November 21, 2005 GENERAL Seaspray Cove Phases II & III is located in Carolina Place subdivision along Highway 133 in Brunswick County. The proposed projecf consists of rest ential lots each with a maximum impervious surface of 3,600sf. The existing site is partially wooded with 1-2% slopes draining toward the existing phase I development and towards Dutchman Creek. Phases II & III were reviousl `a rove de ermit S ed une 13, 220 a are requesting that the attached modification be aporovecl in place of the previously approved. plans. PROPOSED IMPROVEMENTS Proposed improvements will involve the construction of 79 reside is including roads and utilities that drain to multiple proposed infiltration asins. The basins will improve water quality for post development runoff as well as ensure that our post -development flow (19.51 cfs) is less than our pre -development flow (26.51 cfs) for the 10-year event. Stormwater runoff will be conveyed through grass swales and a stormwater collection system that is routed to the infiltration basins. There are no wetland !9V4c within the limits of construction for phases II & III. DRAINAGE CONSIDERATIONS Runoff will be conveyed to the infiltration basins by means of swales, curb inlets and a conduit system that runs along the proposed roads. The pipes were sized for a 10-year storm event and the hydraulic gradient was maintained inside the pipe system during that event. Inlet spreads were designed as per NCDOT's requirement based on a 4 inch event and kept to a minimum considering the areas of minimal slope. The infiltration basins were designed to store and release the first one and one-half i.n l of rainfall (53,703 CF) over an average draw -down time of 3.5 hoursinfiltration system was also designed to store runoff from the 10-year, 24-hour event and hold discharge rates below those for the predevelopment site. The grades shown on the plans are final grade elevations. The plan currently proposed shows that the imperviousness of the drainage area being conveyed to the basins will be approximately 34.5%. During construction silt fence, riprap apron, sediment trap (proposed basins), and construction entrances will be placed in critical areas as directed by the Drainage Plan. All design criteria is based on Brunswick County stormwater standards. Drainage areas were delineated for determining the correct culvert size for each drainage segment, and are shown on the drainage area . z D NC 133 w b b ybWX3 yJ N 2 r O Yo 0 r a 3 cn j r 3 r m o U ¢ y 0 U z w CU V) O O z WK 4DICKSON community infrastructure consultants December 12, 2005 Mr. Cameron Weaver N. Dickson Engineers 909 Market Street Wilmington, North Carolina 28401 Attention: Mr. Rob Balland, EI Reference: Double Ring Infiltrometer Testing Infiltration Basins at Carolina Place Southport, North Carolina Job No. 1063-05-501 Dear Mr. Balland: In accordance with S&ME Proposal 942-05 dated August 30, 2005, S&ME personnel have recently conducted five double -ring infiltrometer tests of the surficial soils at the subject site at the approximate locations shown in Figure 1. Specifically, our representatives performed the following work items: Advanced five hand-augered borings near each infiltrometer test location in order to visually classify the in -place soils. The hue and chroma of the recovered soil samples were compared to a Munsell Soil Color Chart. 2. Conducted five double -ring infiltrometer tests at depths ranging from 12 to 15 inches below the existing ground surface. This testing was conducted in general accordance with American Society for Testing and Materials (ASTM) procedure D-3385 entitled, "Infiltration Rate of Soils in Field Using Double - Ring Infiltrometer". Based on our field classifications of the excavated soils at the hand-augered boring locations, the in - place soils consist of sands with varying amounts of silt or clay which extended to the maximum completed boring depth of 96 inches below the existing ground surface. Water was encountered in the boreholes at four of the five locations at depths ranging from 41 to 95 inches below the existing ground surface. The site water level will fluctuate with climatic and seasonal conditions, however, and may be higher or lower at other times of the year. SBME, Inc. ; (9101799-9945 6409 Amsterdam Way, Building B-3 (910) 799-9958 Fax Wilmington, North Carolina 28405 www.smeinc.com W.K. Dickson Engineers October 14, 2005 S&ME Job Number 1063-05-501 Wage Two According to the Soil Survey of Brunswick County, North Carolina prepared by the United States Department of Agriculture, Soil Conservation Service, the areas wherein the hand augers occurred consist of the Newhan soil series. As reported in the soil survey, the seasonal high water table for that series is greater than 6 feet below land surface. This information is in general accordance with the data obtained at the test locations except for location P-4 (Basin 9), where water was encountered at 41 inches below existing ground surface. The area where this test was performed is lower in elevation than the other test locations and most likely caused this deviation in water table location from the information provided by the Brunswick County Soil Survey. The average infiltration rate at the test locations ranged from approximately 0.04 to 9.4 inches per hour. A summary of the field test results is presented in Tables 1 and 2. Due to the possibility of previous land disturbances, lateral variations in soil type and consistency over relatively short distances, potential perched water conditions, and possible construction activities in the area, it is oftentimes difficult to determine a project specific "seasonal high water table". For this reason, we strongly recommend that the civil engineer discuss the assumed seasonal high water table location at this site with North Carolina Division of Water Quality personnel prior to final design of the site stormwater system. S&ME appreciates the opportunity to provide our services during this phase of the project.
