The mill's environmental staff has remained the same. Components of best management practices can be found on the mill's website under the Environmental Management System portions of which pertain to storm water are discussed below. Environmental staff is on site Monday through Friday 5:00 AM to 5:OOPM. Weekends, nights, and holidays are covered by environmental staff on site from 5:30AM until approximately 12:00 noon and on call 24/7. Each department member has a cell phone or pager for business use. The mill has security and operating personnel on site 24 hours a day 365 days a year. A list of contacts for mill personnel is kept on the intranet (hard copy backup) for the mill. Annual storm water and best management practices training is conducted by qualified environmental staff, usually in September. Topics covered include: What to do in case of a spill; clean up procedures; and how spills can get into the storm water conveyance. Each conveyance in the mill which drains to the untreated storm water collection has ® been painted with blue trim. Employees are trained to recognize that blue drainage areas signify "to the river" and no process waste should enter. Spill Prevention Control and Countermeasure plans as well as a Facility Response Plan, Federal regulation 40 CFR Part 112 are part of the mill Environmental Management System. An Emergency Action Plan is also available. The Haz Mat team has technician level training once a quarter. Two boom deployments are conducted annually, one announced and one unannounced. Visual inspections are conducted daily by mill personnel. Inspections include, but are not limited to, tank containments, containment valves, drop inlets, catch basins, above and underground pipes. All chemical tanks have containment structures and drain to the mill's wastewater plant. Containment structures drain valves are locked and keys are controlled by the Environmental Department. Tank integrity tests are performed on each tank on a three year rotation. Records of the inspections are kept in the maintenance department. Containment inspections and maintenance records are kept by the Environmental department. Contractors receive mandatory safety orientation and testing before being allowed onto the mill premises. E ® KapStone Kraft Paper Corporation Stormwater Permit NCS000106 Best Management Practices A morning meeting is held each morning with production supervision and departmental managers. The meeting is attended by representatives of the Environmental Department where concerns are reviewed. They are available for inspection in the EHS and Maintenance Department Emergency Action Plan Spill Prevention Control and Countermeasure Plan (SPCC) Facility Response Plan (FRP) Above Ground Tank and Integrity Protocol Environmental Management System Audits and Inspections E ® KapStone Kraft Paper Corporation Stormwater Permit NCS000106 Changes in Industrial Activities In January of 2007 ownership of the Roanoke Rapids mill changed from International Paper Corporation to Kapstone Kraft Paper Corporation. The mill is an integrated pulp and paper mill producing unbleached Kraft paper for packaging. The mill operations and processes did not change in the transition. A portion of the property known as the Low -Ground, a sanitary landfill closed in 1998, was not transferred in the sale and remains in the possession International Paper. International Paper is responsible for the maintenance and up keep of the property as well as ground water monitoring. The Low -Ground is located south of the Emergency pond. One storm water monitoring location on permit NCS000106 at the Low -Ground requires amendment. Two areas within the mill perimeter were designated as intermittent wood storage areas. Runoff from these areas had pre-existing drainage to the mill's waste water treatment plant with ample capacity. In September of 2007 a round wood (log) lay down area was added north of the Landfill site where runoff drains to directly to the treatment plant basin. In 2005 a lay down area for round wood logs was added on the East side of the mill near the back side of the Emergency pond. All run off from that area goes into the Emergency pond and is pumped to the head of the mill's wastewater plant. In 2002 a car rinse area was taken out of service and removed from the wastewater permit NC 0000752.
