Dear Mr. Rosborough:
On January 24, 2013, the Wilmington Regional Office received a plan revision for Stormwater
Management Permit Number SW8 050547. The revisions include the following specific
changes:
1. The development of a Rental Car Facility within the Phase I & II drainage area of the
previously permitted dry detention facility. The project is also within the grassed swale
pre-treatment area approved under the November 29, 2012 permit modification,
therefore, no additional on -site pre-treatment devices are required for the Consolidated
Rental Car Facility.
2. Per the Notice to Proceed dated February 6, 2013, the date of substantial completion of
the pre-treatment swales is targeted for April 8, 2013. Construction of the built -upon
areas associated with the Consolidated Rental Car Facility may not commence prior to
April 8, 2013, or prior to receipt of the Designer's Certification that the swales have been
constructed in compliance with the November 29, 2012 approval. Construction of any
built -upon area associated with the Consolidated Rental Car Facility prior to April 8,
2013, and/or failure to submit a copy of the certification to the Division of Water Quality
are violations of the permit and subject to enforcement action as indicated in the permit.
3. A total of 205,202 square feet of built -upon area is currently proposed, leaving 3,173,667
square feet for future development within the Phase I & II drainage area. Development of
the future areas shown on the approved Consolidated Rental Car Facility plans will
require the submission and approval of those specific development plans.
It has been determined that a formal permit modification is not required for the proposed
changes. We are forwarding you an approved copy of the revised plans for your files. Please
add the attached plans to the previously approved plan set.
Please be aware that all terms and conditions of the modified permit issued on November
29, 2012, remain in full force and effect. Please also understand that the approval of this
revision to the approved plans for the subject State Stormwater Permit is done on a case -
by -case basis. Any other changes to this project must be approved through this Office prior
to construction. The issuance of this plan revision does not preclude the permittee from
complying with all other applicable statutes, rules, regulations or ordinances which may
have jurisdiction over the proposed activity, and obtaining a permit or approval prior to
construction.

Georgette indicated that we could issue the permit contingent upon receipt of a copy of the awarded swale
construction contract and a construction schedule. In addition to the previously mentioned requirement for the
swales to be complete, stable and certified before commending construction on the car rental facility, the swale
construction schedule will be added to the permit as a compliance condition.
So, we're on hold at least until Feb. 6, 2013, when you can send over the contract and schedule.

Project Description
Wilmington International Airport is located in New Hanover County, North Carolina, approximately
three (3) miles northeast of the City of Wilmington, North Carolina, at the intersection of North
22nd Street and Airport Blvd. See Figure 1 — Project Location Map.

The New Hanover County Airport Authority, owner and operator of Wilmington International (ILM)
has retained RS&H Architects -Engineers -Planners, Inc. (RS&H) to provide engineering and
architectural design services for the construction of a new offsite consolidated rental car storage
and turnover facility (CONRAC). The project is located on the northwest side of the airport
property at the corner of Blue Clay Road and Hall Drive. Construction is estimated to begin in
February 2012. Refer to Figure o, above for the Project Location Map and Figure 3 in Appendix
A for the USGS Quad Map.

