Please note that we experienced a problem with our sampling equipment for Outfall 005A and were unable to obtain a sample during the rain event of 2/7/18 (we successfully sampled Outfalls 004 and 005B); consequently we sampled Outfall 005A during a later rain event on 2/18/2018. This submittal meets one of the reporting requirements outlined in the company's Stormwater Permit effective on November 1, 2009. Although the 2009 permit expired on October 31, 2014, please note that Rockwood will continue to operate under this permit until the agency issues the site new Stormwater Permit. As indicated in the attached report, it appears that Rockwood experienced an exceedance in its benchmark goals during the November 2014 — April 2015 monitoring period for pH at one (1) of the site's three (3) outfalls, outfall 005A. This sampling event represents the first benchmark exceedance at the site since the expiration of the 2009 permit in October 2014 (what would be considered the new permit term for 2014 version). Upon discovery of the noted benchmark exceedance, Rockwood acted immediately to identify the source and develop a plan to address the issue. Sampling results from the next monitoring period (May 2015 — October 2015) monitoring period returned to normal, with all parameters less than benchmark goals. Rockwood previously reported the benchmark exceedance to NCDENR and provided its plans for addressing the issue in a Semi -Annual Stormwater Report dated May 6, 2015. As noted before, this area had experienced an exceedance of the benchmark value for pH during the prior permit period, and the suspect cause then was carry -out of calcium carbonate material from our production facility as roll -off containers are moved out to a concrete pad for pickup. Measures to improve the housekeeping of the area were implemented at the time and continue, with increased efforts to maintain compliance including: • Increased further the cleaning frequency of the concrete pad and frequency of inspections performed in this area • Implemented process improvements that will significantly reduce the amount of calcium carbonate byproduct produced, and thus reduce the number of rolloffs moved, and risk of contamination due to carry out and splattering • Performed design of, and will implement, a short term engineering solution designed to further reduce splattering of material as it enters rolloffs • Prepared and submitted a capital project request that will help eliminate the generation of calcium carbonate and/or improve the stormwater controls in the calcium carbonate storage area (this is a long-term project that may take several years to become fully implemented) As these measures are implemented, the site will continue to monitor the area and evaluate other opportunities to prevent potential impact to its stormwater discharge. This investigation revealed housekeeping issues on and around the pad where the site stores its calcium carbonate byproduct prior to landfilling. This material is generated inside the LIOH production unit and is gravity fed into a roll -off within an indoor bay. However, as the roll -offs are filled, they must be pulled outside for temporary storage until they are picked up by the waste hauling company. Typically, the site will fill 3 to 5 roll -offs per day (or more, when production is at its peak). Such volume often leads to tracking of the material to the outside pad where the roll -offs are stored. The stormwater drain serving this pad is equipped with a manual valve to protect the stormwater outfall in the event of a spill. To help prevent recurrence of this incident, the site has implemented the following measures: • Increased the cleaning frequency of the pad • Increased the frequency of inspections performed in this area pursuant to revised SWPPP • Evaluated and made necessary adjustments to the centrifuge process to help reduce the amount of water in the calcium carbonate byproduct (excess water in the carbonate is indicative of inefficient operations, loss of yield on product, and creates a byproduct that spatters outside the roll -offs) • Prepared and submitted a capital project request that will help eliminate the generation of calcium carbonate and/or improve the stormwater controls in the calcium carbonate storage area (this is a long -tern project that may take several years to become fully implemented) As these measures are implemented, the site will continue to monitor the area and evaluate other opportunities to prevent potential impact to its stormwater discharge. This material is generated inside the LIOH production unit and is gravity fed into a roll -off within an indoor bay. However, as the roll -offs are filled, they must be pulled outside for temporary storage until they are picked up by the waste hauling company. Typically, the site will fill 3 to 5 roll -offs per day. Such volume often leads to tracking of the material to the outside pad where the roll -offs are stored. The -stormwater drain serving this pad is equipped with a locking valve to protect the stormwater outfall in the event of a spill.
