On June 23, 2016, the Wilmington Regional Office received a complete plan revision for
Stormwater Management Permit Number SW8 050547. The revisions include the following
specific changes:
1. The addition of 122,922 square feet of built -upon area for the North General Aviation
Hanger Taxiline and Corporate Hanger Complex located between Hall Dr. and Anna
Pennington Lane. Runoff from this built -upon area is permitted to be treated in the
previously permitted Extended Dry Detention Basin (EDDB).
2. After this project, a total of 2,865,020 square feet remains available for future
development within the Phase I & II EDDB drainage area.
Pre-treatment for the project will be provided by the grassed swale pre-treatment areas added
to the permit on November 29, 2012. It has been determined that a formal permit modification is
not required for the proposed changes. We are forwarding you an approved copy of the revised
plans for your files. Please add the attached plans to the previously approved plan set.
Please be aware that all terms and conditions of the modified permit issued on November
29, 2012, remain in full force and effect. Please also understand that the approval of this
revision to the approved plans for the subject State Stormwater Permit is done on a case -
by -case basis. Any other changes to this project must be approved through this Office prior
to construction. The issuance of this plan revision does not preclude the permittee from
complying with all other applicable statutes, rules, regulations or ordinances which may
have jurisdiction over the proposed activity, and obtaining a permit or approval prior to
construction.

As discussed at the express review meeting June 22, 2016, the items of concern have been
addressed as follows:
• A note, "Ali slopes shali be 3:1 or flatter", has been added to Plan Sheet G1, note 3 and added
to Plan Sheet G2, note 4.
• The "Proposed Phase II Drainage Boundary Revision for Existing BMP" sheet has been
updated to only include the additional boundary required to include the drainage area for
the proposed project. An equal area was removed to offset the revised boundary.

Stormwater Narrative
The Wilmington International Airport is beginning the work to provide a 500' taxilane on the
west side of the North General Aviation Apron and a Corporate Hangar Complex. This project
will remove existing pavement and construct the new development and adding additional
pipelines connecting the main pipeline parallel to Trask Drive.
Currently, the site drains toward Acorn Branch. The new development will collect and direct
stormwater runoff into an existing pipeline along the eastern edge of Trask Drive; the existing
drainage system that conveys stormwater to Extended Dry Detention Basin #1 and the associated
pre-treatment swales (Airport's existing Regional BNPs under Stormwater Permit No. SW8
050547). The basin and pre-treatment swales have been previously sized and permitted for future
allocations. Based on the approved permit SW8 050547 modification November 29, 2012, a
portion of this project's proposed drainage area is within the `overall basin map'. The overall
basin drainage map will be revised to include the portion of the project currently not included.
The overall drainage area and impervious totals will remain the same.
Attached is a list of the project's drainage areas containing existing and proposed impervious
area. These areas are shown on Exhibit A. Exhibit B was included in the permit revision dated
August 4, 2015. This project will revise areas labeled as B-1, B-2, B-3, and B-4. Certain
portions of these areas are to be removed and the remaining will continue to remain.

Cameron just approached me to schedule this express submittal meeting, but I'm a bit confused. Your narrative
indicates that the project site is within the drainage area approved for the overall basin map under SW8 050547. In
looking at the 2012 and the later versions, it appears that only part of the site in question is within the approved
drainage area. Can you explain what is happening with this site outside of the delineated drainage area?
