Dail, P.E. enc: as stated MEMORANDUM August 20, 2008 Subject: Pledger Day Care Center Stormwater Infiltration Basin Borings To: Derek Dail, P.E. From: Warren D. Eadus, P.G., Quible & Associates, P.C. I b(wl_0$ On August 14, 2008 1 advanced two borings in the proposed t �/ " . g p p s ormwater infiltration basin at the above referenced property in the locations indicated on the enclosed site sketch you provided. A copy of the relevant portion of the USGS Topographic Quadrangle -Point Harbor, with the site identified, has been enclosed. According to the USDA Soil Conservation Service Soil Survey of Currituck County, the soils on site are mapped as Conetoe Loamy Sands (CnA). The soil borings advanced on site indicate that the soils are likely Conetoe type soils. Conetoe are classified as loamy sands on ridges that formed in fluvial or marine settings. In general Conetoe are rapidly drained with permeability rates well in excess of 2.0 inches per hour. A copy of the relevant portion of the USDA Soils Map for Dare County, with the site identified, has been enclosed. In general, the soils at the site (to depths of three and a half feet) are moderately well sorted fine to medium quartz sands with little to no organic material or mineral soils. In each of the borings saturated sediment was encountered at depths greater than seven feet below ground surface (bgs) with no free water at depths to ten feet. The seasonal high water table (based on oxidation and soil staining) appears to occur at approximately six feet bgs. However, some minor iron oxidation was observed at depths of approximately four feet bgs. This oxidation observed at four feet bgs may be the result of a slight change in the grain size (subtle transition to loamy, silty sands). The relative change in grain size at approximately 48 inches bgs may effectively reduce the infiltration rates to create some minor oxidation or reducing conditions. Please note, all field indicators in the borings advanced indicate that the seasonal high water table is likely greater than five feet bgs Copies of the boring logs for each of the borings advanced are enclosed with this memorandum. However, the USDA Drought Management Advisory Council Drought Monitoring Report for August 12, 2008 lists Currituck County as experiencing moderate drought conditions. Therefore, normal groundwater conditions do not exist at the site. Drought information can be viewed by navigating to http://www.nedroucht.or2/ on the world wide web. The property in reference is 1.56 acre parcel located at 103 Helen Ct. in Point Harbor, Currituck County. The Pledger Day Care Center project proposes to construct a single 12,200 sq.ft. day care facility with associated parking and utility infrastructure. The project proposes a total built upon area of 30,468 sq.ft., resulting in a total lot coverage of 44.80%. The Pledger Day Care Center Project will require a NC DENR high density stormwater permit. Stormwater will be collected through a discrete collection system and conveyed to a dry infiltration basin located on -site. The dry infiltration basin is designed to store stormwater runoff generated by the 4.55 inch rain fall event. The following narrative sections summarize the parameters of this design which will illustrate an effective stormwater management system in full compliance with all state regulations. Summary of Existing Conditions The existing site is comprised of a 1.56 acre parcel wooded parcel located at 103 Helen Ct. in Point Harbor, Currituck County. The parcel in reference is owned by Pledger Palace Child Development and Educational Center, Inc. There is currently not an existing NC DENR stormwater permit for the referenced parcel. Summary of Proposed Conditions Pledger Palace Child Development and Educational Center, Inc. proposes to construct a single 12,200 sq.ft. day care facility with associated parking and utility infrastructure. The project proposes a total built upon area of 30,468 sq.ft., resulting in a total lot coverage of 44.80%. The proposed Pledger Day Care Center will manage stormwater primarily via a dry infiltration basin. Stormwater will be collected by a discrete collection system consisting of roof drains, drop inlets and conveyance culverts. The discrete collection system will convey stormwater to the dry infiltration basin located near the western corner of the property. The project will require a new high density stormwater permit since there in not an existing stormwater permit for the existing parcel. The receiving stream for the project is the Currituck Sound and has a steam classification of SC. A NC DENR high density stormwater permit will require the site to manage the 1.0 inch rainfall event on -site. The drainage area of the proposed infiltration basin is 37,613 sq.ft. (77.56%) impervious. The 1.0 inch rainfall event is calculated to generate 2,642 cf of stormwater runoff. The infiltration basin has a design storage volume of 12,033 cf. The infiltration basin design storage volume of 12,033 cf is calculated to effectively manage the runoff generated by the 4.55 inch rainfall event. SEP 2 3 2008 R.