The forebay will overflow to the main pond. This pond is a permanent wet pond with a 90% TSS removal. Please note, the outlet of is higher than the permanent water elevation of the pond. Therefore, the pond will only drain through the outlet once the water elevation exceeded the invert of the outfall. The pond will in tern return to its natural elevation thorough groundwater infiltration and absorption (See Calculations). Upon exiting the site, the stormwater will drain down the existing roadside ditch towards the south. It will then cross NC Route 32 and continue draining to the west. The culvert underneath Route 32 will lead to Indian Creek which in turns drains to the Chowan River. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long -duration storms. The soils in the United States are assigned to four groups (A, B, C, and D) and three dual classes (AID, B/D, and C/D). The groups are defined as follows: Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands. These soils have a high rate of water transmission. Group B. Soils having a moderate infiltration rate when thoroughly wet. These consist chiefly of moderately deep or deep, moderately well drained orwell drained soils that have moderately fine texture to moderately coarse texture. These soils have a moderate rate of water transmission. Group C. Soils having a slow infiltration rate when thoroughly wet. These consist chiefly of soils having a layer that impedes the downward movement of water or soils of moderately fine texture orfine texture. These soils have a slow rate of water transmission. Group D. Soils having a very slow infiltration rate (high runoff potential) when thoroughly wet. These consist chiefly of clays that have a high shrink -swell potential, soils that have a high water table, soils that have a claypan or clay layer at or near the surface, and soils that are shallow over nearly impervious material. These soils have a very slow rate of water transmission. If a soil is assigned to a dual hydrologic group (A/D, B/D. or C/D), the first letter is for drained areas and the second is for undrained areas. Only the soils that in their natural condition are in group D are assigned to dual classes. Comments from your October 29- 2010 review have been addressed as follows: Acknowled,_ed. The orifice has been resi-red to handle the water quality volume. The new orifice sire is 1.5' . Additionally, all calculations for the SA/DA determination and orifice sizing are attached as requested. 2. The vegetation plan for the vegetated shelf is shown on Sheet 4 of 6. We are showing the various grasses and wetlands flowers which are to be planted in the vegetated shelf region as indicated in the `Plant Schedule. 3. All forms which required updating are attached as requested. if you have further questions. please do not hesitate to call me at 252-562-0430. Sincerely, Hollis D. As I looked at the plans(i.e. elevations for PP, temp storage, & overflow) it occurred to me that you may be able to provide excess storage in the wp (>1.5-inch runoff). We have permitted WP systems that provide excess storage & no small diameter orifice. Typically the 10-year event is stored & then released via a conventional vertical stand pipe, or box type structure. If your calculations support this approach, then it might simplify the design ? We can discuss. Comment # 1 in my 10/27/10 letter, I did not see the actual SA/DA, or runoff calculations? As for the vegetation plan, DWQ has been requiring detailed written vegetation plans for wet ponds (and constructed wetlands) for a couple of years. Most of the engineers provide the information on the plans & in the plan details. I have found the nursery owners to be very helpful with advice regarding the vegetation plans. Our web site has a list of nurseries that provide plants; you'll see Coastal Plain Conservation Nursery on that list which is located just a few miles down the road at Edenton. The owner, Dr. Ellen Colodney, has provided advice for the vegetation plans for several of the wp systems permitted in our region. Hollis, I realize this is a country church, and I am sure they would like to hold the cost down as much as possible; local advice & local source of plants may help, your call. After you have a chance to pull your info together & prepare a draft vegetation plan, send me an email, or give me a call. Don't know if there is any particular "time crunch" involved here, but I will try to help with the permit process. Sullins, Director Division of Water Quality This office received a stormwater permit application for the subject project on September 9, 2010, A preliminary review of the plans and specifications has been completed. In order to complete your application, and before a permit can be issued, the following items must be addressed: 1. Provide stormwater calculations for 1.5-inch runoff volume, required pond surface area based on the SA/DA chart, and orifice drawdown equation. 2. Provide detailed written vegetation plan for pond perimeter shelf, show details on plan. (Refer to guidance in chapters 6 & 8 in State BMP manual). 3. Small diameter orifice should be sized to release 1.5-inch volume in 2-5 days. 4. Revise stormwater application, supplement sheets, plans & specifications as needed to reflect any changes. The above requested information must be received in this office by November 29, 2010, or your project will be returned as incomplete. If the project is returned, a new application and fee will be required. The proposed modifications to the existing wet pond system should be approved and permitted prior to the construction of any new impervious areas associated with this project.
