please verify and locate the blue -line stream on the western most corner of the New
Bern
Swim Complex site on a copy of the USGS quad map and submit it along with 2-4 copies
of the revised stormwater plan sheet. The revised plan sheet should have the blue
line
stream noted and the required 50' Neuse Riparian Buffer delineated along the top of
bank
on both sides of the stream. Please have this information back to me by Wednesday,

Clearing and Grubbing for Swimming Pool
Dear Mr. Moore:

The.City of New Bern. Parks and Recreation Department is proposing a municipal
swimming pool complex with a building structure containing offices and restroom
facilities, and an on -site parking lot. The site is located on Laura Lane in the City of New
Bern and is generally flat and wooded.
The project is currently in design phase and field survey information is needed. The
owner has decided to clear and grub the proposed disturbed area prior to obtaining survey
information. The Land Quality Section at the Washington Regional Office has sent us an
erosion & sediment control approval letter dated August 8, 2007 for the clearing and
grubbing portion of this project only. 'No impervious coverage is currently to be
constructed on site and a "State Stormwater Permit' is not required for the clearing and
grubbing portion of this project (as per my phone conversation with you on September 18
2007). Work to clear and grub the, required area within the site is scheduled to start and a
quick completion is anticipated so that field measurements can be completed.

Dear Ms. Hardison:
We thank you for your time on January 23rd 2008 during the express review meeting and
for your review comments. We have revised our submittal accordingly. We offer these
responses to your comments:
Erosion Control Comments (Land Quality):
1. Comment: Silt Fencing — Posts should be 2x4 wood posts or Steel Posts. Not 2x2.
Response: The Silt Fencing Detail has been revised to allow Steel Posts, 2x4
hardwood posts and 4x4 softwood posts instead of 2x2 wood posts.
2. Comment For Temporary Seeding — Use Rye Grass only (by its self) or none at all.
Response: The details specifying temporary seeding have been revised so that no Rye
Grass is allowed.
3. Comment: Indicate on plans the off -site location of where excess soil will be placed from this
site.
Response: The Site Location Map on the Cover Sheet of the drawing set has been
revised to show where the "Excess Soil Disposal" location will. A note has also been
added in the lower left hand corner of this page requiring erosion control for the
disposal site.

the details sheet of the drawing set.
StormWater Comments (Water Quality):
5. Comment: Wet Pond needs to store 1" RunOff volume above the Permanent Pool Elevation
(not below). The said volume needs to be detained for 2-5 days.
Response: The wet Pond has been revised to store the I" Runoff Volume above the
Permanenet Pool Elevation and detailed the appropriate number of days.
Comment: Permanent Pool Surface Area - SA/DA calculations are needed with regards to
the permanent pool surface area.
Response: SA/DA calculations have been added to the Storm Water Management
Report.
Comment: 1" RunOff Volume — Simple Method Calculations area needed for this volume
Response: Runoff Volume Calculations have been added to the Storm Water
Management Report.
8. Comment: Drawdown orifice calculations are needed for extended detention for a period of
2-5 days (For Orifice draw down, use head/3 for head for 1" RunOff)
Response: Draw Down Calculations for the proposed 1.5" orifice have been added to
the Storm Water Management Report.
Comment: Cross -Section of Pond needs to be shown on plans. (not just the report).
Response: Cross sections for the proposed Wet Detention Pond have been added to
the details sheet of the drawing set.
10. Connment: Permanent Pool Average Depth needs to be min of 3' deep.
Response: The Permanent Pool has been revised to provide a min average depth of 3'
(as indicated on the revised supplement form enclosed).
11. Comment: Side slopes above the permanent pool surface elevation need to be 3:1 (show it
in the section). Below the permanent pool elevation can be 2:1 (depending on soils).
Response: Proposed side slopes above and below the permanent pool elevation are
3:1.
12. Comment: Fore Bay overflow should have a rip rap lined weir. (class A rock).
Response: Ad rip rap lined weir has been added to the proposed Fore Bay overflow
wier.
13. Comment: Submit New Supplement Forms.
Response: Revised Supplement Forms are enclosed.

Response: The proposed wet pond has been revised to provide a 3:1 length to width
ratio.
15. Comment Forebay needs to be 20% (18-22%) of entire permanent pool volume.
Response: The proposed Wet Pond has been revised to provide 18-22% Forebay
volume of the entire permanent pool volume.
16. Comment: Seasonal High Water Table needs to be about same elevation of permanent pool
elevation.
Response: The proposed permanent pool water elevation has been set to the
approximate elevation of the SHWT.
17. Comment Any additional slots, weirs, or orifices besides the 2-5 day draw down orifice
needs to be above the temp pool elevation.
Response: The invert of the proposed slot in the Outlet Control Structure has been set
at the temporary pool water surface elevation.
18. Continent: Trash Rack on all larger openings needs to be rebar 4" oc.
Response: The Outlet Control Structure detail has been revised to provide trash racks
on all of the openings (weirs and slots).
19. Comment: Wetland species is needed on shelf of wet pond. (no Cattails are allowed).
Response: The Landscape Plan indicates wetland species needed on the shelf of the
wet pond.