Site Description and Adjacent Property
The existing site of the proposed CONRAC facility is bound by Hall Drive to the south and a CSX
railway corridor to the west. The north and east sides of the site are bound by wooded lots that
are currently owned by the Airport Authority. The lots are being reserved for future expansion of
the currently proposed facility along with other industrial development. A portion of the offsite
wooded lots to the north and east drain through the proposed site via drainage ditches that will be
re -aligned as part of this project and ultimately will be conveyed and treated in the permitted
facility authorized by permit number SW8-050547. The site is a cleared field of generally level
grade with minimal slopes gently sloping from the northern side of the site to the southern side
toward the Hall Drive roadside conveyances. The disturbed area of the project will be 7.5 acres
and will include the building footprints, access road, storage lots, and grass drainage channels.
Permitting Requirements
The proposed project will require the following environmental permits associated with stormwater
management and erosion and sedimentation control. The purpose of this application is to obtain a
permit for the development and associated stormwater conveyances within the project area of the
CONRAC facility. A separate project designed by Talbert & Bright, Inc. proposes a conveyance
system that will connect the CONRAC facility system to an existing 72-inch pipe. The 72-inch
pipe will convey water to the proposed pre-treatment facility permitted by Paramounte
Engineering under permit number SW8-050547Mod. This proposed conveyance system,
designed by Talbert & Bright, Inc., will be permitted separately.
■ Stormwater Permit, Authorization -to -Construct (ATC): This permit is required by New
Hanover County Engineering Department prior to any land disturbing activity in
unincorporated areas of the County.
■ State Stormwater Management Permit: This permit is required by North Carolina
Department of Environment and Natural Resources (NCDENR) Division of Water Quality
(DWQ). The proposed project is within the area permitted for future development in
Stormwater permit SW8-050547 High Density Dry Detention Basin Project for Wilmington
International Airport. This application intends to be a plan revision for SW8-050547.
■ Sedimentation/Erosion Control Plan: This permit, also applied for concurrently with the
stormwater permit, is required by NCDENR Division of Land Resources for projects that
disturb more than 1 acre. Refer to sheets C101-C112 in the enclosed plan set for erosion
and sediment control plans, notes, and details. Also refer to the Erosion and Sediment
Control Plan for more information.
■ NPDES Stormwater General Permit for Construction Activities: Upon receiving
permit approval for the Sedimentation/Erosion Control Plan, the project will automatically
be covered by a state NPDES Stormwater General Permit NCG01000 from DWQ.

EXISTING CONDITIONS
The entire project site is located within one drainage basin. Refer to sheet C120 in the enclosed
plan set for the Existing Drainage Basin Map.
The existing site is located within the Smith Creek Watershed located in the Cape Fear Basin.
Smith Creek is classified as Class C Swamp waters (C;Sw). Class C is a primary freshwater
classification described by DWQ as "waters protected for uses such as secondary recreation,
fishing, wildlife, fish consumption, aquatic life including propagation, survival and maintenance of
biological integrity, and agriculture. Secondary recreation includes, "wading, boating, and other
uses involving human body contact with water where such activities take place in an infrequent,
unorganized, or incidental manner". Swamp waters is a supplemental classification described by
DWQ as "waters which have low velocities and other natural characteristics which are different
from adjacent streams".
Groundwater
Geotechnical reports for the project show groundwater measurements of 5 feet below existing
ground and an estimated seasonal high groundwater table of 13 to 18 inches below existing
ground. Refer to Appendix E for the geotechnical report.
Basin Delineation and Drainage Patterns
The existing area proposed for the CONRAC facility is approximately 7.5 acres and is currently
served by a series of open conveyance ditches to an open Swale for discharge into the Smith
Creek Watershed. There are no impervious areas on the existing site. Refer to sheet C120 in the
enclosed plan set for the Existing Drainage Basin Map.
NRCS Soils
The U.S. Department of Agriculture, Natural Resources Conservation Service (NRCS) maps for
New Hanover County, North Carolina (Refer to Figure 2 in Appendix A for the Soils Map)
indicate the following mapping units underlie the development area: Leon sand (Le) and
Lynchburg fine sandy loam (Ls). Leon sand consists of about 80% poorly drained Leon soils.
Slopes are 0 to 2 percent, and the shrink -swell potential is low. Lynchburg fine sandy loam
consists of about 85% drained Lynchburg soils and 5% undrained Lynchburg soils. Minor
components make up the rest of the soil composition. The natural drainage class of both types of
Lynchburg soils is somewhat poorly drained. Slopes range from 0 to 2 percent and the shrink -
swell potential is low.

