Please find attached a Semi -Annual Stormwater Discharge Outfall (SDO) Monitoring Report for
the Albemarle facility located in Kings Mountain, North Carolina. This report was prepared in
accordance with the site's General Stormwater Permit effective on November 1, 2009 and
covers the Monitoring Period of November 2017 — April 2018.
Based on the sampling results summarized herein, it appears that the site has met its
benchmark goals during the reporting period and will continue to implement appropriate best
management practices to maintain these goals.
Please note that we experienced a problem with our sampling equipment for Outfall 005A and
were unable to obtain a sample during the rain event of 2/7/18 (we successfully sampled
Outfalls 004 and 005B); consequently we sampled Outfall 005A during a later rain event on
2/18/2018.

Attached is the 2017 Annual Summary Discharge Monitoring Report for the Albemarle U.S.,
Inc. plant located in Kings Mountain, North Carolina. This submittal meets one of the reporting
requirements outlined in the company's stormwater permit effective on November 1, 2009.
Although the 2009 permit expired on October 31, 2014, please note that Albemarle (then
known as Rockwood Lithium, Inc.) submitted a timely application for renewal, and will continue
to operate under this permit until the agency issues the site a new Stormwater Permit.
As indicated in the attached report, and based on the analytical sampling results summarized
therein, the site has met its benchmark goals during the reporting period and will continue to
implement appropriate best management practices to maintain these goals.

The purpose of this letter is to provide the quarterly updates on the status of the subject
dam. Since the last update letter, Albemarle has:
• Monitored level and continued use of electric pump and/or siphon system to
maintain reservoir level well below the spillway level
• Conducted periodic inspections of the dam and surroundings to ensure water
levels and integrity of dam facing
• Begun engineering work to design spillway pipe repairs
As indicated in previous reports, Albemarle has completed all items referenced in the
August 4, 2009 letter.

reporting, since we had some difficulties with one of our samplers in January, and only 2 were
available. Since then we have ordered and received 2 new sampling units, so we do not
anticipate this problem will occur again.
Based on the sampling results summarized herein, it appears that the site has met its
benchmark goals during the reporting period and will continue to implement appropriate best
management practices to maintain these goals.

Attached is the 2015 Annual Summary Discharge Monitoring Report for the Rockwood
Lithium Inc. plant located in Kings Mountain, North Carolina. This submittal meets one
of the reporting requirements outlined in the company's Stormwater Permit effective on
November 1, 2009. Although the 2009 permit expired on October 31, 2014, please note
that Rockwood will continue to operate under this permit until the agency issues the site
new Stormwater Permit.
As indicated in the attached report, it appears that Rockwood experienced an
exceedance in its benchmark goals during the November 2014 — April 2015 monitoring
period for pH at one (1) of the site's three (3) outfalls, outfall 005A. This sampling event
represents the first benchmark exceedance at the site since the expiration of the 2009
permit in October 2014 (what would be considered the new permit term for 2014
version).
Upon discovery of the noted benchmark exceedance, Rockwood acted immediately to
identify the source and develop a plan to address the issue. Sampling results from the
next monitoring period (May 2015 — October 2015) monitoring period returned to
normal, with all parameters less than benchmark goals.
Rockwood previously reported the benchmark exceedance to NCDENR and provided
its plans for addressing the issue in a Semi -Annual Stormwater Report dated May 6,
2015.

SUMMARY of Plan to address Benchmark Exceedance
Upon receiving the sample results for pH, the site immediately commenced an
investigation into potential sources in the 005A drainage area. As noted before, this
area had experienced an exceedance of the benchmark value for pH during the prior
permit period, and the suspect cause then was carry -out of calcium carbonate material
from our production facility as roll -off containers are moved out to a concrete pad for
pickup.
Measures to improve the housekeeping of the area were implemented at the time and
continue, with increased efforts to maintain compliance including:
• Increased further the cleaning frequency of the concrete pad and frequency of
inspections performed in this area
• Implemented process improvements that will significantly reduce the amount of
calcium carbonate byproduct produced, and thus reduce the number of rolloffs
moved, and risk of contamination due to carry out and splattering
• Performed design of, and will implement, a short term engineering solution
designed to further reduce splattering of material as it enters rolloffs
• Prepared and submitted a capital project request that will help eliminate the
generation of calcium carbonate and/or improve the stormwater controls in the
calcium carbonate storage area (this is a long-term project that may take several
years to become fully implemented)
As these measures are implemented, the site will continue to monitor the area and
evaluate other opportunities to prevent potential impact to its stormwater discharge. The
site will continue to implement appropriate best management practices to maintain its
benchmark goals.

Attached is the 2014 Annual Summary Discharge Monitoring Report for the Rockwood
Lithium Inc. plant located in Kings Mountain, North Carolina. This submittal meets one
of the reporting requirements outlined in the company's Stormwater Permit effective on
November 1, 2009. Although the 2009 permit expired on October 31, 2014, please note
that Rockwood will continue to operate under this permit until the agency issues the site a
new Stormwater Permit.
As indicated in the attached report, it appears that Rockwood experienced an exceedance
in its benchmark goals during the November 2013 — April 2014 monitoring period for
TSS and pH at one (1) of the site's three (3) outfalls. This sampling event represents the
first occurrence during the current permit term (5-yr period) that the site has experienced
an exceedance of a benchmark goal. Upon discovery of the noted benchmark exceedance,
Rockwood acted immediately to identify the source and develop a plan to address the
issue.
Sampling results from the May 2014 — October 2014 monitoring period returned to
normal, with all parameters less than benchmark goals.
'Rockwood previously reported the benchmark exceedance to NCDENR and provided its
plans for addressing the issue in a Semi -Annual Stormwater Report dated April 10, 2014.
The company also reported the issue in its Stormwater Permit Renewal package dated
April 4, 2014.

