DANIEL SMITH triferim Director Ed Muire Planning Director Rowan County Planning and Development 402 North Main Street Salisbury, NC 28144 NORTH CAROL€NA Environmental Quatiry May 23, 2019 Subject: Watershed Protection (Zoning and Subdivision) Ordinances Revisions Approval Dear Mr. Muire: The Division of Energy, Mineral and Land Resources (DEMLR) has reviewed and approved the proposed revisions to Rowan County's Zoning and Subdivision Ordinances that pertain to water supply watershed protection received by our office on May 20, 2019. We accept the proposed revisions that include: To the Zoning Ordinance o added definitions, o vegetated conveyance and curb outlet system requirements, and o high density standard and built -upon limits To the Subdivision Ordinance o added definitions, o the Retention of Consultant section, and o some changes pertaining to the high density and storm water control measure requirements Pages with major changes other than definitions are included with this package. DEMLR approved the revisions to the ordinances in accordance with North Carolina General Statute 143- 214.5 and North Carolina Administrative Code 15A NCAC 02B .0620-.0624. Specifically, 15A NCAC 2B .0623 (4) requires that all ordinance revisions be approved by Environmental Management Commission (EMC) or its designee. On August 1, 2013, DEMLR was delegated the authority to approve revision to water supply ordinances on behalf of the EMC.
