Samples were collected in accordance with General Timber's North Carolina National Pollution Discharge Elimination System (NPDES) Permit NCS000122. Although this permit expired on August 31, 2013 and General Timber submitted an application for permit renewal to DWQ on April 2, 2013, a new permit has not yet been issued. Therefore, in accordance with Part Ill Section B Paragraph 1, General Timber will continue to comply with the conditions and monitoring requirements in the existing permit. Samples collected from Outfall 001 and Outfall 003 were analyzed for total recoverable copper, total suspended solids, biochemical oxygen demand, chemical oxygen demand, oil & grease, and pH, as required in the permit. In addition to these parameters, the permit requires the analysis of creosote. Because this parameter cannot be directly analyzed, storm water samples were analyzed for semi-volatiles (USEPA Method 8270D) to assess whether constituents of creosote were present. There were no SVOCs detected from Outfall 001 or Outfall 003, suggesting that creosote was not present in the sampled stormwater. As shown in the SDO Monitoring Report, sample results were within permitted benchmark values, except for the following: Total Recoverable Copper 0.007 0.0 3 0.00594 J Total Suspended Solids (TSS) 100 E3D 46 pH 6-9 M_. As part of a Tier One Response to the benchmark exceedances, an inspection of both outfalls was conducted on May 16, 2014. During this event, O'Brien and Gere did not observe unusual conditions or other potential sources for the benchmark exceedances. TSS concentrations at Outfall 001 have been variable in previous monitoring events, with sporadic exceedances of the benchmark value, despite relatively consistent site conditions. This may be more reflective of varying rainfall intensities than changes in site activities. Although pH was outside the benchmark values at both outfalls in 2014, lower pH values are consistent with the 2007 Ambient Air Quality Report by the Department of Environment and Natural Resources, which indicates that the average pH of rainfall in counties surrounding General Timber range from 4.7 to 5.0 S.U. PH has also increased from 4.2 S.U. in 2011 to 5.9 in 2014, following the implementation of a stormwater BMP in 2012 to address the elevated copper concentrations at Outfall 001. This BMP consisted of applying agricultural lime to the soils in the Outfall 001 drainage area to raise the pH of the soils, thereby minimizing the mobilization of copper into the stormwater. PH of the stormwater since this BMP was implemented, there has been a decrease in the concentration of copper in the stormwater at Outfall 001 from 0.0301 mg/L in 2011 to 0.0223 mg/L in 2014, suggesting the BMP is effective. Based on these conditions, additional investigation of the benchmark exceedances does not appear necessary. General Timber will continue to evaluate the stormwater conditions and monitor the effectiveness of the BMP as outlined in our letter dated March 15, 2013. ? Samples were collected in accordance with General Timber's North Carolina National Pollution Discharge Elimination System (NPDES) Permit NCS000122. Flow was not observed at Outfall 003 and therefore, samples were only collected at Outfall 001. Storm water samples for the previous period (Year 2010, Period 2) could not be collected as there were no representative storm events. Samples collected from Outfall 001 were analyzed for total recoverable copper, total suspended solids, biochemical oxygen demand, chemical oxygen demand, oil & grease, and pH, as required in the permit. Analysis for dissolved copper was also performed. The purpose of this additional analysis was to evaluate if the historical concentrations of elevated copper were the result of suspended sediment and therefore, if the recommended Best Management Practice (BMP) of polymer enhanced fiber filtration tubes would be effective in reducing copper concentrations. Sample results indicate a dissolved copper concentration of 0.0229 mg/L and a total recoverable copper concentration of 0.0301 mg/L. (The permitted benchmark value for total recoverable copper is 0.007 mg/L.) These concentrations indicate the majority of copper in the storm water is in the dissolved phase and therefore, the polymer enhanced fiber filtration tubes may not be an effective BMP to remove copper concentrations in the storm water. General Timber is currently evaluating other BMP methods to remove the dissolved -phase copper in the storm water. Once an appropriate BMP is identified, a design will be prepared and submitted to you for approval.
