Skvada, III Secretary On October 28, 2014, the Washington Regional Office received a Plan Revision request for Stormwater Management Permit Number SW7090911. The plan revision request is for the following: To revise the first portion (Lot 3) of an overall shopping center and to implement some minor changes to the wet detention basin, more specifically, to replace the gabion wall within wet detention basin with the bulkhead wall and to remove two dewatering pipes. Based on the current Division of Energy, Mineral, and Land Resources Guidance on this issue your plan revision request is hereby approved. Please incorporate the approved plan set (attached) into your existing set and permit file. Please be reminded that your current permit is issued for a total of 319,730 square feet of impervious area. This portion of the project (lot 3 with two access roads) contributes 81,394 square feet of impervious area, leaving 238,336 square feet available for future development. If at any point in future, your project exceeds the allowable impervious area of 319,730 square feet, the permit will have to be modified. Please be aware that all terms and conditions of the permit issued on November 12, 2009 remain in full force and effect. Please also understand that the approval of this revision to the approved plans for the subject State Stormwater Permit is done on a case -by -case basis. A preliminary review of your project indicates that before a State Stormwater permit can be issued the following additional information is needed: V I. Please provide the Stream Classification and the Index number in drainage areas table on page 2 of 4 of the Stormwater Application. 2. Revise the total drainage area for Drainage Area 1 in the Drainage Areas table (page 2 of 4 of the Stormwater Application) to match the drainage area shown on wet detention pond supplement 3. Raise the top elevation of Gabion wall in the wet pond to match the Temporary Pool elevation. 4. The request must include justification for the amount of additional time needed. Nye, PE SEP 17 2009 Integrated Design, PA 1111 Oberlin Road Raleigh, North Carolina 27605 Subject: Report of Subsurface Investigation Proposed Site - Camden Towne Center Camden County, North Carolina Dear Mr. Nye, Pursuant to your request, Hyman & Robey, PC has completed a soil evaluation to determine the suitability of the proposed detention pond site for wet detention. The location of the proposed wet detention pond was taken from a site plan provided by you titled "Camden Towne Center" page Site 201, dated 3/04/09. At the indicated locations, we advanced hand augurs to six feet or as deep as possible. The following information was documented at each location. Soil type according to USDA, SCS Classification, soil texture, seasonal high water table (based upon color), and observed water table (groundwater in hole).The purpose of this evaluation was to provide you with the soils and water table information needed to design a stormwater wet detention pond. The site evaluation was performed on May 19, 2009 by Sean C. Robey, PE and Kimberly Hamby. The soil borings were conducted with an AMS 2-314" diameter 6' long hand mud auger. The boring locations were located by measuring from existing survey control present on site. The first two boring attempts were aborted due to encountering stone from the existing septic system. Stone was encountered at a depth of 12-16" below the surface. Three additional bores were performed and are listed below. Boring Number 1 was taken at a location where soils maps indicate State soils. The elevation at the boring location is approximately 4.0'. The sandy loam topsoil was found to be very shallow, only 4-6" deep. From 4" to 24" was a fine, sandy, clay loam. At 24" the soil changed to a clay loam. At 36", the clay became massive with respect to soil structure and very sticky with respect to soil consistency. Wetness was also apparent at this depth. At 46", the soil changed to wet, clayey sand with a chroma color less than 2 according to the Munsell Soil Color Chart. The low chroma indicates the seasonal high water table is located at a depth of approximately 4', or elevation 0.0'. Boring Number 2 was taken at a location near where the soils maps indicate a transition from State to Altavista soils. The elevation at this boring location is approximately 4.0'. The sandy loam topsoil was 6" deep. At 6" was a fine, sandy, clay loam that changed to a clay loam between 18 and 24". The soil became more sandy and wet at 36". At 48", the low chroma color indicated a seasonal high water table at a depth of approximately 4% or elevation 0.0'. Boring Number 3 was taken from an area just inside the existing woods line where the existing elevation is approximately 2.5'. The sandy loam topsoil extended to a depth of 10-12". From 12" to 24" was fine, sandy, clay loam. At 24", the soil became more clayey and the with a low chroma color indicating a possible water table at about elevation 0.5'-0.0'. As we continued, the soil changed back to a sandy clay loam with a higher chroma at 36" deep. A short layer of high chroma color was encounter as the soil changed back stiff clay at 48". The soil changed to brightly colored wet sand at 60" deep or elevation -2.50. Based on the results of the three borings, we have determined that there is an apparent perched water table located near elevation 0.0' with a normal water table around elevation -2.5. The only way to accurately measure the seasonal high water table is to install monitoring wells. P. O. Box 339 Camden. May 27, 2009 The attached 'Physical and Chemical Properties of the Soil' table from the Camden County Soil Survey indicates permeability rates in excess of 0.671hour, which is suitable for infiltration. Although no hydraulic conductivity tests have been performed, we feel that the clay soils we encountered provide a restrictive soil horizon that would negatively impact infiltration. Therefore, the on -site soil conditions are more favorable for wet detention as stormwater treatment. If you have any questions concerning the above material, please do not hesitate to call. Objective A. Collect all runoff from all BUA (proposed and/or existing and/or offsite) as the case may be, by any means including piping or swales, and direct it to the pond. B. Check the proposed pond design to make sure it meets or exceeds the minimum design criteria for surface area, volume and drawdown. H. What makes up a complete wet detention pond application package? A. Two sets of sealed, signed & dated layout & grading plans with, appropriate details. (Additional sets of plans may be requested for projects in certain counties) B. Completed application with supplement(s), SWU-101, SW401-Wet Pond, and inspection and maintenance agreements. C. If the applicant is a corporation, partnership or LLC, look it up on the Secretary of State Corporations Database. Make sure corporation is spelled correctly (capitalization and punctuation matter) and that the person signing the application is at least a vice- president in the corporation,,a General Partner in the partnership, a member in a member -managed LLC, or the manager of a manager -managed LLC. Need documentation to support if the Articles of Incorporation do not list the members or managers of the LLC. If an agent signs, then a letter of authorization is needed from the L president, vice president, general partner, member or manager. 8. V The orifice is sized based on drawing down the calculated minimum volume in 2-5 days. The average head to use in the orifice equation is approximately one-third of the distance between the permanent pool elevation (PPE) and the elevation of the next available outlet above the permanent pool. The elevation of the next available outlet must be either the elevation where the minimum volume is provided, or it can be higher. The temporary pool elevation (TPE) to report on the supplement will be the elevation of the next available outlet above the PPE. The temporary pool volume (TPV) to report on the supplement is the volume between the specified PPE and the TPE.' 2WFor Phase II projects that are within % mile of and draining to SR waters, the difference in runoff from the predevelopment and post -development conditions for the 1 year 24 hour storm must be controlled and treated. 3. For Phase II projects, the discharge rate leaving the pond can be no more than the 1` pre -development discharge rate for the 1 year 24 hour storm. 4.Nf/For Phase II projects draining to SA water, no discharge to surface waters may occur from wet ponds. The result must be between 3 ft. and 7.5 ft. Parts of the pond can be /deeper than 7.5 ft., but in no case can any part of the pond be less than 3 ft deep. 6.
