Stormwater Permit SW7090607 for a stormwater treatment system consisting of a
bioretention basin serving the O'Reilly Auto Parts Store located at 1259 S. Glenburnie
Road, New Bern, NC expires on December 30, 2021. This is a reminder that permit
renewal applications are due 180 days prior to expiration. We do not have a record of
receiving a renewal application.
Please submit a completed permit renewal application along with a $505.00 fee for
permit renewal. Permit application forms for renewal can be found on our website at:

This office received a Coastal Stormwater permit application and plans for the subject
project on June 22, 2009. A preliminary review and site visit of your project indicates that before
a State Stormwater permit can be issued the following additional information is needed:
1. Please clarify the signing official's title.
2. Delineate the 2 drainage areas on plans and clarify the difference between Drainage
area and impervious area shown on the Bioretention supplement vs the total
drainage area and impervious area shown in the Stormwater Application
3. On July 24, 2009 1 performed a site inspection and according to my soil test the
standing water level was found at approximate elevation of 21-22'. The soils report
included in your submittal seams to confirm this finding stating that the seasonal high
water table is observed to be at the depth of 2-3 feet below site grades (elevation of
roughly 22'). This finding contradictsthe seasonal water table elevation of 19.75' as
shown on the Bioretention Supplement. Please be advised that the 2' separation
(from the bottom of bioretention cell to seasonal high water table) requirements is
necessary for a bioretention cell to be functional. Please revise.
4. Provide 2 sets of signed and sealed revised plan sheets and/or documents.
The above requested information must be received in this office prior to August 27,
2009 or your application will be returned as incomplete. The return of this project will
necessitate resubmittal of all required items including the application fee. If you need additional
time to submit the required information, please mail or fax your request for time extension to me
at the Letterhead address and include the application number on the request. The request must
include justification for the amount of additional time needed. The request will only be granted
for justifiable delays that are unforeseen and beyond the owner or consultant's control.
You should also be aware that the Stormwater Rules require that the permit be issued
prior to any development activity. Construction without a permit is a violation of 15A NCAC
21-1.1000 and North Carolina General Statute 143-215.1 and may result in civil penalties of up to
$25,000 per day.

WATER QUALITY AND QUANTITY SUMMARY
PROJECT DESCRIPTION AND PURPOSE
The purpose of this report is to analyze the stormwater impact of the proposed O'Reilly
Auto Parts store in New Bern, NC. The property is located on the northeast corner of
Glenburnie Rd. and Brunswick Avenue. The total area of property is approximately 1.12
acres, the design project area is approximately 1.12 acres and the project is disturbing
1.17 acres. The drainage basin was modeled utilizing the industry accepted SCS TR-55
method to effectively route the improved storm water runoff. Basic watershed data and
precipitation data used in the analysis is listed below in Tables 1 and 2, respectively.
Table 3 shows the flows from pre -project, post -project, and the Detention basin.
EXISTING DRAINAGE BASIN AREA NARRATIVE
For the analysis we determined the existing drainage area that flows to the southeast of
the property and to the existing drainage swale to the west. The property receives no
run-off from any adjacent property, has no forest cover, wetlands and streams. This
area was consist of 0.68 acres of existing impervious area and consisting of 0.44 acres
of pervious area to determine the existing 1, 10-yr runoff flow rate, and overflow 100-yr
runoff by the emergency spillway before the site was developed. The existing runoff flow
rate will be the maximum release rate of the developed site. All supporting calculations
are attached.
DEVELOPED DRAINAGE BASIN AREA NARRATIVE
In order to analyze the effect of the O'Reilly Auto Parts site on the bio-retention cell we
first determined the amount of impervious surface for the drainage area is 0.70 acres.
Then the 1, 2 —yr storm event was determined and routed through the detention basin
and through the detention outlet structure that will be installed in the east of the
detention basin. The emergency overflow was designed for the 10-yr storm post -
developed storm event. The detention outlet structure will connect to one (1) 18" pipe.
The detention outlet structure will restrict the developed flow to the existing site
conditions. Refer to Hydro Report for calculations.
WATER QUALITY
To meet all stormwater quality requirements in New Bern, the site had to be designed to
remove Total Suspended Solids, Nitrogen, and Phosphorus. Due to the shape of the
site the best BMP to use was a bio-retention cell. Per NC DENR manual, the bio-
retention cell will remove 85% total suspended solids, 35% nitrogen, and 45%
phosphorus.
The bio-retention cell will treat a volume of 3,962 cu. ft. at a depth of 9 inches, which is
more than the required 3,659 cu ft. of water quality storage.
All volume over 9 inches will flow out of the system via the detention outlet structure
