The Natural Resource Conservation Service Soil Survey for Dare County has mapped the soils on the portions of the site selected for development to Corolla- Duckston Complex (CrB), which is comprised primarily of sandy and has typical Infiltration rates exceeding 20 inches per hour. The site is level, with elevations between 6.0 and 7.0 feet above mean sea level (NAVD 1988). The property is within a flood zone of "AE-8". The site contains two existing houses and associated gravel driveways, with the remainder being grassed. A large ditch exists adjacent to the site within the South Memorial Street right-of-way. Proposed Development: Pitco 1, LLC intends to purchase the parcels, and clear the structures and existing improvements from them in order to construct a 71 car parking lot to supplement the on -site parking for the nearby Captain George's Restaurant. NCDENR Permitting Compliance: The site is being developed per the NCDENR High Density Stormwater Management Option, meeting the requirements for the 20 coastal counties. Two infiltration basins are provided along the front and rear of the site. The parking lot has been crowned so that stormwater runoff will sheet flow to the front and rear basins. The basins contain identical top and bottom storage elevations and have been linked with a pipe along the north side, which allows them to act as a single basin. Since a large portion of the runoff sheet flows into the basin rather than being directed via a single point source, bypass of runoff in excess of the design storm cannot be accommodated. For this reason, runoff equal to at least twice the design storm is being accommodated within the basin. A control structure has been placed within the connecting pipe and the rim has been placed at the storage elevation. Runoff in excess of the design storm will overflow from the rim and into an adjacent vegetated filter prior to discharge into the South Memorial Street drainage ditch. MAR 31 2011 Pitco 1, LLC — Parking Lot Soils Narrative prepared for the Pitco 1, LLC March 3, 2011 Existing Conditions: The 1.03 acre site is currently owned by On -Trading Corp. and contains 2 homes and an abandoned drainfield previously utilized by a nearby hotel (Colony IV). The hotel has recently been connected to a sewer and is served by the Kill Devil Hills Wastewater Treatment Plant and therefore the drainfield is no longer necessary. The lots are to be purchased by Pitco 1, LLC with the intent to construct a 71 car parking lot to supplement the on -site parking for the nearby Captain George's Restaurant. The site is cleared, graded and grassed. Elevations for the property are generally around 7 feet above sea level. An existing drainage ditch along Memorial Avenue is immediately adjacent to the property and provides drainage for the property. The NRCS soil survey for Dare County identifies the site to contain primarily Corolla — Duckston complex (CrB). Soil boring was taken in the vicinity of the infiltration basin a depth of approximately five feet. The boring revealed sand with virtually no organic or clay material, and compared well with the NRCS description for the soil type. For boring one, there was little variation in coloration throughout the soil, so the estimated seasonal high water table was evaluated partially by the observed moisture in the soil as well as historical observations in the adjacent ditch. This elevation was 4.1 as noted within the soil boring log. A second boring was taken at a later date. Within this boring, a grey layer was found that would provide a good indicator of the water table. This elevation was actually lower than 4.1. Therefore a ESHWT elevation of 4.1 is considered conservative. Infiltration Basin Two infiltration basins have been chosen for this site due to the excellent suitability of the soils, available space and contributing drainage area. The top and bottom elevations on these basins are identical and they are hydraulically linked with a pipe, thereby allowing the basins to function as a single basin with a single contributing drainage area. The ESHWT has been established to be 4.1' above sea level. The bottom of the basin has been set two feet above this elevation (6.1) and a foot of storage is provided in the basin.
