Typically I do not approve ROS apps without a year's worth of data. Given the lack of discharge during previous large storm events and the proximity to SD01, I think that we should remove it from the application. You should include in the SPPP acknowledgement of the potential for this and yearly certification that the outfall is not active.The facility would need to maintain Qualitative Monitoring for the outfall. We can remove the SD02 from the application. Please tell me if you have objections to this course of action. Brian - Enclosed is the NOI we recently submitted on behalf of Zimmerman Marine to Brittany Carson in Raleigh. Any questions, please let me know. Also, we simultaneously sent in (same envelope) a representative outfall request, since they literally have two outfalls, not that far apart .... the "main one" we are calling 001, and they have a smaller one (two small holes drilled through the concrete atop the bulkhead) that we are calling 002. They are both outfalls, so to do the right thing we listed both on the N01. But, 002 is unlikely to discharge except under huge storm events, so rather than have to perpetually explain why NODI, I figured we'd do the rep outfall thing (you may not have even noticed 002....). I have also discussed with the facility, if after several months of watching 002 through some bigger storm events, if it serves no purpose as an outfall (the holes MAY have been drilled in the past to run cables or something, there are 2 side by side, about 3" in diameter each, and they are about 3" above grade at the bulkhead), we may modify permit coverage to remove them after we've plugged them ..... we will see!
