Dear Mr. Dumpor:
Enclosed for your review is the additional information you requested for the subject
project. Below you will find a description of how we addressed each item in your letter.

2) The permanent pool average depth Was calculated using Option 2. The
calculated result was 3.11 feet. To achieve the 3.0 minimum permanent pool
average depth, the side slopes below the vegetative shelf were ntcdified to a 2:1
grade and an additional one (1) foot ofdepth were added to the pond.
3) The average head used in the orifice calculation was modified to 1/3 of the
driving head. The orifice diameter did not change.
/4) A vegetation plan was added to Drawing GRI of2 and SM2 of detailing the
requirements from the Wet Detention Basin Chapter of the BMp Mamtal.
5) All documents and calculations were revised and two (2) copies of each have
been included.

Temples Point 115 to 15X25 KV Substation
Craven County
The Washington Regional Office received a Coastal Stormwater Permit Application for Temples
Point 115 to 15X25 KV Substation project on March 4, 2011. A preliminary review of that
information has determined that the application is not complete. The following information is
needed to continue the stormwater review:
�1. According to the Wet Detention Basin Supplement, a 90% TSS removal pond
was proposed; however in Surface areas section on page 2 of 2 of the
Supplement and in the Wet Detention basin Calculations, it appears that the
Table 10-1 for SA/DA ration was used. This table is used for 85% TSS removal
ponds in Mountain and Piedmont Regions. Please use table 10-4 for 90% TSS
removal ponds in Coastal Region and revise the Calculations, the Supplement
and the Plans accordingly.
/2. Please be advised that the Table 10-4 is based on Percent Impervious coverage
and the Permanent Pool Average Depth. In your calculations permanent pool
depth used in table 10-1 was total depth of the pond. Section SA/DA Table Data
of the Wet Detention basin Supplement has 2 options of calculating average
pond depth. None of these 2 options were used in your calculations. Please
revise your calculations and the Supplement to use Average Pond Depth and
revise the Plans accordingly. Refer to the Wet Detention pond Chapter of the
BMP Manual, page 10.3.4 for average depth calculation methods. Use this
average depth to find correct SA/DA ration in Coastal table for permanent pool
sizing.
3. It appears that the Average Head used in the Orifice Calculations is''/z of the total
Head in pond (from centroid of orifice to the Temporary Pool elevation). Refer to
the Chapter 3 of the BMP Manual for the orifice calculation and use 1/3 of the
Driving Head.
V14. Provide more detailed vegetation plan for vegetative shelf of the pond.
According to the Wet Detention Basin Chapter of the BMP Manual (Chapter 10,
Section 10.3.7.) at least 3 diverse species of shallowwater emergent and 3
species of shallow land herbaceous vegetation should be incorporated. Provide
details about size of containers, spacing, local source and time of year for
planting. Refer to the Chapter 6 of the BMP Manual.
✓5. t Make sure to update all documents, Supplement and the Plans to reflect above
changes. Provide two copies of revised plan sheets, calculations and other
requested documents.
