BISER Secretary BRIAN WRENN Director Kelly Arnold, Town Manager Town of Rolesville 502 Southtown Circle Rolesville, NC 27571 NORTH CAROLINA Environmental Quality August 4, 2021 Subject: Elizabeth Springs and Chandlers Ridge Little River/Smith Creek Water Supply Watershed Boundary Change Approvals Dear Mr. Arnold: The Division of Energy, Mineral and Land Resources (DEMLR) reviewed and approved the proposed revisions to Rolesville Little River / Smith Creek water supply watershed protection boundary received by our office on May 21, 2021 (Elizabeth Springs) and June 14, 2021 (Chandler's Ridge). Regrading portions of the Elizabeth Springs and Chandlers Ridge properties shifted the ridge line to the east in both cases. These regradings direct stormwater from approximately 4.95 acres (Elizabeth Springs) and 7.52 acres (Chandler's Ridge) of the Little River water supply protection watershed to the Smith Creek watershed which is outside of the water supply watershed protection area. During field visits, staff confirmed that the Chandler's Ridge site has been graded properly. The regraded portion no longer drains to Little River, but drains to Smith Creek. Approval for the Elizabeth Springs site assumes that proposed grading will be done properly. Please submit the as -built survey showing the as -built topography and watershed boundary and an Engineer's Certification after the work is complete. The Town should also maintain the most current water supply watershed boundary map(s). DEMLR approves these boundary changes in accordance with North Carolina General Statute 143-214.5 and North Carolina Administrative Code 15A NCAC .0100, .0200, .0620-.0624. Specifically, 15A NCAC 2B .0623 (4) requires that all revisions to the water supply watershed boundaries must be approved by the Environmental Management Commission (EMC) or its designee prior to adoption by the local government.
