A preliminary review of the project indicates that before a State Stormwater permit can be issued the following additional information is needed. 1. Provide the hand -initialed checklist (section I.2 of the Stormwater Management Application Form). 2. Provide Signed and Notarized Deed Restriction Form for Commercial Subdivision (attached), and a table of areas and built -upon areas for parcels A - K. 3. Please provide two copies of above mentioned documents. The above requested information must be received in this office prior to July 26, 2007 or your application will be returned as incomplete. The return of this project will necessitate resubmittal of all required items including the application fee. If you need additional time to submit the required information, please mail or fax your request for time extension to this office at the Letterhead address. You should also be aware that the Stormwater Rules require that the permit be issued prior to any development activity. Construction without a permit is a violation of 15A NCAC 2H.1000 and North Carolina General Statute 143-215.1 and may result in civil penalties of up to $10,000 per day. We offer the following in response: Please clarify the owner's title (section 1.2 of the Strormwater Management Permit Application Form). Please find enclosed herewith the first sheet of the Stormwater Management Permit clarifying the owner's title. 2. Please initial the checklist of the Submittal Requirements (section VI.I. of the Stormwater Management Permit Application Form) and the checklist of each Wet Detention Basin Supplement. Please find enclosed herewith an initialed checklist of the submittal requirements and an initialed checklist for each Wet Detention Basin Supplement form. 3. Provide a detailed soils report that relates "on -site" soil borings to the NRCS Currituck County Soils map. Emphasis should be placed on the Seasonal High Water Table (SH WT) and placement of permanent pool at or above the SHWT elevation. Please find enclosed herewith a detailed geotechnical report prepared by PSI, ine. for the proposed High Cotton Towne Center. 4. Provide the section view and the outlet structure detail with clearly indicated elevations, trash racks, slopes, etc .... for each wet detention basin. A section view and outlet structure detail with an associated table clearly indicating elevations, slopes, trash racks, orifice size and elevations, conduit size for each wet detention basin and outlet structure is now provided on sheet D-2 of the enclosed construction drawings. 5. Provide a vegetation plan for the vegetative shelf of a detention pond. Cattails are a dominant type species and should not be included in the vegetation plan. A vegetation plan indicating plant species, planting schedule and fertilizer requirements is now provided on sheet C-5 of the enclosed construction drawings. 6. Please revise the plans to include drainage easements for each pond. The current property owner is responsible for maintenance of the ponds within phase I construction, SWMF #1 and SWMF #3. A 6H: 1 V slope is provided on all basins allowing access for maintenance equipment. 7. Try to Achieve 3:1 ratio in each basin. If this ration is not met, than basin should be able to hold multiple required volumes. Acknowledged 8. Under the wetlands anti -degradation policy, the direct outfall discharges and piping through the wetlands are not allowed. The discharges should be stopped short of wetlands and level spreaders utilized to achieve the diffuse flow through wetlands. Provide the detail. (wetlands guidance document, worksheet and operation and maintenance agreement attached.) Piping through the wetlands has been removed and level spreaders are now utilized diffusing flow through the wetlands. A level spreader detail is shown on plan sheet D-2 and the required worksheet and agreements are enclosed herewith. SWMF#1 (BMP#I) • Move the forebay to Southwestern end of pond to avoid short-circuiting of stormwater. The Forebay has been moved to the southwestern end of the pond eliminating short-circuiting. • Show the Forebay more accurately (with topo lines). The main pool and forebay are now shown with topo lines. • Provide section view and outlet structure detail of the Pond # 1. A Pond section view and outlet structure detail is now shown on plan sheet D-5. • The discharge pipe should be angled in the direction of flow of receiving canal. The discharge pipe has been realigned to match the direction of flow of the receiving canal. • Revise the sediment removal depths in the supplement for BMP # I. The sediment removal depths have been revised for the BMP #1 wet detention supplement. Please find supplement for BMP #1 enclosed herewith. SWMF#2 (BMP#2) • Provide the forebay (with topo lines). The main pool and forebay are now shown with topo lines. • Stop the outfall pipe at wetlands line and use level spreader. Outfall pipe stops short of wetlands line and a level spreader is utilized to diffuse flow. To avoid short circuiting, move them to southwestern corner of the pond and possibly use just one forebay. Show the forebay more accurately- with topo lines. The pond has been reconfigured utilizing one forebay located in the southwestern side of the pond away form the outlet structure. The pond and forebay are shown more accurately with topo lines. • Use level spreader at wetlands line. A level spreader is now utilized at the wetlands fine allowing for diffusion of flow. • Revise the sediment removal depths in the supplement for BMP #3. The sediment removal depths have been revised for the BMP #3 wet detention supplement. Please find supplement for BMP #3 enclosed herewith. • The supplement for BMP #3 shows temporary pool volume less than required — please revise. The temporary pool volume for BMP #3 has been revised and is now shown correctly in the wet detention supplement for BMP #3. • Provide section view and outlet structure detail of the pond #3. A Pond section view and outlet structure detail is now shown on plan sheet D-2. • The drainage area for BMP #3 shown on plans is different that one shown on the supplement. The drainage area has been revised and now reads correctly. SWMF #4 (BMP #4) The calculations for BMP # 4 shows volume provided to be 15,761, while the supplement shows 14,296 — please revise. The volume for BMP # 4 has been revised and now reads correctly. 0 Use the level spreader at wetlands line. A level spreader is now utilized at the wetlands line allowing for diffusion of flow. • Revise sediment removal depths in the supplement for BMP #5. The sediment removal depths have been revised for the BMP #5 wet detention supplement. Please find supplement for BMP #5 enclosed herewith. • Provide section view and outlet structure detail of the Pond #5. A Pond section view and outlet structure detail is now shown on plan sheet D-2. • Try to avoid the short-circuiting by combining two forebays into one, and placing it at the furthest point of the pond from the outlet structure. Forebays are now shown with topo lines and the outlet structure is located at the furthest point from forebays helping to eliminate short circuiting. • Please explain the second outfall, placed between lines L69 and L70 (outlet structure or overflow). Second outfall between lines L69 and L70 has been removed. SWMF #6 (BMP#6) • Provide the forebay (with topo lines). The supplement shows elevation of -5.0, while calculations show elevation of -6.5. The pond elevations have been revised, and now show the correct elevations. Its should be noted that pond depths reference sea level datum and sediment removal depths shown on the supplement references normal water surface elevation.
