This is a reminder that permit renewal applications are due 180 days prior to expiration. We do not have a record of receiving a renewal application. Box 339, Camden, NC 27921 RECEIVED PROJI CT DESCRIPTION PASQUOTANK FUEL FACILITY & SHELTER DWQ-WARO Pasquotank County, North Carolina tl; 1 i t i- i7 ,i i�?r� +na 4anuary 16, 2007" Pasquotank County owns a 7.01 acre tract that is adjacent to Pritchard Street and McPherson Street in Elizabeth City. The tract is zoned 1-2 (industrial) and O & I (office and institution). There are several county office buildings and a farmer's market with related parking currently located on the site. Proposed development will include the construction of a shelter for storage of vehicles used by the solid waste department and a fuel station for county vchicics. This construction will take place on a 0.81 acre portion of the overall tract. Due to limited available space and existing site topography, the site has been divided into two drainage areas. Drainage Area 1 will contain all of the proposed surfaces, except the vehicle shelter, plus 0.48 acres of off -site area. The 0.81-acre site currently contains approximately 18,481 sf (3,253 sf in Drainage Area 2 and 15,224 in Drainage Area 1) of gravel that will be either removed or covered by the new surfaces. New impervious areas will include a 5,000 sf shelter, a 936 sf canopy over the pump island, 11,318 sf of asphalt, and a 616 sf area for the fuel tanks. The total proposed impervious area for the 0.81-acre site is 17,870 sf, or approximately 50%. In Drainage Area I, storm water treatment will be provided by wet detention basin. Due to existing topography, approximately 18,500 sf of existing off -site pavement will sheet flow across a grassed strip of land approximately 20 feet wide and into the detention pond. This area currently drains to the pond area and cannot be easily rerouted. Since the available space for the pond is limited, the runoff from this existing pavement will now be treated and the runoff from the new 5,000 sf shelter will be routed away from the pond in Drainage Area 2. The runoff from the new pavement, tank area, and fuel island canopy will be, routed to the detention pond through a new collection system. The total drainage area to the pond is 1.13 acres. This drainage area will contain 0.72 acres of impervious surface resulting 64% coverage. The detention pond has been designed for 90% TSS removal. After storing the first inch of runoff, the pond will discharge into the existing drainage system. Per the City of Elizabeth City's ordinance, we are required to limit the post development discharge to pre -development levels based on a 10-year storm. As the proposed lot coverage does not exceed the existing coverage, the increase in runoff is negligible. Utilizing the rational method, the peak runoff from this drainage area will be approximately 6 cfs. The peak discharge from the detention pond will be less than I cfs Drainage Area 2 will consist of the remaining 7,340 sf of the 0.81-acre site. The proposed 5,000 sf of building will be the only impervious area within Drainage Area 2. y The runoff from the building will be routed directly into the existing underground drainage system. This runoff is not being directed into the detention pond. The on -site soil type is Araphoe. On January 16, 20007, a soil boring was made on the site in the area of the proposed detention pond. The existing elevation at the soil boring location is approximately 8.0'. The first 12" of the soil was a combination of topsoil and gravel. From 12" to 36" the soil was a sandy loam with some clay. At 36" the sand became finer and at 48" it was coarse wet sand. After one hour, the free water in the bore was 2.5' below grade or elevation 5.5'. This corresponds to the soil classification of Araphahoe (formerly Pocomoke) as shown on the Pasquotank County Soils Map. Given the high water table, we feel that wet detention will be the most appropriate method of stormwater treatment for this site. The total disturbed area for this project is 1.04 acres. Limits o1' disturbance have been shown on the plans.
