The quantity of vegetation suggests that the pond is in need of cleaning out to restore pond capacity. A small area of erosion is occuring on the west side of pond near the forebay. If an NOD is sent then everything will be resolved for this citizen. Let him know that a NOD is being sent and his interest are met as well as ours. It has already confirmed that the pond is built.
