Southeastern Consulting Engineers, Inc. has contracted Carolina Wetland Services, Inc. (CWS) to delineate the extent of jurisdictional features within the project area. On site elevations range from 830-850 feet above mean sea level (Figure 2). Land cover within the project area consists of deciduous forest, mixed forest, and agricultural fields. According to the United States Department of Agriculture - Natural Resources Conservation Service (USDA-NRCS) Web Soil Survey of Davidson County2 (Figure 4) and the NRCS Published Soil Survey for Davidson County3 (Figure 5), on site soils consist of two different soil types (Table 1). The National Wetlands Inventory (NWI), created by the U.S. Fish and Wildlife Service, is a program that provides wetland data and analysis to the public. A review of the NWI GIS layer does not depict any potential freshwater forested/shrub wetlands or riverine systems within the project limits (Figure 6). FEMA National Flood Hazard FEMA National Flood Hazard Layer was reviewed for the project area (FEMA Panels 3710681000J). The study area is located within the Area of Minimal Flood Hazard Zone (Figure 7). Jurisdictional Delineation The U.S. Army Corps of Engineers (USACE) and the Environmental Protection Agency (EPA) define wetlands as: "Those areas that are inundated or saturated by surface or groundwater at a frequency and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically adapted for life in saturated soil conditions."4 The USACE uses three parameters to identify jurisdictional wetlands. These parameters are as follows: 1) hydrophytic vegetation, 2) wetland hydrology, and 3) hydric soils. Except in certain atypical situations, all three parameters must be present in order for an area to be determined to be a jurisdictional wetland. Potentially jurisdictional areas were investigated using the (USACE) Routine On -Site Determination Method. This method is defined in the 1987 Corps of Engineers Delineation Manual,5 with further technical guidance from the 2012 Eastern Mountains & Piedmont Regional Supplement.6 Data representative of on -site non -jurisdictional upland areas was collected and reported using Wetland Determination Data Forms (DP; Attachment A). Representative photographs (Photographs 1-4) were taken of existing site conditions (Attachment B). Page 2 of 3 Lexington Substation Jurisdictional Delineation Report January 20, 2021 CWS Project No. 2021-0002 Results On January 14, 2021, Carolina Wetland Services, Inc. (CWS) scientists Megan Bollero, WPIT 7, and Arnie Hoy, WPIT, delineated on -site jurisdictional waters of the U.S., including wetlands. Based on the results of this field investigation, there are no jurisdictional waters of the U.S. located within the project boundary. Non -Jurisdictional Upland Areas Based on the results of this field investigation, there are no jurisdictional waters of the U.S. located within the project limits (Figure 8, attached). No wetland vegetation or hydric soils were observed within the project area (DP1; Photograph 1). Photographs 2-4 are representative of the current site conditions (Attachment A). Recommendations As a desktop review revealed no previous or current potentially jurisdictional features and an on -site delineation by CWS found no potentially jurisdictional features, a USACE jurisdictional determination verification is not typically required. All jurisdictional determinations presented in this report represent CWS's best professional opinion and are not official determinations of the USACE. A jurisdictional determination is recommended to confirm the findings of CWS if needed for accounting or legal purposes.
