I looked at the eNO1 that was approved, and the land disturbance (1.14 acres) appears to match the total disturbance for
all three lots. If the attached E&SC approval —which was issued to the proposed Permittee (Martin Mora) —is accurate
for all three lots, and that same person will be responsible for the land disturbing activity for all three lots, then this COC
covers the disturbance for all three lots. NCG01 Permit responsibility and scope is based on responsibility for the E&SC
Plan and land disturbing activity, and not necessarily the land owner.
To ensure the FRO records for this permit are complete:
While Maria Cabrera is listed as the Land owner of Lot 2, 1 am not sure it is accurate to also list her as the person
financially responsible for that land disturbing activity. It may be that Martin Mora should have been listed in that
Section B of the FRO form? This is a question for Mecklenburg County — and if there is confusion about that, I have
copied a contact in our E&SC Program for guidance. I can add the additional FRO form to the records upon issuance
tomorrow; just please let us know if the FRO form for Lot 2 needs to be revised in Section B to accurately reflect
financial responsibility.

Hey Aziza,
We received this message from you all for approval of the eNOI and they have now paid the fee. Question though about
this. So the disturbance is taking place on 3 lots. Two lots are owned by one owner and the third is owned by what I
believe is the first owners wife or sister. The county had us submit two different FRO since there were two different
property owners. Originally we submitted both fro in the eNOI application and you all made the comment to only submit
one. On this approved eNOI the disturbance in the application is listed as if the all three lots are disturbed but since we
removed one of the FRO's, the disturbance on the FRO doesn't seem to match because it was only for two lots.
The same person will be performing all the disturbance on all three lots but one of the lots is owned by another person.
Do we need to submit another eNOI for this third lot or are all three lots covered by this approved eNOI? I know all three
parcel numbers and addresses were listed on this eNOI application. Sorry for the confusion but want to make sure this is
handled correctly.
