DANIEL SMITH Director Scott Miles, PE Public Infrastructure Engineer Town of Wake Forest 301 South Brooks Street Wake Forest, NC 27587-2901 NORTH CAROLINA Environmental Quality July 19, 2019 Subject: Envision Science Academy Athletic Fields Smith Creek Water Supply Watershed Boundary Change Approval Dear Mr. Miles: The Division of Energy, Mineral and Land Resources (DEMLR) has reviewed and approved the proposed revision to Wake Forest's Smith Creek water supply watershed protection boundary received by our office on July 17, 2019. Regrading a portion of the Envision Science Academy property for the purposes of adding athletic fields and recreational spaces for the school will shift the ridge line to the east. This regrading will direct stormwater from approximately 0.87 acres of the Smith Creek water supply watershed to Hatters Branch watershed. Hatters Branch joins Smith Creek south of NC98, downstream of the reservoir and outside of the water supply watershed. Since this request is submitted prior to the regrading work, please submit the as -built survey showing the as -built topography and watershed boundary and an Engineer's Certification after the work is complete. The Town should also maintain the most current water supply watershed boundary map(s). DEMLR approves this boundary change in accordance with North Carolina General Statute 143-214.5 and North Carolina Administrative Code 15A NCAC .0100, .0200, .0620-.0624. Specifically, 15A NCAC 2B .0623 (4) requires that all revisions to the water supply watershed boundaries must be approved by the Environmental Management Commission (EMC) or its designee prior to adoption by the local government.
