DEQ may grant Representative Outfall Status if storm water discharges from a single outfall are representative of discharges from multiple outfalls. Approved ROS will reduce the number of outfalls where analytical sampling requirements apply. !f Representative Outfall Status is granted, ALL out are still subject to the aualltative monitoring requirements of the facility's permit —unless otherwise allowed by the permit (such as NCG020000) and DEQ approval. The approval letter from DEQ must be kept on site with the facility's Stormwater Pollution Prevention Plan. The facility must notify DEQ in writing if any changes affect representative status. Stormwater Outfall Series SWO13 Cardno 534 Industrial Park Rd B u!Aeld, VA 246054364 USA Phone. +1304809.0629 www:cardno.com www.stantec.com Stormwater outfalls designated SW013-07 through SW013-15 drain a common basin consisting of an infrequently utilized rail spur (Map 1 and Photo 1, 2 & 3, see Appendices). Outfalls are connected to drop inlets located within the rail spur. Very little flow is directed to the drop inlets. Discharge at these outfalls only occur during heavy rain events and only at a few of the SWO13 series outfalls. Historic monitoring data is presented in the Appendices for the entire series of permitted outfalls. 2 Recommendations Cardno recommends that SW013-08 and SW013-13 be selected for representative outfalls status based on the following considerations: • Consistent drainage area; • Infrequent discharge of non -selected outfalls; • Spatial coverage derived from the two selected outfalls: and • Historical sampling data. Based on the aforementioned considerations, Cardno is confident that representative stormwater samples can be collected from the SWO13 drainage area, sufficient to evaluate discharge quality for the area.
