Hi Bethany,
Our process has not changed, they just sent you the wrong documentation. We have approved the revised erosion
control plans associated with this project and we are requiring them to modify there COC since the disturbed acreage
increased. We still have the open issue in our electronic plan review portal for them to modify the COC, which is what
they sent you. We do hold off on issuing any additional grading permits or giving them approval to actually start the
revised work on -site until they have modified the COC.

Hello Brookberry Farm, LLC.,
Thank you for submitting your project to City of Winston-Salem. Review of the plans for this project have been
completed. The design is adequate to meet the ordinance standards and the plans have been approved.
If you have not already done so, please provide an original signed and notarized Financial
Responsibility/Ownership form. This document is required prior to the issuance of the Grading/Erosion Control
Permit. If this has already been provided, then please disregard this statement.
If this project will disturb more than 1 acre or is part of a larger common plan of development, the Grading/Erosion
Control Permit cannot be issued until documentation is provided that coverage under the NCG01 Construction
Stormwater Permit (NPDES) has been obtained. Please obtain coverage under the permit at the following website
(https://edocs.deg.nc.gov/Forms/NCG0l-NOI). Once coverage is obtained please upload a copy to the project
documents in the electronic plan review system. The Grading/Erosion Control Permit will not be issued until proof
of coverage under NCG01 is provided.
As outlined in the Unified Development Ordinances (UDO) of Winston-Salem/Forsyth County, Village of Clemmons,
Town of Lewisville, and Town of Walkertown, Erosion Control Division staff may periodically inspect sites of land
disturbing activity to determine compliance with the Erosion Control ordinances and the approved Erosion Control
Plan. No person shall willfully resist, delay, or obstruct an authorized representative, employee, or agent of the
Erosion Control Division while that person is inspecting or attempting to inspect a land disturbing activity under the
ordinance.

Good afternoon, Kent,
We received a Modification request for Construction Stormwater permit no. NCC192755. The documentation uploaded
(attached) indicates that Winston-Salem waits for the applicant to modify the NCG01 coverage before granting approval;
however, our modification process asks the applicants to upload approval of the changes/additions to the E&SC
plan. This puts the applicant in a bit of a pickle. We don't have a lot of local programs that require the applicants to
come to us first for Mods —just as with the initial coverage under NCG010000, they are asked to supply the approval of
the E&SC plan, normally they are able to upload the E&SC approvals for changes or additions at the time of the
Modification request as well.
Is this something new or different that Winston-Salem is doing? Is there some other correspondence you have that
shows the proposed changes were reviewed and approved by the E&SC program?
