The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made. II. SCHEDULE OF COMPLIANCE 1. The permittee will comply with the following schedule for construction and maintenance of the stormwater management system. a. The stormwater management system shall be constructed in its entirety, vegetated and operational for its intended use prior to the construction of any built - upon surfaces except roads. b. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. 2. The facilities must be properly maintained and operated at all times. The approved Operation and Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals. 3. The permittee shall at all times provide the operation and maintenance necessary to assure the permitted stormwater system functions at optimum efficiency including, but not limited to: 5 a. Semiannual scheduled inspections (every 6 months) b. Sediment removal C. Mowing and revegetation of side slopes d. Immediate repair of eroded areas e. Maintenance of side slopes in accordance with approved plans and specifications f. Debris removal and unclogging of outlet structure, orifice device and catch basins and piping. 4. Records of maintenance activities must be kept and made available upon request to authorized personnel of DWQ. The records will indicate the date, activity, name of person performing the work and what actions were taken. 5. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 6. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. A .copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of five years from the date of the completion of construction. III. GENERAL CONDITIONS 1. This permit is not transferable. In the event there is a desire for the facilities to change ownership, or there is a name change of the Permittee, a formal permit request must be submitted to the Division of Water Quality accompanied by an application fee, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. 2. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute 143-215.6(a) to 143-215.6(c). 3. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. 6 4. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement stormwater management systems. . 5. The permit may be modified, revoked and reissued or terminated for cause. The filing of a request for a permit modification, revocation and reissuance or termination does not stay any permit condition. 6. At least six months prior to the expiration date, the permittee must submit a written request for permit renewal to the Division of Water Quality, Washington Regional Office. NARRATIVE MARCH 27, 2007 MAR 3 0 2007 PROJECT DESCRIPTION- Currituck Self Storage is an existing self storage operation located in Poplar Branch Township, Currituck County. The existing facility consists of five storage buildings and an office building. Phase 1 of the facility was permitted under Permit No. SW7961118; said permit was never issued to the owner but is reportedly on file in the office of the Division of Coastal Management. Phase 1 consisted of the office building and the first three buildings, labeled "A", "B" and "C", and the office building. This Phase was constructed in 1996. Buildings "D" and "E" were added in 2003 as Phase 2. The land disturbance associated with Phase 2 consisted of less than an acre. Therefore, it was presumed that neither a Sedimentation and Erosion Control Plan nor a Stormwater Management Plan was required. The proposed Phase 3 consists of land disturbance totaling 2.4 acres. It will be the final phase of the project and will include four new buildings totaling 26,025 s.f. SITE CONDITIONS- The area on which Phase 3 is to be constructed is essentially flat, cleared, grassed area. The terrain slopes gently from the front towards the rear of the property (generally east to west) at a slope of approximately 0.7%. To the west of the tract lies an expansive swamp known as Great Swamp. This swamp extends west to the tributaries and shoreline of the North River, a distance of approximately 10,000 feet (scaled from U.S.G.S. Quad Sheet, Coinjock Quadrangle, a portion of which is included in application package). The existing in situ soils consist of fine sandy loams in the STATE and PORTSMOUTH mapping units with the STATE soils covering the majority of the tract, transitioning to PORTSMOUTH near the rear of the tract, where the woods begin. SOURCE: U.S.D.A., S.C.S. SOIL SURVEY OF CURRITUCK COUNTY, NORTH CAROLINA. An on site investigation of the in situ soils was conducted by the Engineer on 2/8/07. The SOILS REPORT summarizing the findings is included with the application package. The findings are generally consistent with the descriptions found in the publication referenced above. There are no coastal or Section 404 wetlands present on the subject tract. DRAINAGE TRIBUTARY AREA- The tributary area identified from the recently obtained topographic survey and used for the wet detention basin design is comprised of on -site and off -site areas. The drainage area boundary is shown graphically on Plan Sheet 2 of 3. The eastern most (front) portions of the subject tract, along with the tract adjoining to the south and two tracts adjoining to the north are not included in the drainage area since the existing slopes direct runoff to the east and to the roadside drainage system. It is important to note that the adjoining properties to the north, Lots 