PROPOSED CONDITIONS
The CONRAC facility project includes the construction of three administrative/maintenance
buildings with an overall total square footage of 3,400 sq.-ft and three vehicle storage lots with a
total area of approximately 4 acres to accommodate the storage of 435 vehicles with
considerations for a future expansion of the lot to accommodate an additional 240 vehicles.
The project will be constructed in phases. This permit plan revision will include BUA for the
ultimate buildout but will construct only the first phase. The first phase will construct 205,202 sq-ft
of impervious area and will later be expanded to a total of 341,213 sq-ft of impervious area.
Basin Delineation and Drainage Patterns
The proposed design for CONRAC facility combines the existing drainage patterns with the new
impervious areas. The proposed site will be graded to facilitate positive drainage along existing
and proposed open and piped conveyances. The existing ditches will be re -aligned and re-routed
into a pipe conveyance system that will ultimately make its way to the Airport's on -site storm
water management facility. The existing roadside ditch system along Hall Drive will be re -graded
in the area of the proposed site to connect hvdraulic gradient lines and maintain existina drainage
patterns from the offsite storm water runoff on either side of the project limits. Effectively all of the
new impervious area will be drained to the re -aligned ditches to be treated in the Airport's storm
water management facility, while minimal amounts of new impervious area (<0.1 acre) will
contribute to the re -graded roadside ditch. See sheet C121 in the enclosed plan set for the
Proposed Drainage Basin Map.
NRCS Soils
The majority of the proposed soil strata for this site will be composed of the re -graded existing soil
material or soil of like characteristics. Therefore, proposed soils will be taken as equivalent with
the existing.
Treatment and Attenuation Requirement Summary
All runoff from the site is being rotated to the Airport's master stormwater management facility
which includes two grassed swales for pre-treatment and a dry detention basin for attenuation.
These facilities are permitted under DENR stormwater permit SW8-050547. Permit SW8-050547,
recently modified by Paramounte Engineering, permits future development within the airport
business park which will be treated and attenuated by the existing facilities. This application will
be a plan revision to use permitted future Built Upon Area (BUA) allocated in permit SW8-050547.
The proposed project lies within the permitted area known as "Pre -Treatment Area #2" which is
routed to Pre -Treatment Swale #2 before entering the dry detention basin.

Proposed BUA is 205,202 sq-ft in the first phase of CONRAC construction and will be expanded
to a total of 341,213 sq-ft in the full buildout.
Proposed Conditions Discharge
Proposed conveyance systems have been designed for the 10-year storm event, based on
precipitation data from the New Hanover County Stormwater Design Manual. Refer to Appendix
D for supporting calculations. RS&H provided the site post -development discharge rate to Talbert
& Bright, Inc. who designed the downstream conveyance system, as part of a separate project, to
route runoff to the Airport's master stormwater management facilities. All stormwater calculations
assume the future conditions (i.e. ultimate buildout).
Environmental Impacts
Wetlands - No wetlands will be impacted by the project.
Floodplains - According to FEMA Flood Insurance Rate Maps (FIRM), the proposed project will
not encroach on any FEMA floodplains.
Operation and Maintenance
The dry detention basin and grassed swales of the Airport's master stormwater management
facility will be maintained according to the DWQ Operation and Maintenance Agreements (refer to
Appendix B). The on -site conveyance ditches within the CONRAC facility will be maintained
according to the New Hanover County Stormwater Operation and Maintenance Plan/Schedule &
Agreement (refer to Appendix C).
CONCLUSION
Runoff from the CONRAC site will be conveyed to the Airport's treatment facility by existing onsite
conveyance system that is being modified by Talbert and Bright. Treatment and attenuation for
the project is included in the master treatment facility, recently modified by Paramounte
Engineering. DENR stormwater permit SW8-050547 will be revised to include the proposed
project BUA of 341,213 sq-ft.

It doesn't make any sense for the Division to issue a permit for a proposed project to utilize a facility that hasn't
been built yet as part of the stormwater treatment train.
What happens if the bids come back too high and the project has to be re -bid?
What about unforeseen construction problems? These pretreatment swales are VERY deep and groundwater
may be an issue.
What about potential funding delays? There appear to be a lot of unknowns at this point which preclude
issuing a permit. IT check with my supervisor if anything else can be done.

Linda,
I have been trying to catch you at your desk for a few days, but in the essence of time email will have to do.
ILM has several projects funded and ready to bid. The Swale project will be awarded next Wednesday, 2/6/13, with a
very short lag for construction NTP. It is a 60 day project. The rental car facility project is much more complex and will
take several months due to public bid laws and procurement regulations. I cannot understand why the swales need to
be substantially complete before you can approve a permit. Is there a way to approve the plans and conditionally
permit so we can release documents and set a bid date for the rental car project?
Perhaps you can call me at your convenience so we can discuss the timeline. Temporary measures will not be necessary
given the amount of time needed to actually advertise, bid, award, and start the rental car project. I am under some
pressure to get the drawings out for local contractors --this is a big project for area contractors. Also, our tenants need
new facilities sooner than later to improve service to their customers.

