At that time, the project scope and permit identified the proposed construction as a multi- purpose Community Building. The original permit was developed under the Lena Springs development Stormwater Permit # SW8-011121. Stormwater runoff for the project site was designed to be routed to a wet detention pond (WB#1) within the Lena Springs development. The detention pond is required to be operated and maintained by the Lena Springs, LLC under the terms and conditions of permit SW8- 011121. The runoff for the project site was approved to be discharged into the Lena Springs pond under permit # SW8-011121. The Town was unable to proceed with the development of the multi -purpose community building and project scope since the original submission. Town of Navassa is a small municipality within Brunswick County, North Carolina. Now, Town of Navassa has revised the original project scope and desires to expand its community facilities by developing a Navassa Community Center. The Town shall be submitting a plan revision request to NCDENR for Stormwater permit # SW8-080822. The Navassa Community Center will utilize allocated funds from the federal Community Development Block Grant Program (CDBG) to construct the project. The proposed site is approximately 3.66 acres located within the Town of Navassa, off of NCSR 1434- Main Street and located within the R-10 Town Zoning area. The site is currently cultivated with outlaying wooded areas, maintained to dense vegetation/grass, and small/shallow roadside ditches. The community center must be designed and constructed within the allotted built -upon area (BUA) specified in the permit requirements. The built -upon area allotted by permit # SW8-011121 for the project is 38,099 square feet. The proposed design shall consist of a total built -upon area of 37,496.8 square feet. The site shall consist of a new Navassa Community Center with associated forty- nine (49) proposed parking stalls, two (2) entrance drives, sidewalk, underground utilities, etc. The site layout will consist of slight earthwork/grading in order to prepare the structure foundation and parking area for designed elevations and improved drainage. Stormater management of the site shall primarily utilize BMPs such as storm drainage piping for water quality management and stormwater treatment. The site is located in the Cape Fear River Basin. The BMPs for the site shall be designed to handle the 10-year, 24 hour event. The piping system shall collect direct stormwater runoff to one drop structure which will ultimately discharge into a downstream open channel that connects to the Lena Springs Swale network and detention pond. The piping system shall be constructed of 18" corrugated metal pipe (CMP) and drop inlet structures that route under the proposed driveways and existing Forest Hill Drive. The system should provide sufficient capacity and management of discharge velocities. Town of Navassa is in the process of expanding its community facilities by developing a Community Center. The purpose of the project is to continue meeting the needs and expanding economic opportunities to a growing community. The Navassa Community Center will utilize allocated funds from the federal Community Development Block Grant Program (CDBG) to construct the project. The site shall consist of a new Navassa Community Center with associated parking lot, entrance drives, utilities, etc. The proposed site is approximately 3.66 acres located within the Town of Navassa, off of NCSR 1434-Main Street (see Vicinity Map). The site is located in the Cape Fear River Basin. The proposed site is currently cultivated with outlaying wooded areas, maintained to dense vegetation/grass, and small/shallow roadside ditches. The site does not contain any Jurisdictional Tributaries located within the project area. The site has been reviewed by the Division of Coastal Management (DCM) for site determination. DCM has no concerns with site/project as area is located outside of all Areas of Environmental Concern and requires no CAMA permit. The site consists of flat longitudinal topography with slopes generally zero (0) to two (2) percent. The site appears to show no evidence of any significant erosion under present site conditions/coverage. The site naturally drains in three paths: (1) to the small roadside ditches along property frontage, (2) to pipe culvert under Forest Hill Drive, and (3) to the rear property line where runoff is eventually captured in the adjacent neighborhood storm drainage system. The underlying soil within the project site is identified by the United States Department of Agriculture (USDA) Natural Resources Conservation Service as Mandarin (Ma) fine sand in B and D slope classes and Goldsboro (GoA) fine sandy loam in class B. Mandarin soils are classified as somewhat poorly drained with moderate permeability rates. Goldsboro soils are classified as moderately well drained with moderate permeability rates. The fine to sandy loam soil appears to range in color from dark to light gray. Mandarin soils have erodibility (K) value of 0.20 for depths 0" — 20", which means the soils are moderately susceptible to erosion. Goldsboro soils have erodibility (K) value of 0.20 for depths 0" —15" and a K value of 0.24 for depths 15" — 45", which means the soils are moderately susceptible to erosion. The site work will involve approximately 3.50 acres of total land disturbance in order to construction the Community Center and minimize land disturbance. Prior to construction, the proper erosion and sedimentation control measures will need to be installed and established in order to prevent erosion and minimize sediment from leaving the site. The sequence for installing and maintaining the erosion control measures are to be outlined within the "Erosion and Sedimentation Control Plan". Adjacent Property Adjacent property to the southwest and west consists of dense woods and residential properties. Trees will remain to serve as a buffer on the southwestern property line adjacent to the residential properties. Temporary Gravel Construction Entrance/Exit • First measure to be installed in an effort to wash any mud or sediment from construction equipment prior to exiting site. • The measure will be installed at the site entrance along Forest Hill Drive. 2. Tree Preservation and Protection • A section of trees located along the upper southwest and west property lines of the site will be left undisturbed from clearing activities. No measures will be installed. 3. Land Grading • Grading will be required on the approximately 3.66 acre site. The low lying area that appears to be holding water will be shaped and a berm created to improve drainage conditions of the site. Slight earthwork will be required in order to prepare the structure foundation and parking area for designed elevations and improved drainage. The existing roadside ditches will be cleaned out (slightly excavated) for improving the drainage. • New grass lined swale and berm will be an initial installed as a control measure and permanent structure. 4. Surface Stabilization • Vegetation, seeding, rip -rap and rolled erosion control products will be employed as means of properly stabilizing the site temporarily and permanently. The plans identify and specify the necessary measures required. 5. Grass -Lined Channels • New vegetative channel and swale will be installed to improve drainage in several areas throughout the site. Channel and swale will be lined with grass and straw -net and/or matting (as necessary) as shown on plans. The swales will be constructed to convey rainfall to outfalls. • Should any of the disturbed areas adjoining the swales not be stabilized at the time the swales are vegetated, a silt fence and/or rolled erosion product will be installed along channel to prevent siltation. 6. Silt Fence and/or Rolled Erosion Control Products • Measure will be constructed along the southern property line and adjacent to existing roadside drainage ditches. • Measure is to be utilized to prevent sediment from entering existing channels and culverts. • Measure is to be proper maintained and repaired throughout the construction process._ 7.
