We issued SW8 130111 (copy attached) to PaLay Investments, LLC, on February 6, 2013 for an infiltration basin. Although the permit does not reflect this, the calculations indicate that the basin was oversized to treat more than three times the minimum 1.5" design storm from 15,000 sf of BUA, so it has no offline bypass requirement and no vegetated filter. The approved plans indicate that excess design storm will exit the basin via an emergency overflow into the South College Road drainage ditch. Flooding is not a violation of the permit, so with the record rainfall we've received so far this year, it's not surprising that many permitted treatment systems and road ditches are at capacity and/or overfull. I can send an inspector out there to verify that the basin is infiltrating within 5 days, and that the emergency overflow is functioning, and issue an inspection report of those findings. The project and the infiltration basin were certified by Phil Norris, PE, Norris & Tunstall, on April 14, 2014. There are no noted deviations on the certification. I'm a trying to determine if there is any sort of SW permit for a property in Monkey Junction called the "Monkey Mart". The street address is 5111 Carolina Beach Road, the tax parcel id is R07100- 0030-067-,00 and the owner is Palay Investments. It has a shallow detention basin that I think is for SW control but it is habitually overflowing into my client Willoughby Park of Wilmington Condominium's property. Perhaps it is only permitted through the City or County. Any information you could provide would be appreciated. Thank you, Charles D.