� 0,1,i-WA IRD Stormwater Collection, Treatment, Storage and Disposal Collection The Pledger Day Care Center will be conveyed to a dry infiltration basin via a discrete collection system consisting of roof drains, drop inlets and conveyance culverts. The dry infiltration basin is proposed to be located near the western corner of the property. Treatment Runoff from paved areas will sheet flow to drop inlets and be directed to the dry infiltration basin via a discrete culvert system. Large particulates and debris will accumulate at the drop inlet grates and at the storm sewer rip -rap outlet. Runoff from the roof of the day care facility will be directed to infiltration basin via roof drains. The roof drains will either connect directly to the infiltration basin or will be piped to the drop inlet junction boxes and conveyed to the infiltration basin via the culvert system. The infiltration basin bottoms will be grassed according to the general seeding specifications and maintained according to the operation and maintenance plan. The runoff will undergo filtration of fine particulates and pollutants by the vegetation within not only the basin bottoms but also the basin side walls which will also be seeded according to the general seeding specifications. The filtration by the vegetation is considered the preliminary treatment method of the infiltration basins. Filtration within the soil voids beneath the infiltration trench is considered to the primary treatment of the infiltration trench. When the water passes through the void spaces between the particles of soil material particulates and pollutants that have a particle or grain size larger than the void size will be filtered out. In addition some pollutants will adsorb to the surface of the soil particles. The benefit of this adsorption will prevent the pollutants from reaching the water table and in some nutrient and microbe rich areas existing within the subsurface, the pollutants will be consumed as food and undergo a natural biodegradation. Storage The drainage area of the proposed infiltration basin is 37,613 sq.ft. (77.56%) impervious. The 1.0 inch rainfall event is calculated to generate 2,642 cf of stormwater runoff. The infiltration basin has a design storage volume of 12,033 cf. The infiltration basin design storage volume of 12,033 cf is calculated to effectively manage the runoff generated by the 4.55 inch rainfall event. The design stormwater storage volume in the infiltration basin is in significant excess of the NC DENR required 1.0 inch rainfall event because Currituck County requires that the stormwater runoff generated by the 10yr 2hr rainfall event be managed on -site for all new commercial developments. Additional unaccounted storage is available in the stormwater collection culverts and within the subsurface voids in the 2.0 feet of separation between the infiltration basin bottom and the season high water table (S.H.W.T.). Disposal The primary method of disposal of stormwater will by infiltration. Stormwater will be collected by a discrete collection system and conveyed to the dry infiltration basin located near the western corner of the parcel. The dry infiltration basin is designed to detain the 4.55 inch design storm. The infiltration basin has a calculated draw down time of 0.9 days utilizing a 2.0 inch per hour infiltration rate. Soils According to the USDA Soil Conservation Service Soil Survey of Currituck County, the soils on site are mapped as Conetoe Loamy Sands (CnA). Quible & Associates performed on -site soil borings to verify soil type and determine the elevation of the season high water table (S.W.H.T.) in the location of the proposed infiltration basin. Information collected on site indicates that the soils found throughout the proposed infiltration basin area are likely Conetoe type soils and generally correlate with the description mapped and discussed in the USDA Soil Conservation Service Soil Survey of Currituck County. The Conetoe soils are generally rapidly drained with permeability rates well in excess of the 2.0 inches per hour. The S.H.W.T. was determined to be approximately 6.0 feet below the existing surface of the proposed infiltration basin. As shown on the site plan the 11.0 foot contour bisects the infiltration basin. Using the topographical survey and the soil borings, the S.W.H.T. was determined to be at 5.0 feet in elevation. A copy of the soil borings report from the proposed infiltration basin area has been included with this narrative. Calculations A set of sample calculations can be found within appendix portion of this narrative. Conclusions The Stormwater management system for the proposed Pledger Day Care Center will handle stormwater runoff in significant excess of the runoff that would be generated by all surfaces within the drainage are during the 1.0 inch rain event.