2 and 3 of Bertha Commercial Subdivision, will ultimately be developed. When such development occurs the improvements will have to include on -site stormwater B.M.P.'s which will remove these properties from the tributary area of the proposed wet detention basin. However, the vacant lots currently contribute to the anticipated run-off and the proposed basin is Currituck Self Storage, Stormwater Narrative, page 2 of 2 designed to accommodate this contribution. The Design Notes and Calculations, included in the application package provide information confirming this. WET DETENTION BASIN DESIGN PARAMETERS- The wet detention basin is designed to accommodate run-off developing over the entire tributary area as defined above and graphically illustrated on plan Sheet 2 of 3. The initial design storm event was a 3.2" rainfall event, statistically predicted for a 10 year recurrence interval and a 120 minute duration. This statistical data is taken from the National Weather Service website. The design storm event was selected in lieu of the required I" rainfall event in order to comply with criteria set forth by the Currituck County Unified Development Ordinance. The basin, as designed, provides a temporary pool volume of 34,928 c.f., the equivalent runoff volume for a 3.74" rainfall event. (see DESIGN NOTES AND CALCULATIONS). The basin is designed with two forebays in order to facilitate the conveyance of collected stormwater without the necessity of extreme differential elevations. This approach also minimizes the volume of water entering the basin at any single location. The runoff water will enter the forebays at five different locations via culvert discharge, flumes and open channel flow. Forebay inlet protection, in the form of rip rap with fabric liner, is provided at all points of entry. The basin will be enclosed with a six feet high chain link fence. Ten feet wide access gates are proposed to allow maintenance equipment into the basin area. The fence is provided primarily for safety considerations but will also be very effective in preventing the intrusion of wind borne trash and debris into the basin. Items f and k, Section 11 of the WET DETENTION BASIN SUPPLEMENT direct the reader to this narrative for explanation for the referenced items not being initialed. The explanations are enumerated as follows: Item f- The length to width ratio of the basin is difficult to compute due to the irregular shape and varying width. However, if the basin was designed for only the 1" rainfall event, as required by the D.W.Q. regulations, the associated width would be much smaller than that proposed. It is the designer's contention that there is more than ample travel distance between the forebays and the common outlet structure to provide treatment for the collected temporary pool within the 3 day drawdown period. Item k- Given the fact that the basin is immediately adjacent to a paved drive aisle and that there is a contiguous connecting drive aisle to the Right -of -Way of US Hwy. 158, it is not considered necessary to provide a recorded drainage easement. Pre -development run-off, based on currently existing conditions (prior to Phase 3 improvements), generally occurs at the south west property line of the Phase 3 area. Run- off is conveyed by a large ditch to a vast swamp lying to the west. The tributary area is currently comprised of either vacant lots or land that is almost entirely impervious. The drainage area is delineated on Plan Sheet 2 of 3. It encompasses the majority of the subject tract, portions of two vacant lots adjoining to the north, a portion of the vacant lots adjoining to the south and west and the north half of Marshall Grandy Lane. The eastern portion of the properties abutting US 158 have a drainage break line that conveys run-off from approximately the front third of the lots toward the US 158 right of way. This area is excluded from the design drainage area. The western portions of the properties are included. It is noted that the three vacant lots, Lots 2, 3 and 4 of the Bertha Commercial Subdivision will ultimately be developed. At the time they are developed it will be the responsibility of the developers to address stornwater management and controls and to provide on -site rtainage and treatment of run-off. This eventuality will make the design of the wet pond for Currituck Self Storage very conservative. B. Your sw package was very good/complete except for (1) item. (For several months now) we have been requiring a more detailed vegetation plan for the wet pond vegetated shelves. The additional information request looks something like this: provide a detailed vegetation plan by a qualified individual; including a variety of suitable species, location, spacing, soil preparation, fertilizer requirements, installation procedures, construction schedule, etc. The veg plan/details should be provided on the site plan. The new draft BMP manual on our website has a chapter that explains all this and refers to an appendix with recommended plant lists; it also has a Vendors list of plant providers. You will see in that list the Coastal Plain Conservation Nursery located at Edenton, NC. The owner Ms. Ellen Colodney, PhD, is very knowledgeable about what a good veg plan entails; she also, has the plants and can provide contacts for installation. Her phone no. is (252)482-5707.