This facility relies on the use of the pre-treatment grassed swales that were permitted last November. It is my
understanding (per the email below) that those swales will not be constructed until sometime in late February,
with completion date unknown.
I am not able to approve the plan revision for the Car Rental Facility until the pre-treatment swales are
constructed, stabilized and certified. Alternatively, you could provide temporary on -site pre-treatment to be
utilized until such time as the approved grassed swales are constructed, stabilized and certified.
Please let me know how you wish to proceed.

Lindsey,
The proposed action might be a "plan revision" instead of a minor modification. If the drainage area is not changing and
the proposed bua is accounted for as "future" in the current permit, it sounds like a plan revision. If it is, the stormwater
reviewer would need 2 plan sets, a Plan Revision application Sheet (on line), an updated page 3 of the existing
stormwater application form and a project narrative. If you need the most current page 3 of the application so that it
can be updated, let me know and I will forward it to you. If you can't find the Plan Revision form on line, let me know
and I should be able to help you.
It is not really my job to make a determination for stormwater about the type of permit action a proposal will be but it
does sound like a plan revision. The fee for that review in Express is $500.00.
It would probably be best not to cut a check until Linda comes back on the 7th and I can get her thoughts on it. If that
doesn't leave enough time to get a check, you may just want to bring 2 checks (one for $500 and one for $2,000) and
take one back to be voided once all of the factors are discussed. Just a thought.

Please email me that when you can. Your email below pretty well covers the project narrative, which is the other item
we normally require with the Express Request.
You are correct on the erosion control fee (regular review program) - $520.00. The check should be made payable to NC
DENR. The erosion control package (non -express) can be mailed in at any time or handed in on the day of the
Stormwater Express Meeting if you prefer.
I will need to get back with you on the stormwater Express review fee. We will need to pull the permit and read it.
Linda Lewis with Surface Water does most of the stormwater reviews for the Wilmington Airport. She is on vacation
until January 7th. Linda has authorized me to schedule an Express Meeting for her on January loth or 11th. Normally, we
schedule meetings at 10:00, 11:00, 2:30, or 3:00. Please let me know the date and time you and your client prefer.
Unless you are requesting a SCOPE meeting only, you will need to brine all of the application materials including the
check with you to the meeting. Also, your client must be represented at the meeting. Normally, Julie Wilsey attends
with the engineers.

I am inquiring about a state stormwater permit express review for a proposed project at Wilmington International
Airport (see attached Request for Express). RS&H is providing engineering and architectural design services for the
construction of a new consolidated rental car storage and turnover facility (CONRAC) located on the northeast side of
the airport property at the corner of Blue Clay Road and Hall Drive. The existing site is a cleared field. The project will
result in a disturbed area of 7.5 acres and a proposed BUA of approximately 341,000 sq-ft. We anticipate this to be a
modification to permit SW8-050547, a high density permit that covers future development in the Airport's business
park. Runoff from the proposed project will be routed to the existing master stormwater management facility for the
airport which is included in permit SW8-050547.
We would like to schedule a submittal meeting with you and are anticipating a submittal date of January 11, 2013. We
will also be submitting an Erosion and Sedimentation Control application at the same time. See below for the permit

Hello,
I am inquiring about a state stormwater permit express review for a proposed project at Wilmington International
Airport (see attached Request for Express). RS&H is providing engineering and architectural design services for the
construction of a new consolidated rental car storage and turnover facility (CONRAC) located on the northeast side of
the airport property at the corner of Blue Clay Road and Hall Drive. The existing site is a cleared field. The project will
result in a disturbed area of 7.5 acres and a proposed BUA of approximately 341,000 sq-ft. We anticipate this to be a
modification to permit SW8-050547, a high density permit that covers future development in the Airport's business
park. Runoff from the proposed project will be routed to the existing master stormwater management facility for the
airport which is included in permit SW8-050547.
We would like to schedule a submittal meeting with you and are anticipating a submittal date of January 11, 2013. We
will also be submitting an Erosion and Sedimentation Control application at the same time. See below for the permit
applications to be submitted and please verify the fees and review times.
(1) State Stormwater — Minor Mod for High Density (permit SW8-050547)
Review type: Express (30 days)
Fee: $2000
Note: The proposed project is not increasing the permitted BUA or the size of the permitted stormwater management
facility so the modification is anticipated to be minor. Please confirm.
(1) Erosion and Sedimentation Control
Review type: Regular (30 days)
Fee: $520
Note: 8 disturbed acres x $65 = $520
