Dear Mr. Kuhn,
On November 29, 2021, Carolina Wetland Services, Inc. (CWS) scientists Megan Bollero, WPIT
', field -reviewed the Billy Howey Road Site for the presence of potential jurisdictional waters of
the U.S., including wetlands. The Billy Howey Road Site (Union County Tax Parcel No.
06-051-031) is approximately 38 acres in extent and is located approximately 0.4 mile
southwest of the Newtown Road and Billy Howey Road intersection in Union County, North
Carolina (Figure 1).
This investigation was conducted to preliminarily identify and approximately map those features
that could be jurisdictional as defined by methodologies described in the 1987 Corps of
Engineers Delineation Manua12 and the 2012 Eastern Mountains & Piedmont Regional
Supplement,3 as well as, recent guidance from the U.S. Army Corps of Engineers (USACE).
Prior to conducting the site investigation, CWS reviewed the United States Geological Survey
(USGS) Topographic Map (Figure 2) and the United States Department of Agriculture - Natural
Resources Conservation Service (USDA-NRCS) Historic Soil Survey (Figure 3). The USGS
Topographic Map and the USDA-NRCS Published Soil Survey Map both depict a potential
stream along the northern property boundary (East Fork Twelvemile Creek). A review of
National Wetlands Inventory (NWI) Mapper4 depicts a riverine system along the northern project
boundary.
Stream and Wetland Investigation Results
Based on the results of this field investigation, there are two potential waters of the U.S. located
within the project boundary (Figure 4). These waters consist of two potential stream channels
(Streams A and B). Stream A (E Fork Twelvemile Creek) is approximately 25 feet wide and had
strong baseflow at the the time of the site visit, indicating perennial flow. Stream B is
approximately 20 feet wide and lacked flow but had pools with 6-12 inches of water in select

areas, indicating intermittent flow. On -site features are summarized in Table 1. Photographs 1
and 2 are representative of on -site features (Attachment A).

This report is for planning purposes only. The potential features depicted on Figure 4
(attached) are based on a limited, preliminary field investigation, and the limits of
jurisdiction are an estimate only. The depicted boundaries are subject to change following a
detailed investigation. A full delineation (flagging in the field) of jurisdictional waters of the
U.S. with GPS mapping and USACE verification will be conducted once the project
progresses into the design phase.
