I apologize for the lengthy delay on this action. We have been without administrative assistance and a supervisor since
October, and it has been difficult to keep up with owner and contact updates, as well as all the permitting demands on
our group without these resources.
I have finally consolidated these facilities under the same Owner entity with Bill Peterson listed as the responsible

Should we hold off submitting the Stormwater eReporting Registration Form until all three COCs are officially listed
under the single "Pepsi Bottling Ventures, LLC" owner name in DEQ's system? Continue to hold off until we receive
word from you to proceed?
• All three COCs have different Responsible Officials. Therefore, should three Registration Forms be submitted (one
for each COC) regardless if all three facilities are listed under the same "Pepsi Bottling Ventures, LLC" owner
name? Once the single Owner Affiliation is officially set up, one registration form will be submitted that will include
all three permits.
• If the Responsible Official and Facility Administrator do not currently have eDMR User IDs, do we leave the space
blank above "eDMR User ID" on the signature pages 6 and 7? Please clarify.

The one owner organization for all three permits is Pepsi Bottling Ventures LLC (I understand the comma cannot be
inserted after "Ventures").
• All three permits need to have one representative for Owner Affiliation, who is defined as follows:
Responsible corporate officer/principle executive officer or ranking elected official/general partner or proprietor; or

Good morning,
I am responding to a request regarding details of the owners and eDMR registration for these permits below:
- NCG060304
- NCG060208
- NCG060391
First, an update about the staff resource we had working on these: Suzanne McCoy left for another job outside the
agency, and we are also down two other staff in the group. Right now we do not have anyone working on eDMR
registration for the Stormwater Program, although Suzanne will be helping out on a limited basis until we have a
permanent replacement. To that end, we are also limited in what we can process for Name/Owner updates as well. So,
to answer your first question, yes — I would hold off submitting your eDMR registration right now until other details
are sorted with the changes.
Regarding the name, "Pepsi Bottling Ventures, LLC' — we cannot add the comma because of database limitations.

I realize it is bothersome that the comma is missing and is instead listed as "Pepsi Bottling Ventures LLC"; however, the
permitting database we use does not add this, even when we enter it this way (I tried again this morning —you can see
the time stamp of my attempt below). This is likely due to constraints with data flows to EPA's database.
Regarding the Owners for all three of these permits:
We need to sort out why these 3 permits are tied to 2 different owners and consolidate them under ONE owner
organization with ONE owner affiliation (legally responsible person).
NCG060304 is set up as a separate owner with owner affiliation (legally responsible person) as James Fox.
NC060208 and NCG060391 are set up tied to the same owner with owner affiliation (legally responsible person) as Bill
Peterson.
So all 3 are not different — only one of them has a different Owner Organization entry and associated Responsible
Official.
So, an important detail needs to be resolved: If all 3 plants are operated by Pepsi Bottling Ventures, LLC, all 3 should
have the same Owner Affiliation (legally responsible person). Who should that be? Different contacts can be
associated with the permit and facility, but the OWNER legally responsible person should be shared among all 3 of
them. In a case like this, it often means Plant Manager is not the best because those are specific to a facility and not an
owner ... who at Pepsi Bottling Ventures, LLC holds that level of responsibility for environmental permits? This is often
a good choice for the Owner record.
Right now, we have one legally resp. person tied to NCG060208 & NCG060391, and another tied to
NCG060304. Furthermore, it is necessary to consolidate ownership so that ALL 3 are tied together if at all possible. lam
not clear how to do this here because we basically have two different Pepsi Bottling Ventures LLC entries with different
company addresses (see below). Please resolve this within the company and advise us of the best overall legally
responsible official, and which Pepsi Bottling Ventures, LLC address (Garner or Raleigh, or a different one all together)
we should use as the primary owner/owner organization here for all three plants.
On the attachments you sent, you are proposing a third owner address in Winston-Salem for NCG060208, which implies
all three owners different. But the owner should be the same for all three, even though facility information (address,
contacts, etc) might be different. Plant Managers are often the better facility and/or permit contacts, but if they are
plant -dedicated, they are not always the best legally responsible person to be tied to the Owner Organization that is
attached to multiple facilities in our system.
