed and initialed in blue ink. Download the latest versions
for each submitted application package from http://portal.ncdenno g/web/wq/ws/su/statesw/forms does.

project area clearly delineated. For projects with infiltration BMPs, the report should also
include the soil type, expected infiltration rate, and the method of determining the infiltration rate.

VII. DEED RESTRICTIONS AND PROTECTIVE COVENANTS
For all subdivisions, outparcels, and future development, the appropriate property restrictions and protective
covenants are required to be recorded prior to the sale of any lot. If lot sizes vary significantly or the proposed
BUA allocations vary, a table listing each lot number, lot size, and the allowable built -upon area must be
provided as an attachment to the completed and notarized deed restriction form. The appropriate deed
restrictions and protective covenants forms can be downloaded from
http://portal.ncdennorg/web/wq/ws/su/statesw/forms does. Download the latest versions for each
submittal.
In the instances where the applicant is different than the property owner, it is the responsibility of the property
owner to sign the deed restrictions and protective covenants form while the applicant is responsible for ensuring
that the deed restrictions are recorded.
By the notarized signature(s) below, the permit holder(s) certify that the recorded property restrictions and
protective covenants for this project, if required, shall include all the items required in the permit and listed
on the forms available on the website, that the covenants will be binding on all parties and persons claiming
under them, that they will run with the land, that the required covenants cannot be changed or deleted
without concurrence from the NC DWQ, and that they will be recorded prior to the sale of any lot.

The wet detention basin design is wrong, sheet CG101. You have your inlets going into the permanent pool area,
thereby short-circuiting the wet detention basin. Probably should be reversed, maybe rework your inlets. Not sure I can
understand the outlet structure, so I need detail sheet C509. See Chapter 10 of our online BMP design manual. I also
need a detailed sheet on the wet detention basin.
The Bio-retention basins need pre-treatment, either grass, rock or gravel, forebays maybe, level spreaders, something to

Finally, drainage access easements need to be drawn around each bmp and then back to the street.
I realize that this is military, so the O&M and plats may not be recorded, but the easements need to be on the approved

INTRODUCTION
Freehling & Robertson, Inc. (F&R) are investigating the possibility of installing stormwater best
management practices (BMP) within the Special Operations Forces Battalion Operations Facility
(SOF BOF) project site located on the east sided of Ammo Road on Fort Bragg, North Carolina.
The proposed BMPs will collect and infiltrate runoff from adjacent impervious surfaces. As part
of the application process, a soils investigation detailing soil type, depth to seasonal high water
table (SHWT), and saturated hydraulic conductivity (KsAT) is required. The Catena Group, Inc
(Catena) has been retained to perform the soils investigation. '
INVESTIGATION METHODOLOGY
Prior to the field investigation, a review of the Cumberland County Soil Survey of the noted four
possible soil series located within the project site (Figure 1). Information for the four.mapped
soil series is listed in Table 1.

The field investigation was performed on November 1, 2013. One soil boring was advanced at
each predetermined location with a hand -turned auger (Figure 1). Soil borings were terminated
at 84 inches (7 feet) below the existing soil surface or when evidence of the SHWT was
encountered. Observations of the landscape (slope, drainage patterns, past use, etc.) as well as
soil properties (depth, texture, structure, seasonal wetness, restrictive horizons, etc.) were
recorded. Soil color was determined with a Munsell Soil Color Chart and auger borings located
with a hand-held GPS Unit.
The rate of water entry into a soil is referred to as the infiltration rate. The infiltration rate
decreases with time mainly due to an increase in the soil water content and a decrease in the
hydraulic gradient. As infiltration continues, the rate of water entry into the soil reaches a
constant value (steady state condition) that is considered to be the KsAT value of the soil. The
KsAT was measured in the field and used to characterize the infiltration rate for the proposed
BMP. KSAT [measurements were performed at the location within the proposed BMP using a
compact constant -head permeameter (Amoozemeter). An Amoozemeter was used in the place of
a double ring infiltrometer because of the need to conduct the test below current grade.
RESULTS
Soil Type and Depth to Seasonal High Water Table
A soil series determination was made by comparing the soil boring descriptions to the NRCS
Official Series Description (OSD) and the results listed in Table 2. Borings B 1, B4, and B5 are
located on a summit landform position and appeared natural with minimal past disturbance.

Evidence of a SHWT was not observed within 84 inches of the existing soil surface at borings
BI, B4, and B5. Borings B2 and B3 were located within a natural drainageway running along
the southern portion of the project site. Boring 2 exhibited evidence of a SHWT at 40 inches
below the existing soil surface and an apparent water table was measured at 50 inches. Boring 3
is located along a gradual sideslope between two embankments utilized for a railroad and
vehicular road. Approximately 25 inches of overburden material was noted. No evidence of a
SHWT was observed at boring B3 within 84 inches of the existing soil surface. Full soil profile

One KSAt test was performed at each soil boring. The test was completed approximately 24
inches (2 feet) above the estimated SHWT or from where the boring was terminated. The KSAT
values for measurements taken at borings B l and 133-135 are within the expected range for the
corresponding soil textures and are listed in Table 3. The KSA i value recorded at boring B2 is
slightly lower than expected for a sandy loam textured horizon and likely reflects weak soil
structure. It should be noted that KSAT measurements only represent the infiltration rate within
the tested soil horizon and cannot be applied to other soil horizons with differing, soil properties
(texture, structure, consistence, etc.).

CONCLUSIONS
The findings presented herein represent Catena's professional opinion based on our site and soils
evaluation. The depth the SHWT ranged from 40 to >84 inches below the existing soil surface.
KsAT measurements were generally within the expected range for textured soil horizons. This
report is provided to assist in the application for an infiltration basin by providing the soil
information. The Division of Energy, Mining, and Land Resources must issue the final permit.
Any concurrence with the findings in this report would be made at that time. .
