PO Box 268 Concord, NC 28026 NORTH CAROLINA Environmental Quality April 22, 2021 Subject: Request for Additional Information Stormwater ATC Project No. SWA000099 Old Charlotte Arrow Disposal Cabarrus County Dear Ms. Underwood: The Wilmington Regional Office received and accepted a State Stormwater Fast Track Process: "Authorization to Construct" (ATC) Permit Application for the subject project on April 1, 2021. A preliminary in-depth review of that information has determined that the application is not complete and additional information is needed to determine whether the project complies with 15A NCAC 02H.1043. To continue the review, please provide the following additional information: 1. On Page 4 of the ATC Application Form "Low Density" was checked. The site design matches a high density approach. Please revise the application to check "High Density". 2. The receiving water on Page 5 of the Application Form is incorrect. The Waterbody Classification Map shows that the receiving water corresponding to the stream index number 13-17-6-8 is Lady Branch, not Anderson Creek. Please revise the application to reflect this. 3. Please enter the anticipated construction start date on Page 6 of the application form. 4. Please delineate all wetlands, waterbodies, and vegetated setbacks on the plans or a note that none of these features exist. Please remember to confirm that any revised information is presented consistently throughout the application documents. Please also remember to provide two hard copies and one electronic copy of any updated or requested documents per 15A NCAC 02H.1043(3). The requested information should be received in this Office by May 22, 2021, or the application will be returned as incomplete. The return of a project will necessitate resubmission of all required items, including the application fee. Please note that the Division is allowed 30 days from the receipt of a complete application to issue the authorization to construct permit.
