The O & M and Substation Facilities are an 8.8-acre site located in the central portion of the overall project. The site is currently used as farm land. The proposed improvements will create an additional 7.0 acres of impervious area within this section of the project. The O & M Building site will consist of a 4.8-acre gravel storage yard and 7280-sf building wrapped with concrete sidewalk and door aprons. The site's surface will be constructed using geotextile material placed over the existing ground with gravel base course placed over the geotextile. The site will be enclosed with security fencing and gates. The project will employ approximately 5-10 full and/or part-time people who will utilize this site for material and part storage, mechanical shop, and offices. The 2-acre substation facility includes a step-up substation taking power from the project and transferring it to another proposed substation that will be connected to the existing overhead transmission lines. The substation will use standard components consisting of steel structures, transformers, foundations and small control buildings. The site's surface will be constructed using geotextile material placed over the existing ground with washed stone fill placed over the geotextile. The site will also be enclosed with security fencing and gates. Erosion control measures include stabilized construction entrances, silt fence around the perimeter of the site, and rock check dams in the existing channels during construction. At the request of the local farmers and landowners, temporary and permanent soil stabilization will consist of wheat straw and fescue grass seed only to reduce the potential of unwanted vegetation. For stormwater management, an infiltration basin is proposed to collect run-off from both sites and then discharge overflows to the local drainage channel through a rip -rap reinforced spillway. The basins were designed in accordance with NCDENR standards and checklist except for the 2-foot required clearance between the bottom of the basin and the seasonal high groundwater elevation. The proposed clearance is 1.5 feet which will not negatively impact the groundwater or basin's function. The basins will be completed by the contractor after stabilization of the O&M and substation sites. The developer will then be responsible for maintenance of the basins.
