After reviewing prior wasteload allocations (WLAs) for the Badin WWTP (NC0074756: 1987 & 1989) and Alcoa (NC0004308: 1988) and reviewing the supplementary information provided by Curtis Weaver from the USGS (email 8/20/2021), it's unclear if the singular measurement taken at gage 02123629 on 10/9/70 was balanced with respect to upstream point source discharges from the upstream Alcoa facility (outfalls 003, 004, & 005) and the now closed Badin West WWTP (NC0046671 rescinded 1992 when the current Badin came online), these plants show up in the 1988 Alcoa WLA as 0.181 MGD and 0.13 MGD respectively. It is also unclear from the notes how that singular measure was used to determine critical low -flows for Little Mountain Creek and whether that analysis was performed by USGS or Department staff. It is also unclear whether the information provided from the other gages in the USGS email were evaluated for upstream point source flow as well, nor is there information on how those small sets of measures were used to develop low -flows for LMC. As such, we cannot use this data for developing critical flows for new, expanding, or modified permits to LMC.
