NOTIFICATION OF LAND RESOURCES SEDIMENT AND EROSION CONTROL
SELF -INSPECTION PROGRAM:
THE SEDIMENTATION POLLUTION CONTROL ACT WAS AMENDED IN 2006 TO
REQUIRE THAT PERSONS RESPONSIBLE FOR LAND -DISTURBING
ACTIVITIES INSPECT A PROJECT AFTER EACH STAGE OF THE PROJECT TO
MAKE SURE THAT THE APPROVED EROSION AND SEDIMENTATION
CONTROL PLAN IS BEING FOLLOWED. RULES DETAILING THE
DOCUMENTATION OF THESE INSPECTIONS TOOK EFFECT OCTOBER 1, 2010.
THE SELF -INSPECTION PROGRAM IS SEPARATE FROM THE WEEKLY
SELF -MONITORING PROGRAM OF THE NPDES STORMWATER PERMIT FOR
CONSTRUCTION ACTIVITIES. THE FOCUS OF THE SELF -INSPECTION
REPORT IS THE INSTALLATION AND MAINTENANCE OF EROSION AND
SEDIMENTATION CONTROL MEASURES ACCORDING TO THE STAGE OF THE
PROJECT. AND CONTINUED UNTIL PERMANENT GROUND COVER IS
ESTABLISHED IN ACCORDANCE WITH NCGS 113A-54.1 AND 15A NCAC
4B.0131. THE SELF -INSPECTION REPORT FORM IS AVAILABLE AS A PDF

GRADING NOTES
1. ESTABLISHMENT OF PERMANENT GROUND COVER WILL BE ESTABLISHED IN 15
WORKING DAYS OR 90 CALENDAR DAYS, WHICHEVER IS SHORTER.
2. CUT AND FILL SLOPES (2:1) OR GREATER SHALL BE STABILIZED WITH
PERMANENT SLOPE RETENTION DEVICES OR A SUITABLE COMBINATION OF
PLANTINGS AND RETENTION DEVICES. SLOPES GREATER THAN (3:1) SHALL BE
STABILIZED WITH VEGETATION THAT REQUIRES MINIMAL MAINTENANCE, NOT
INCLUDING TURF GRASS. WEEPING LOVE GRASS, RED FESCUE OR OTHER
APPROVED VARIETY.
3. TREE PROTECTION FENCING SHALL BE INSTALLED AND INSPECTED BEFORE
GRADING PERMIT IS ISSUED.
4. GRADING PERMIT WILL NOT BE ISSUED UNTIL THE TOWN OF CARY HAS
RECEIVED NOTIFICATION FROM THE ECOSYSTEM ENHANCEMENT PROGRAM OR
AN APPROVED NUTRIENT OFFSET BANK THAT A RECEIPT HAS BEEN ISSUED TO
THE DEVELOPER AND THE LOCAL GOVERNMENT STATING THE NITROGEN BUY
DOWN HAS BEEN COMPLETED.

MORRISVILLE PKWY RIGHT-OF-WAY UNTIL NCDOT 2-PARTY ENCROACHMENT & NCDOT
DRIVEWAY PERMITS HAVE BEEN ISSUED, EXCEPT FOR PROVIDING A TEMPORARY
CONSTRUCTION ENTRANCE AT DRIVEWAYS #1 & #3 INTO THE DEVELOPMENT. REFER
TO PLAN SHEETS C-5.4 AND C-5.5 FOR NUMBERED DRIVEWAYS.

EROSION CONTROL MAINTENANCE SCHEDULE
1. ALL EROSION AND SEDIMENT CONTROL PRACTICES WILL BE CHECKED FOR STABILITY AND OPERATION
FOLLOWING EVERY RUN-OFF PRODUCING RAINFALL, BUT IN NO CASE LESS THAN ONCE EVERY WEEK.
ANY NEEDED REPAIRS WILL BE MADE IMMEDIATELY TO MAINTAIN ALL PRACTICES AS DESIGNED.
2. SEDIMENT WILL BE REMOVED FROM BEHIND THE SEDIMENT FENCE WHEN IT REACHES HALF CAPACITY
OF THE FENCE. THE SEDIMENT FENCE WILL BE REPAIRED AS NECESSARY TO MAINTAIN A BARRIER.
3. ALL SEEDED ARES WILL BE FERTILIZED, RE -SEEDED AS NECESSARY, AND MULCHED ACCORDING TO
SPECIFICATIONS IN THE VEGETATIVE PLAN TO MAINTAIN A VIGOROUS, DENSE VEGETATIVE COVER.
4. AFTER CONSTRUCTION, THE DEVELOPER WILL MAINTAIN ALL PERMANENT EROSION CONTROL DEVICES
IN ORDER TO PREVENT ACCELERATED EROSION.
