The Washington Regional Office of the Division of Water Quality received a Coastal Stormwater permit
application and plans for the subject project on February 14, 2008. A preliminary review of the project indicates
that before a State Stormwater permit can be issued the following additional information is needed.
/I. The Calculations show the required volume to be 7,276 cf and provided volume as 14,554, while the Wet
Detention Basin Supplement shows provided volume as 12,263 cf. Please revise or explain;
2. Revise the Wet Detention Basin Supplement to show the diameter of orifice (page 2 of 2 — under additional
information);
V 3. The calculations show that pipe P-4 have a diameter of 24", while the plans show 18", thence the
calculations show that pipes P-5 and P-12 have a diameter of 30" each, while the plans show 24". Please
/ revise;
V 4. Provide a level spreader (the scour hole) where the outlet pipe discharges into the wetlands. Provide signed
and notarized Operational & Maintenance agreement for scour hole (use the level spreader Operation &
Maintenance agreement and edit it out to fit the scour hole requirements). The calculations and detail for
scour hole can be shown on plans;
On the Outlet Pipe Detail (sheet 8 of 8) of the plans, move orifice up to match the Permanent Pool
elevation;
6. Provide two sets of signed and sealed corrected sheets and documents.
The above requested information must be received in this office prior to February 28, 2008 or your
application will be returned as incomplete. The return of this project will necessitate resubmittal of all required
items including the application fee. If you need additional time to submit the required information, please mail
or fax your request for time extension to this office at the Letterhead address.
You should also be aware that the Stormwater Rules require that the permit be issued prior to any
development activity. Construction without a permit is a violation of 15A NCAC 2H.1000 and North Carolina
General Statute 143-215.1 and may result in civil penalties of up to $10,000 per day.

Please find enclosed your comment letter dated February 21, 2008 and two (2) copies of
documents addressing these comments. 1 have the following comments regarding your
comments:
1) The wet detention supplement sheet has been updated to reflect a provided volume of
14,554 cft. The wet detention supplement had not been updated from a previous pond
design calculation.
2) The wet detention supplement sheet now shows an orifice of 1 ".
3) The pipe table in the plans has been changed to reflect the calculations. These were
typos.
4) A scour hole and level spreader has been added to the outlet of the outlet pipe. It has
been sized based on the BMP manual (smallest size applicable). Operation and
maintenance forms are enclosed and struck through where not applicable.
5) The detail now shows the pipe skewed to an outlet elevation of 29.0 (permanent pool).
6) Two sets of all are enclosed.

NARRATIVE
PROJECT DESCRIPTION
This project consists of clearing, grubbing, grading, and site improvements for the
proposed community facilities. These facilities include 6 club house, tennis courts,
swimming pools, basketball courts, sidewalks, gazebos, parking and driveways, etc.
The project site is located in Pamlico County just south of Arapahoe and is bordered by
previous development. Approximately 4.0 acres will be disturbed during development.
SITE DESCRIPTION
This site varies between elevation 36.0 ft and 29.0 ft NGVD 88. The site has been
cleared for improvements, clearing and grubbing only.
SOILS
The Pamlico County Soil Survey indicates two (2) soil types on this tract, which are
included in the Exhibits: Baymeade sand, which is well drained and Leon sand, which is
poorly drained. The majority of the upland portion of the tract is Baymeade sand.
STORMWATER
This subdivision is being developed as a high density project with an overall percent of
impervious cover of 41.4%. Stormwater will be collected by underground storm sewers
and grass -lined swales and transported to a wet detention pond before being
discharged into an existing wetland.
STORMWATER POND COMPUTATIONS
A. Site Data

B. Determination of Wet Detention Pond Surface Area
1. Reference Attachment "A" 90% TSS removal without vegetative filter.
2. Proposed Pond Depth: 4.0 ft.
3. Impervious Percent: 41.4 %.

5. Surface Area/Drainage Area: 3.6
