Subject: Permit Modifications for IUP 000013, IUP 000033,and IUP 000041
Dear Mr. McGee:
The City of Sanford is submitting modified IUPs 000013, 000033,and 000041. Modifications are as
follows for each IUP.
• IUP 13: The TTO Sampling requirement for the City was changed to"1 per 12 months
providing the certification is not submitted"to align with other IUPs on the pretreatment
program.
• IUP 33: Changed the pipe 02 flow limit from 0.0373 MGD to 0.044 MGD due to an employee
and production increase. Also removed the COD monitoring requirement on pipe 02 for the City
of Sanford POTW. Clarified the City's TTO requirement on pipe 01 to align with the rest of
IUPs on the pretreatment program.
• IUP 41: I fixed typographical error in flow limits from 0.5 MGD daily max to 0.05 MGD
monthly average and removed COD monitoring.
Attached is a copy of each modified permit,copies of each of the transmittal letters, and an updated
allocation table.

Dear Mr. Hall:
Enclosed is modified Industrial User Permit 000013.Changes are as follows:
1. On pipe 01 the TTO sampling requirement for the City has been changed to"1 per twelve
months providing the certification is not submitted"to align with other permits on the City of
Sanford's pretreatment program.
The modified pages included are 1,2, 3 and 6. Please add these modified pages to your current IUP.
Remove the former pages and place them in a separate"historical"file and retain them for future
reference.
Please read this permit carefully,paying special attention to the changes referenced above. If any parts
(measurement frequencies, sampling requirements,and/or limits)contained in this permit are
unacceptable to you,you have the right to an adjudicatory hearing upon written request within thirty
(30)days following the receipt of this letter. Unless such demand is made,this decision shall be final
and binding.

4/01/97 Modified Per DEM, changed the expiration date, added the option for the Industry to certify instead of
sampling for Till D for the City to sample for Till annually if the Industry does not certify.
1D/1/DO Renewal The permit was renewed the effective and expiration date was changed. Part III,3 was
modified to include calibrations of flow metering equipment to be completed by a
nonaffiliated third party. B0D5 was removed from pipe 02. BM is no longer a surcharge
parameter in the revised SOD. Aluminum monitoring was added to pipe 01.
3/12/02 Modified The monitoring frequencies were changed for Cd,NH3,and Al.
7/1/04 Modified The nickel limit was changed due to the new HWA. Detection limit for As, Cd,Cr,Cu, Cn, Pb,
Ni,Ag,in, DEG, NH3, CBDD-5,Total Nitrogen,and Total P.was changed to ensure industrial

1.) The Permittee is hereby authorized to discharge wastewater in accordance with
the effluent limitations, monitoring requirements, and all other conditions set
forth in this Industrial User Pretreatment Permit(IUP)into the sewer collection
system and wastewater treatment facility of the Control Authority and/or
Municipality.
2.) The Permittee is hereby authorized to continue operation of and discharge
wastewater from the following treatment or pretreatment facilities. These
facilities must correspond to the treatment units listed on both the application
and inspection forms.
