DvVR SL-CTION 1301 Sand Hill Road Enka, NC 28728 Stormwater Permit No. NCS000179 Dear Sirs: Attached is the first semiannual 2017 stormwater discharge monitoring report for Low & Bonar Inc. In this sampling event all analyses of all parameters were in compliance with the benchmark limits. First Semiannual 2017 Stormwater Results Samples were collected on August 30, 2017, during a `Representative Storm Event' from the two Stormwater Discharge Outfalls (i.e., SDO-1 and SDO-2). Samples were collected using good sampling practice' into precleaned - and in some cases preserved - containers supplied by Pace Analytical Laboratories. Pisgah Environmental Services measured the pH of each outfall within 15 minutes of collection as required by DENR. The pH meter was calibrated before testing with two buffer solutions that bracketed the expected pH range. Calculations of maximum total Flow through each Discharge Point are attached. The total precipitation on August 30 was 0.25 inches. Precipitation amounts are based on an on -site rain gauge maintained at the Security Office. Qualitative observations of both stormwater outfalls are included in the two attached checklists. No deficiencies were observed; both systems were operating as designed and were in good order with no evidence of pollutant discharges. ' Stormwater Sampling Procedures Manual, Low & Bonar Inc., June 6, 2013 Conclusions This semi-annual stormwater testing demonstrates compliance with all benchmark values for both Stormwater Discharge Outfalls. Please contact me with operational or compliance issues. Otherwise, contact Dan March of Pisgah Environmental Services at 828-768-3335 or via e-mail at pis ah-air ,vt.edu if you have questions or comments concerning technical aspects of this report. (See information below.) 10REm Please verify whether Qualitative Monitoring must be performed during a "representative storm event" or "measurable storm event" (requirements vary, depending on the permit). Qualitative monitoring requirements vary. Most permits require qualitative monitoring to be performed during a "representative storm event" or during a "measurable storm event." However, some permits do not have this requirement. Please refer to these definitions, if applicable. A "representative storm event' is a storm event that measures greater than 0.1 inches of rainfall and that is preceded by at least 72 hours (3 days) in which no storm event measuring greater than 0.1 inches has occurred. A single storm event may contain up to 10 consecutive hours of no precipitation. A "measurable storm event' is a storm event that results in an actual discharge from the permitted site outfall. The previous measurable storm event must have been at least 72 hours prior. The 72-hour storm interval does not apply if the permittee is able to document that a shorter interval is representative for local storm events during the sampling period, and the permittee obtains approval from the local DW( Office. Also note, that when precipitation patterns occurred during this period which produced enough rain to sample, our staff members who are responsible for sample collection could not be on site to collect them. Our plan is to obtain 3 samplings for the 2017 year, one for the makeup and two for normal permit requirements. Please note we are still operating under our November 1, 2009 — October 31, 2014 permit parameters while we await our renewal permit. In checking the Permit Tracking Software we see that it was received and entered into your data base during April of 2014 and indications are it is in review. While we are still waiting on our permit renewal to be processed, we will continue under the 2009 parameters unless we hear otherwise from you or we receive the new permit.
