On November 10, 2021, a site inspection was conducted for the Enviva Pellets Sampson, LLC facility located at 5 Connector
Road, Faison, in Sampson County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review.
Cathy Thomas-Grazioli, Environmental Compliance Manager, and George Handler, Plant Managerwere also present during
the inspection and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject
facility is covered by NPDES Stormwater General Permit NCG210000 under Certificate of Coverage NCG210450, Permit
coverage authorizes the discharge of Stormwater from the facility to receiving waters designated as Panther Creek, class C
waters, in the Cape Pear River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG210000 permit.' Please
refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff have any questions, comments;, or needs

Inspection Summary:
Melissa Joyner met with Mr. George Handler, Plant Manager, Mr. Johnathan Toler, Environmental Health and Safety
Manager and Ms. Cathy Thomas-Grazioli, Environmental Compliance Manager at the Enviva Pellets Sampson, LLC facility.
She reviewed the Stormwater Pollution Prevention Plan (SPPP) which was well -organized and contained the information
required by NPDES Stormwater General Permit NCG210000. The SPPP was being maintained in regards to the conditions
of this permit. The Analytical and Qualitative Monitoring records were reviewed and appeared satisfactory. The facility
grounds were inspected, including the Best Management Practices which were being utilized and Outfalls 1 and 2. The
water immediately downstream of Outfall 1 was not actively flowing at the time of the inspection.
The following'actions are recommended: 1. Near the truck loadout area, install silt fence and a silt fence outlet adjacent to a
newly -graded slope which is adjacent to a ditch.; 2. Near the Pellet Mill, trench in the silt fence located near a ditch.; 3.
Provide maintenance for a rock check dam located in the diversion ditch which discharges to Pond 2.