SUMMARY of Plan to address Benchmark Exceedance
Upon receiving the sample results for TSS and pH in April 2014, the site immediately
commenced an investigation into potential sources in the 005A drainage area. This
investigation revealed housekeeping issues on and around the pad where the site stores its
calcium carbonate byproduct prior to landfilling. This material is generated inside the
LIOH production unit and is gravity fed into a roll -off within an indoor bay. However, as
the roll -offs are filled, they must be pulled outside for temporary storage until they are
picked up by the waste hauling company. Typically, the site will fill 3 to 5 roll -offs per
day (or more, when production is at its peak). Such volume often leads to tracking of the
material to the outside pad where the roll -offs are stored. The stormwater drain serving
this pad is equipped with a manual valve to protect the stormwater outfall in the event of
a spill.
To help prevent recurrence of this incident, the site has implemented the following
measures:
• Increased the cleaning frequency of the pad
• Increased the frequency of inspections performed in this area pursuant to revised
SWPPP
• Evaluated and made necessary adjustments to the centrifuge process to help
reduce the amount of water in the calcium carbonate byproduct (excess water in
the carbonate is indicative of inefficient operations, loss of yield on product, and
creates a byproduct that spatters outside the roll -offs)
• Prepared and submitted a capital project request that will help eliminate the
generation of calcium carbonate and/or improve the stormwater controls in the
calcium carbonate storage area (this is a long -tern project that may take several
years to become fully implemented)
As these measures are implemented, the site will continue to monitor the area and
evaluate other opportunities to prevent potential impact to its stormwater discharge. The
site will continue to implement appropriate best management practices to maintain its
benchmark goals.

3/2412010 Outfall 005A TSS = 122 Investigation performed to determine source of high TSS in this outfall. Sample collector indicated that he experienced a problem with sample
collection, as tubing was found out of the container and in sediment layer of ground. Notice submitted to agency with Semi -Annual and Annual
reports. Considered equipment malfunction and not a benchmark exceedance.
3/26/12 Outfall 004 TSS = 68 The site was undergoing many construction projects, including installation of new emergency fire pump house. Though less than the
benchmark value, the 68 mg/1 is an anomoly for this outfall thought to be caused by the funning of lines to the new pump firehouse

The March 7, 2014 rain event was a particularly hard rain, with strong downpours
all morning. Such a hard rain event appears to have resulted in an unusual first
flush off of the pad, resulting in the observed analytical results.
To help prevent recurrence of this incident, the site has implemented the
following measures:
• Increased the cleaning frequency of the pad
• Increased the frequency of inspections required in this area pursuant to
revised SWPPP
• Evaluated and made necessary adjustments to the centrifuge process to
help reduce the amount of water in the calcium carbonate byproduct
(excess water in the carbonate is indicative of inefficient operations, loss
of yield on product, and creates a byproduct that spatters outside the roll -
offs)
• Prepared and submitted a capital project request that will help eliminate
the generation of calcium carbonate and/or, improve the stormwater
controls in the calcium carbonate storage area (this is a long-term project
that may take several years to become fully implemented)
As these measures are implemented, the site will continue to monitor the area
and evaluate other opportunities to prevent impact to stormwater discharge.

Please find attached a Semi -Annual Stormwater Discharge Outfall (SDO)
Monitoring Report for the Rockwood Lithium Inc. facility located in Kings
Mountain, North Carolina. This report was prepared in accordance with the site's
General Stormwater Permit effective on November 1, 2009 and covers the
Monitoring Period of November 2013 through April 2014..
Based on the sampling results summarized herein, it appears that the site
exceeded its benchmark goals during the reporting period for TSS and pH at one
(1) of the site's three (3) outfalls. This represents the first time within the current
five (5) year permit term, which expires in October 2014, that the site has
experienced an exceedance of a benchmark goal (see attached Summary of
Analytical Monitoring results).
Upon receiving the sample results for TSS and pH, the site immediately
commenced an investigation into potential sources in the 005A drainage area.
This investigation revealed housekeeping issues on and around the pad where
the site stores its calcium carbonate byproduct prior to landfilling. This material is
generated inside the LIOH production unit and is gravity fed into a roll -off within
an indoor bay. However, as the roll -offs are filled, they must be pulled outside for
temporary storage until they are picked up by the waste hauling company.
Typically, the site will fill 3 to 5 roll -offs per day. Such volume often leads to
tracking of the material to the outside pad where the roll -offs are stored. The
-stormwater drain serving this pad is equipped with a locking valve to protect the
stormwater outfall in the event of a spill.

Attached is the 2013 Annual Summary Discharge Monitoring Report for the Rockwood
Lithium Inc. plant located in Kings Mountain, North Carolina. This submittal meets one
of the reporting requirements of the companys Stormwater Permit effective on November
1, 2009.
Based on the analytical sampling results summarized herein, it appears that the site has
met its benchmark goals during the reporting period and will continue to implement
appropriate best management practices to maintain these goals.

Mountain, North Carolina. This request is necessitated by a recent change in the
Site Director at the plant.
The position of Site Director is responsible for making daily decisions that affect
the operation of the Kings Mountain plant and its potential impact to the
environment. As such, this position has served as the authorized Responsible
Official (RO) at this facility in the past and will continue to do so. Designation of
this position as the signatory agent meets the requirements set forth in Section
