Hi Wendi,

DEQ has you listed as the Permit Owner in our Basinwide Information Management System (BIMS).
However, due to the background configuration of BIMS, that automatically makes you the owner of
all permits issued to Kernersville by the state for stormwater, wastewater, etc. Legally, the Town
Manager is the only entity with the statutory authority to be a local government permit owner and
signatory, and DEQ will update BIMS as such. The Stormwater Program Administrator, or any other
entity, can be delegated permit signature authority by the Town Manager. This can be accomplished
by submitting a designation of signature authority form.
