We are going to draw it on the plan instead of require it to be added formally to the plans. If NCDENR will accept this, a revised plan will not be required. We are going to insist ALL the silt fence on the site be removed when everything's been stabilized, the erosion on the pond slope be repaired and stabilized and any bare areas onsite gets stabilized. I am sure,he will take care of this. Joe, If possible we also need velocity calculators for the roadway culvert coming into the site. As it was previously a pipe. We asked the engineer for this a LONG time ago, when you were actually onsite with us, but haven't received anything. And the outlet pipe in pond 3 is different than our plan. See 6/17/21 report where we requested revised plans and email from 6/17/21 that states the engineer is not aware of the changes we requested. I realize this isn't your job and that you may not be able to do all this! Do you check for an engineer's certification? It is a requirement for DEQ that it is built in accordance with the plans. However, the engineer can certify the project with notes that a certain area has been altered to improve drainage, or that the Swale is located differently, etc. If the change is substantial, we will require a plan revision. Concerning your question about getting the silt fence removed. Our Manual says the following: "All temporary structures should be removed after the area above has been properly stabilized." Sorry In any event here it is. The developer did mentioned some of the property owners have done some work in the rear of their property adjacent to the pond on Boykin Spaniel Way. I will forward email correspondence from him too. ALL, called Mr. Bagley. He lives at 7336 Brittnay Pointer Court. He said there were some bare areas with weeds adjacent to his cul-de-sac that need to be stabilized. He mentioned he would forward pictures of other areas too. He says the silt fence is considered trash and definitely has to be removed, according to the Sediment Pollution Control Act. Because its contaminating the wetlands. We have told the developer to remove it. We may not be able to enforce it. Unless there is a General Statute requiring it. That I am not aware of. Brian can you consider it trash according to NCG01 and get it removed? Beth please look into the bare areas he's mentioned. We will try to fix issues that are in our control as best we can. As discussed, there are at least three permits that can be applied to the issues in the subdivision. There is an erosion & sediment control permit issued by New Hanover County. The county is represented by Beth Wetherill and Beth Furr, attached. They will contact you as soon as possible. There must be permanent groundcover established. The rules are unclear on removal of measures. In conjunction with the E&SC permit is the NPDES NCGO10000 Construction Stormwater Permit. This deals with the E&SC but also potential pollutants. If fencing is left behind, it may be considered a pollutant, but the permit is not typically applied in that manner, but we can try. The third permit is the State Stormwater Permit, SW8160216. The transfer application just came in and has been assigned to Steve Pusey. This permit will check the permanent Stormwater measures in the subdivision, including swales, ponds, pipes. The review will ensure that the measures are installed per permit and are in compliance before transfer to the HOA. I will call Mr. Sears and hopefully get the fencing removed and GC established. They have left an orang silt fence all around and in the wetlands that encompass our neighborhood. The common areas were never permanently covered with sod, leaving the soil to wash into our streets and drains. Weeds have begun to grow in those areas. I have read the Pollution Control Act of 1973 which states these matters should have been addressed. Trash needs to be cleaned around and on top of the outlet structure grate. 2. There was extreme erosion on the western side storage pond, especially on side with houses. The sediment will need to be removed from the pond and side slopes need to be restored and stabilized. 3. Sediment needs to be removed from the drainage easement near Road C. This easement runs between Flushing Drive and Road D on the plans. Side slopes in this easement need more stabilization on both sides of Road C. 4. On wet detention pond #1, the following is required: a) additional grass needs to be planted in area of emergency overflow and adjacent the outlet structure. b) Grass / earth on the outlet ditch side of pond berm extended up about 2' higher than the top of the berm. This grading will need to be smoothed out and it will need to be re -stabilized. c) The outlet structure orifice pipe did not have a turn -down section or orifice assembly. d) Additional grass needs to be established on the western side of the pond. e) Erosion needs repair and additional grass established on the southeast corner of the forebay. On Wet Detention Pond #2, the following is required: a) Erosion needs to be repaired and re -seeded at the northeast corner of the forebay. b) There were two (2) outlet structures with erosion control protection in the back yards adjacent the pond. These outlets are not shown on the plans, so I assume they are temporary measures that need to be removed. Please advise. c) The outlet structure orifice pipe did not have a tum-down section or orifice assembly. 6. There are two (2) long, closed -end ditches, filled with water, running adjacent the offsite flow bypass line from Road B, all the way to the storage basin. There does not appear to be any function for these ditches, and they may become a mosquito hazard. Please advise if these will be filled in. All of the requested information listed above should be received in this Office by March 25, 2021, or the application will be returned as incomplete. If additional time is needed to submit the requested information, please email your extension request prior to this due date to the email address provided below with a justification and a date of when the requested information will be submitted, which shall be no later than 15 days past the original due date. (See Frame No. 4) • The inflow point was not observable due to water level; however, via probing, WR was able to determine that the riprap dissipator is present and in general accordance with the plans. • The average forebay depth was found to be -7' 6.5". • The forebay dam appeared to be in good condition and observed to be covered in riprap. o The northwestern portion of the forebay dam was observed to be -3.7" deep. There is a swale which enters the pond from the northeast carrying drainage from the adjacent building lots. It appears that sediment from the building lots is entering the pond in this area. ■ Currently there are no erosion control measures in place stopping sediment from the adjacent building lots from flowing into the device. o Additionally, the bank in this area is eroding. • Average depth of the forebay was -7'. • The forebay dam appeared to be in good condition and was observed to be covered in riprap. o Average depth was found to be -6.25" deep • The average depth of the main pool was observed to be -8' • The outlet structure was submerged. o Discharge pipes appeared to be in good condition. • The riprap discharge dissipator was overgrown with aquatic plants and cattails which are restricting flow. • The littoral shelf appeared to be in fair condition. • The emergency spillway was in good condition. • Skimmer is attached. o Vegetation growing out of skimmer.