5. SILT FENCE OUTLETS WILL BE ADDED ALONG THE SILT FENCE AT ALL LOW POINTS AS NEEDED BASED
ON FIELD CONDITIONS.
6. TREE PROTECTION FENCE SHALL BE MAINTAINED ON THE SITE UNTIL ALL SITE WORK IS COMPLETED
AND THE FINAL SITE INSPECTION IS SCHEDULED PRIOR TO THE ISSUANCE OF A CERTIFICATE OF
OCCUPANCY (CO). THE FENCING SHALL BE REMOVED IMMEDIATELY PRIOR TO THE FINAL SITE
INSPECTION FOR THE SITE.
7. TREE PROTECTION FENCING SHALL NOT BE MOVED AND THERE SHALL BE NO ENCROACHMENT INTO
SUCH PROTECTED AREA(S) WITHOUT WRITTEN AUTHORIZATION OF THE TOWN'S ZONING COMPLIANCE
STAFF. ANY ACTIVITY (LANDSCAPING, FENCING, OR UTILITY INSTALLATION) SHOWN ON THE APPROVED
PLANS IN A TREE PROTECTION AREA, SHALL ALSO NOT OCCUR WITHOUT WRITTEN AUTHORIZATION
FROM THE TOWN'S ZONING COMPLIANCE STAFF. ANY UNAUTHORIZED ENCROACHMENT OR
DISTURBANCE WITHIN THE BOUNDARIES OF A TREE PROTECTION AREA SHALL AUTOMATICALLY RESULT
IN FINES AND THE REPLACEMENT OF ANY DAMAGED VEGETATION N ACCORDANCE WITH THE LAND
DEVELOPMENT ORDINANCE.
8. A TURBIDITY CURTAIN MAY BE REQUIRED TO BE INSTALLED BY THE DEVELOPER IF WARRANTED BY
DOWNSTREAM IMPACTS.

CONSTRUCTION SEQUENCE PHASE 3
1. REFER TO SHEET C-5.2 AND C-5.3 IN THIS PLAN SET FOR PHASE 2 E&S OPERATIONS
PRIOR TO BEGINNING THIS CONSTRUCTION SEQUENCE AND INSTALLATION OF
MEASURES ON THIS PLAN SHEET.
2. CONTRACTOR TO RE-ESTABLISH TEMPORARY DIVERSION DITCHES, IF NEEDED, TO
ENSURE POSITIVE DRAINAGE AT THE END OF EACH WORKING DAY PER THE DETAIL E7
ON SHEET D-4.0.
3. CONTINUE BRINGING THE SITE TO FINAL GRADES, INSTALLING REMAINING UTILITIES
AND RETAINING WALLS AT THE SAME TIME AS NECESSARY. INSTALL CURB AND
GUTTER, CABC STONE, AND SIDEWALK IN ALL HARDSCAPE AREAS PER C-2.0 WITHOUT
IMPACTING THE SKIMMER BASIN.
4. SKIMMER BASIN 1 MUST REMAIN IN OPERATION UNTIL SUCH TIME THAT THE SITE
UPSTREAM OF THE DEVICE IS STABILIZED AND THE NEW STORMWATER CONVEYANCE
SYSTEM IS INSTALLED AND OPERATIONAL.
5. AS PERMANENT STORMWATER PIPES AND STRUCTURES ARE INSTALLED, INSTALL
INLET PROTECTION AND PLUG THE PIPES AT CB-E1 AND CB-131 UPSTREAM OF THE
UNDERGROUND DEVICE UNTIL SUCH TIME THAT SKIMMER BASIN 1 IS REMOVED AND
THE MAJORITY OF THE SITE IS STABILIZED. PERIODICALLY OR AFTER LARGE RAIN
EVENTS, PUMP OUT WATER AND SEDIMENT INTO SILT BAG AND DISPOSE OF
APPROPRIATELY.
6. CONTACT TOWN OF CARY INSPECTOR FOR INSPECTION AND APPROVAL TO REMOVE
SKIMMER BASINS.ONCE BASIN REMOVAL HAS BEEN APPROVED AND TEMPORARY
PLUGS HAVE BEEN INSTALLED IN STRUCTURES UPSTREAM, INSTALL THE
UNDERGROUND STORM DEVICES PER THE DETAILS AND SPECIFICATIONS WITHIN
THESE PLANS. CONTRACTOR TO FOLLOW MANUFACTURER RECOMMENDATIONS FOR
TRANSPORT AND INSTALLATION OF DEVICE. DURING INSTALLATION THE CONTRACTOR
SHALL ALSO COORDINATE THE FOLLOWING:
• SCHEDULE GEOTECHNICAL TESTING FOR SUBGRADE TESTING BEFORE PLACING
THE DEVICE.
