Enclosed please find a copy of the Compliance Evaluation Inspection Reports for the inspections we conducted
at the Rogers Steam Station on January 24, 2017. Please note that in the stormwater inspection report summary we
ask that you sample the impacted basin outfall SB-2 during the next event and submit the analytical results to the
Mooresville Regional Office and the Raleigh Central Office attention Stormwater Program Manager as well.
The reports should be self-explanatory; however, should you have any questions concerning these reports,

Submit a revised plan showing all haul roads and their respective erosion control devices by February 24, 2017.
10. COMMENTS: On Tuesday January 24th 2017 James Moore and I conducted a follow-up inspection at the Duke Energy
Cliffside Steam Station. This inspection was to assess the corrective actions taken and the preventative measures enacted in
response to the breach of a berm on the top of the landfill which resulted in sediment and coal ash escaping onto the haul roads
and into the sediment basin.
Upon inspection we noted that all coal ash and sediment that had eroded out of the landfill onto the roads and into the sediment
basin had been cleaned up. The water in the sediment basin was pumped out and the color of the water showed no evidence of
coal ash. Any affected grass areas were removed and replaced with sod.
The berm at the top of the landfill was restored and moved slightly further up the haul road to prevent water from pooling behind
it. Additionally, the inside of the landfill behind the berm was re -graded to direct water away from the perimeter berm and towards
the chimney drains that drain coal ash contact water into the leachate basin.
An inspection of the basin outfall showed no evidence of deposited sediment or coal ash and the water being discharged was
very clear.
As of this inspection, we agree that the corrective actions taken were sufficient to prevent future erosive incidents.
During this meeting we also discussed a revised erosion control plan to show all haul roads and respective erosion control
devices that will be used for phase 1 of the landfill. Please submit these revised plans by February 24, 2017.

Inspection Summary:
This was a partial stormwater inspection as a follow up to the January 3, 2017 Phase 1 ash landfill inspection. Based on this
inspection: the site is: 1) back in compliance with sedimentation , construction stormwater, and industrial state stormwater;
2)best practices have been implemented to prevent a similar ash discharge from the landfill working area; 3) the basin SB-2
has been cleaned and stabilized with sod; 4) the discharge from the impacted basin was flowing clear. Please resample the
SB-2 outfall during the next rain event and submit the analytical results to this office to evaluate the effectiveness of the
basin remediation.
