(Duke) Mayo Steam Electric Generating Plant Monofill Sampling extension request - NCG 120101 Person County File: 12520 R Dear Mr. Bennett: Mayo Steam Plant Duke Energy Progress 10660 Boston Road Roxboro, NC 27574 MAY 1 4 2014 RECEIVED MAY 15 20% DENR.LAND QUALITY S7T0FtMWATER PERMITTING As discussed during a phone conversation between Mr. Shannon Langley of Duke Energy (Duke) and Dave Parnell of the Raleigh Regional Office on May 2, 2014, Duke hereby requests modification of the subject permit to allow for collection of the initial storm water samples analysis associated with the subject permit. Duke is making this request because, as of the date of this letter, no coal combustion residuals have been placed into the monofill. In accordance with the terms of the subject permit, storm water samples associated with industrial activity are required to be sampled between January 1, 2014 and June 30, 2014 and every six month period thereafter. With no industrial activity to date, we have been unable to obtain these samples to date. Additionally, prior to operation, Duke must obtain a certificate to operate the monofill from the North Carolina Division of Waste Management (NCDWM). Final submittals in order to obtain this certificate are being completed at this time. Currently, we expect to obtain this certificate in June but that is subject to change based on the review of NCDWM staff. Modifying the first sampling period to be between July 1, 2014 and December 31, 2014 would ensure a sample associated with industrial activity could be obtained after the commissioning of the monofill. As discussed, the Mayo monofill is necessary to facilitate the removal of a wastewater discharge to Mayo Reservoir in accordance with the Special Order by Consent between Duke Energy Progress and the North Carolina Environmental Management Commission EMC SOC WQ S10-012.