• SCHEDULE SURVEYOR TO BE PRESENT TO VERIFY AND CAPTURE THE ELEVATIONS
FOR BOTTOM OF THE DEVICE, TOP OF DEVICE, AND INVERTS AS SHOWN IN THESE
PLANS.
• DOCUMENT INSTALLATION STEPS WITH PHOTOS FROM START TO FINISH.
• PROVIDE THE ABOVE INFORMATION TO THE ENGINEER (PABST DESIGN GROUP) FOR
THE PURPOSE OF RECORD DRAWINGS AND VERIFICATION OF COMPLIANCE WITH
DESIGN.
8. ONCE WESTERN SHARED ACCESS DRIVE ENTRANCE IS CONSTRUCTED, CONTRACTOR
SHALL MAINTAIN EROSION CONTROL ACROSS THE WESTERN SHARED ACCESS
ENTRANCE USING COMPOST SOCK OR EQUIVALENT UNTIL SITE IS COMPLETELY
STABILIZED.
9. CUT AND FILL SLOPES WILL BE STABILIZED WITHIN 14 DAYS OF ANY PHASE OF
GRADING. (SEE STABILIZATION CRITERIA ON THIS SHEET).
10. INSTALL CURB AND GUTTER, CABC STONE, PAVEMENT AND SIDEWALK IN ALL
HARDSCAPE AREAS THAT HAVEN'T BEEN COMPLETED YET.
11. STABILIZE SITE AS AREAS ARE BROUGHT UP TO FINISH GRADE WITH VEGETATION AND
PAVING. ESTABLISH GROUND COVER ON DENUDED AREAS WITHIN FOURTEEN DAYS
(14) DAYS OF COMPLETION OF PROJECT.
12. IF IT IS DETERMINED DURING CONSTRUCTION THAT SIGNIFICANT SEDIMENT IS LEAVING
THE SITE, DESPITE PROPER IMPLEMENTATION AND MAINTENANCE, THE CONTRACTOR
IS OBLIGATED TO TAKE ADDITIONAL CORRECTIVE ACTION.
13. THE CONTRACTOR SHALL INSPECT AND MAINTAIN THE EROSION CONTROL DEVICES SO
THEY CONTINUE TO FUNCTION PROPERLY.
14. BEFORE REMOVAL OF PLUGS TO ALLOW FOR THE NEW STORM CONVEYANCE SYSTEM
TO FLOW DOWNSTREAM, THE NEW SYSTEM SHOULD BE FLUSHED AND SEDIMENT
PUMPED OUT AND PROPERLY DISPOSED OF. SCHEDULE FINAL INSPECTION OF DEVICES
FOR COMPLIANCE
15. INSTALL PLUNGE POOL PER THE DETAILS AND SPECIFICATIONS WITHIN THESE PLANS
AND STORMWATER DESIGN MANUAL.
16. FINE GRADE THE FINAL PORTION OF THE SITE. SEED OR OTHERWISE STABILIZE ANY
RESULTING BARE AREAS.
17. MAINTAIN ALL REMAINING SOIL AND EROSION CONTROL MEASURES UNTIL PERMANENT
GROUND COVER IS ESTABLISHED.
18. REQUEST FINAL APPROVAL BY TOWN OF CARY EROSION CONTROL OFFICER. IF
APPROVED, CONTRACTOR MAY REMOVE ALL REMAINING TEMPORARY
EROSION/SEDIMENT CONTROL DEVICES AND STABILIZE THESE AREAS.
GENERAL NOTES
1. ALL DRAINAGE EASEMENTS SHALL REMAIN CLEAR FROM ANY CONSTRUCTION.
2. DISTURBANCE LIMITS SHALL NOT ENCROACH IN TREE COVERAGE AREAS AND ARE AT
LIMITS OF GRADING.
3. ANY AREAS ON SITE THAT ARE SLOPED AT 2:1 OR STEEPER, CONTRACTOR IS TO USE
APPROVED GEOTEXTILE FABRIC MATTING TO STABILIZE SLOPE. OTHER APPROVED
METHODS MAY BE ACCEPTABLE UPON APPROVAL OF ENGINEER
4. UNLESS OTHERWISE NOTED, ALL EXISTING TREES TO REMAIN AND BE UNDISTURBED.
SHOULD DAMAGES OCCUR TO EXISTING TREE OR SHRUB, PLANT WILL BE REPLACED
IN KIND.
5. STREETS IN FRONT OF THE PROJECT WILL BE KEPT CLEAN AT ALL TIMES OR A WASH
STATION WILL BE REQUIRED.
6. CONSTRUCTION ENTRANCES MUST BE MODIFIED TO ACHIEVE ADA COMPLIANCE
WHERE APPLICABLE.
